I got the postcard too. It was sealed in a little plastic baggy. They had my name and address. how'd they get it?

I received the postcard from Singapore alledging my eligibility to apply for said $25,000 grant. The card was "sealed" by one Chris Reynolds. As I do not want my telephone number or personal data sold out to the world of scammers, I have not called the 800-561-2761 number.
Why would a US government grant agency refer through an entity in Singapore???
This looks like a scam to me.

Did not receive a phone call, but did receive post card saying I was qualified to apply for $25,000 grant. Would be interested to know if anyone else received this. Can not find any information about HR Grant online.
