Debt Collector
FBI National Press Office
(202) 324-3691
The Internet Crime Complaint Center has received many complaints from victims of payday loan telephone collection scams. Callers claim the victim is delinquent in a payday loan and must repay the loan to avoid legal consequences. The callers purport to be representatives of the FBI, Federal Legislative Department, various law firms, or other legitimate-sounding agencies. They claim to be collecting debts for companies such as United Cash Advance, U.S. Cash Advance, U.S. Cash Net, and other Internet check-cashing services.

According to complaints received from the public, the callers have accurate data about victims, including Social Security numbers, dates of birth, addresses, employer information, bank account numbers, and the names and telephone numbers of relatives and friends. How the fraudsters obtained the personal information varies, but in some cases victims have reported they completed online applications for other loans or credit cards before the calls started.

The fraudsters relentlessly call the victim?s home, cell phone, and place of employment. They refuse to provide any details about the alleged payday loans and become abusive when questioned. The callers have threatened victims with legal actions, arrests, and, in some cases, physical violence if they do not pay. In many cases, the callers harass victims? relatives, friends, and employers.

Some fraudsters have instructed victims to fax a statement agreeing to pay a certain amount, on a specific date, via a pre-paid Visa card. The statement further declares the victim will never dispute the debt.

If you receive these calls, do not follow the caller?s instructions. Rather, you should:

Notify your banking institutions.
Contact the three major credit bureaus and request an alert be put on your file.
Contact your local law enforcement agencies if you feel you are in immediate danger.
File a complaint at www.IC3.gov.
Tips to avoid becoming a victim of this scam:

Never give your Social Security number?or personal information of any kind?over the telephone or online unless you initiate the contact.
Be suspicious of any e-mail with urgent requests for personal financial information. The e-mail may include upsetting or exciting but false statements to get you to react immediately.
Avoid filling out forms in e-mail messages that request personal information.
Ensure that your browser is up-to-date and security patches have been applied.
Check your bank, credit, and debit card statements regularly to make sure that there are no unauthorized transactions. If anything looks suspicious, contact your bank and all card issuers.
When you contact companies, use numbers provided on the back of cards or statements

Got a mesage from these same people demanding I call them immediately. When I did, the "paralegal" said there was an outstanding warrant for me and started reading off charges, then read off a Social Security Number and address that were not mine. When I said that wasn't me, he told me to disregard the call and have a nice day.

This is INDEED a scam! I worked closely for this company a few months! It has less than twelve employees depending on how many people are fired because the owner is always firing people. The business is not BBB accredited. They are from Buffalo NY where they practice debt collection and they were forced to shut down by the Attorney General of NY and was presented a lawsuit due to illegal debt collection practices which included sexual harrasment, posing as law enforcement and making threats to debtors if they did not pay on their accounts. They were force to shut down and they were not allowed to practice in NY anymore. That is why the owner informs employee's not to call NY numbers or GA numbers cause he now practice illegal debt collection in Georgia. I have personally witnessed and heard the owner tell a debtor that he is gay and that he would do his wife because the debtor would not pay on his account. I feel bad for people paying these people. I know the system they use and they make debtors pay more than they really owe. They pose as paralegals and legal researchers and say that they are not debt collectors or an agency. They use this tatic to scare people into paying on accounts that may be old debt or may have already paid. They don't have all the information to give you, they just make up lies and make them sound good enough to beileve. They play smart so you should do your research before taking a call from them. I have also witnessed the owner use peoples personal debit or credit information and take money from there accounts and put in his account due to overdraft fees he accumulated so that he would have enough money to pay his employees and to avoid being embarrased if an employee cashed their check and it bounced. He is starting more than one agency just to make more money and the names of these companies are made up. You can google the owners " Buffalo NY illegal debt practices" it gives you the owners name and the name of the company he worked for and gives you a complete article about the lawsuit and his practice. They do harrass and say the most outrageous things to get people to pay. The only way the will make commission and get a good check is if you pay them a YOUR money. They get a certain percentage on certain accounts. I also feel for the employees because they all know that its a scam but jobs are hard to find so they are taking what they can get so I couldn't blame them but the owner is manipulating, unappreciative and ruthless sometimes. His mission is money money money. They say they are located in Texas and they may send you letters with a Texas address but the address is not legit, its fake. They practice in Conyers, Ga on 2140 Flat Shoals Road in a run down building and the owner may not be able to practice in GA. No one can tell me its legit cause its far from legit. Like I said I worked closely with the owner and the company and over time as I worked the more I learned and realized how big of a scam it really is. The owner sits around, eats McDonalds all day and yells at the employees or gets mad when they don't generate the money or meet the goal of the day. You must understand, if you don't pay, the owner won't get paid, Numerous times the phone system and computer system will shut down due to storms in the area and the agency won't be effective and leaves debtors asking questions why they can't get in touch with the company. Its very unprofessional. They use comcast services. So unprofessional. For more reference, you can google Graham Noble and Associates, Gamble Krause and Associates( which is another office the owner opened up this year in Jacksonville Florida and doing the same practices). The owner will be opening more offices to once again make more money off of people. If you ever gotten a letter or receive a letter from them, throw it in the trash. They will not send you to court, they will not send documentation to your house or employer, if you don't pay. Its a scare tatic. If you ever are harrased by these people, file a complaint with the Attorney General of GA because this where they are practicing. The numbers they call from is 800 385 0470, 888 622 0048, the same as Koparr Paralegal and Associates. Who are fake paralegals. Not real at all. Made up name. They use fake names and I would to if I wanted to scam someone. LOL. A lot of people have debt and a lot of people want to get out of debt and this company will lure you to paying them and you end up paying more than your debt. The owner is a scam artist himself, a convicted felon also. Google it people. Research pays off. I hate to be the one but I feel for these people and I believe everything done in the dark will come to light. Its about how you treat people. The employee get paid nothing with experience, minimum wage is the option you have and you may need get paid for all your hours you work because does not want to pay for hard work just results and will do all he can to save money for his illegal business and himself. Its fraudulent. The owner has had past employees call the Dept of Labor because he held there check (which is against the law)  from them because of an altercation they had over the phone. This guy plays hardball, and the ball might not be in his court anymore. Research people. I'm blasting this company because its wrong! Whoever disagrees actually have no idea and care less if you don't. This will people avoid scamns like this. Money hungry people will eat your pockets like wolves. Don't pay! If you owe $250 you will pay $350. Watch out!  He could care less about the employees they are there just to make him money. Its not the employees who are responsible because they are only trying provide for their families and themselves. Its just how the owner runs his business and they go along with. I knew from observing over time it was a SCAM! I was told I would receive a raise for all my hard work, did not receive a dime. It saves him money right? Exactly. Lies gets his pockets full along with manipulation. You can use the resources given in this blog. You should google the info for the Attorney General of GA and file a complaint or report. Hope this is helpful and I'm pretty sure it will be. No legit collection agency will call you, they will first send you a letter and then make a call. This agency does not do that. SCAM. The oldest debt I know they have tried to collect is from 1999. Debt that is more than 7 years old. Don't fall victim to scams and fraud. Use your brain and resources. Good Luck!

