Justice is the worst. They are part of a tweenbrands.com,a billion-dollar company. I suggest you phone each of their key executives and ask them personally for $100 per phone call you receive.
Here are the names of their key executives---look up their private home phone numbers and call them. They all live around New Albany, Ohio. (I think it is illegal for me to post you their phone numbers)

It is a funny things, go to justic for girls store or lowes or other major stores. You want to buy somthing and you give them your card. they cashier turns and says "Your home number" I say no, they say we have too. Then I take back my card and give them a $20.00 bill, and they say your home number again? I say I am paying in cash? They say its store polociy.
long story short, I got my products and told off the manager that the products have this item is for "$13.95" NOT "$13.95 + home number". If they insist to get my home number I would report this to the local news company as a joke. that joke as I have explained here.
It seems that a home number is worth more to them then a credit card or even just plain CASH.

Justice as well as Limited Too are owned by Tween Brands. In looking around the Internet, it appears they have a long history of automated all abuse, even when your phone number is on the FTC do not call list. I know from personal experience.
I work nights. This morning, I got woken up by an automated phone call from ShopJustice.com, a site oriented around teenage girls. They're owned by Tween Brands, same as Limited Too.
I'm a 52 year old man. My only daughter is a grown woman. Truth is, I've never even heard of Justice before. I am absolutely positive that my phone number was NEVER given to them, and that I've never shopped in one of their stores. I've also been on the Do Not Call Registry since April 15, 2004. There is NO excuse whatsoever for these people to have called my number. In looking around the Internet, it's apparent these people have been breaking the law for years.
I not only filed a complaint with the FTC, I also skiptraced the phone number for the CEO of Tween Brands. This was a tough find since before today, his number wasn't out there in the wild.
As with most CEOs, this guy is rarely around and won't talk to anyone he doesn't know. But his executive secretary, Vanessa, sure knows what I think of the call, so I'm pretty sure he got my message.
Now it's your turn. If you want to do more than just file a complaint with the FTC, give the CEO's office a call, too. The CEO of Tween Brands is Michael Rayden. Ask for "Mike" when you call. His executive secretary is Vanessa McCullen. His direct number is 614-775-3511. Most likely, she'll be the one you talk with. Let them know personally that you don't like their phone calls by returning the favor.

My phone number is listed on the do not call registery. I have received several unsolicited calls from "Justice" at the number listed below. I do not want to receive any further calls from them.

It is indeed for Justice stores (formerly Limited Too!). If you have preteen/early teenaged daughters who've shopped there, that's likely where they've received your telephone number because when you make a purchase, they *will* ask for it.
I'd simply recommend that you tell the young girls in your life not to provide numbers to mall stores because 1) they don't have to and 2) so you don't end up on the marketing lists for these stores.

Justice is the new name for the Limited Too stores. If you've ever bought anything at Limited Too you'd be carried over onto their call list.

It is a weekly sale teaser. Just about every store it seems you go in today as part of the checking out they request your phone number. I've stopped giving my number since it seems that they are using the numbers for marketing purposes. My wife and girls on the other hand haven't taken that approach, which is why we get calls from Limited, Justice, etc. ;)

called my UNLISTED phone number. The only place I have given out my phone number is to Kohl's. I have gotten several unsolicited sales calls since applying for a charge card with them. I have never been in Justice - this was a complete SPAM call to my number which they apparently received from a 3rd party.