i have received to calls from 2146131503 (Koparr & a**.) which both went to my voicemail because i was unable to answer at the time.  the number that was left on my voicemail for me to reach him back at was 1-800-385-0470.   after the first one i called it back and left a message saying to call me.  no one ever did.  the calls were about a month or more apart.  both times the guy said he was calling in regards to file#--------- which involves a matter that he's been in contact with grayson county(a nearby county to the one i live in) about.  he goes on to say that failure to contact him or have my attorney contact him will result in further contact either at my home or at my job.   i haven't responded since this last call i received because i am aware that its some sort of scam.  i do however want to do something, because i don't want these calls to continue.   what can i do to put a stop to them calling me?  please give advise if you have any.   thanks

Yes u and ur friends can if u knowingly defrauded ppl but if I were u i'd turn states evidence if they ever tried to charge u with something. Texas can only charge a criminal chrage like that if u have a paper check not for a payday loan that's civil not to mention if u have the wrong person, which can be easily proven, ur case would be thrown out. If koparr was a legit place then y'all wouldn't have any probs giving those u scam proof and paperwork via whatever means necessary. And the statue of limitations for civil action, which is what payday loans are NOT CRIMINAL, is 2 yrs. What is criminal is y'all possing as lawyers, co.clerks, police officers etc. So u might want to make sure that YOU know what u are talking about before u threaten ppl. Oh and yes ppl can sue the pants off u for harassment, defamation of character, illegal threats, etc. But I'm sure u know that being a "law firm".

These ppl have called my mothers phone looking for me several times in the last 2 wks. They have my previous married name, ssn and a previous address. But the so called loan date was from 2003 at an address I didn't live at at the time of this "loan". I tried to tell them this and that I have already placed an id theft report with dallas pd. They refused to listen to me calling me a liar and threatening to have criminal charges of theft by deception and check fraud brought against me. Does anyone know if they can do that? I've been told they can't but they seem really convincing. I know that I know I didn't take out a payday loan with the company they say they represent and have even called the company who know nothing about this. If anyone can help me feel free to respond cuz o can ise any help I can get.

You must work for them, because no body who has half a brain would say something so stupid.  Even the responsible people get into situations beyond their control, and some things regardless has to take priorty (eating, having a place to live, taking care of your family), that doesn't give anyone the right to call your job, or your home and be a nasty liar in order to make a quota.  I don't hide if I owe, I owe, what these monsters do is try to intimidate older people, and the stupid to get money out of them which they may or may not owe.  Real collectors who are well versed in the law never use the tatics that these scum suckers do, so HELL no I'm not paying their a**es back because I don't owe them a damn thing.

And again you miss the point.  What I posted is not about getting out of a debt.  It's about protecting yourself and making sure that, when dealing with a debt collector, you're dealing with someone who has legal right to collect on behalf of the creditor and who is not one of the millions of scam-artists out there posing as debt collectors.  However, because of the shady practices of debt collectors in general, it's often them, not us, who forfeit any right they otherwise might have had to collect because they just cannot resist their addiction to breaking the law.

For you to defend them and advocate that people just blindly give out personal information to an unidentified party in light of all the identity theft proliferated these days answers the question as to whom the loser is.

The easiest way to avoid thiS illegal and unscrupulous nonsense, IS TO USE YOU CALL BLOCKER  PHONE SYSTEM.   The other way, if they manage to catch you off guard, and you are unfortunate enough to get tricked into answering their threatening, nasty foolishness, is to do as another poster suggested...IMMEDIATELY TELL THE PERSON THAT YOU ARE NOW TAPING YOUR PHONE CONVERSATION, ASK FOR THEM TO SPEAK UP,CLEARLY, AND TO PRECISELY SPELL THEIR FULL NAME AND ADDRESS SO YOU CAN FORWARD THE INFO TO THE ATTORNEY GENERALS OFFICE IN THEIR STATE.  If they refuse, report them to your phone compqany, block their number, and file a complaint with the attorney generals office in your state.
