800notes.com/Phone.aspx/1-800-645-9430/2 explains it all with insight&advise.  Beware, Capitol One / Creditinform / National Card Registry will tell you over the phone they don't have you in their system.  This should be the red flag that gets your attention.  Plan on a 3-way call taking atleast an hour of your time!  This charge just showed up after cancelling the card a couple months ago.  Capitol One may have some shady practice of not cancelling your card until you have a balance of $0 for 2 consecutive months.  They may give you a hard time after-the-fact because you didn't wait until you had the established $0 balance for complete billing periods at the time you make the request, hence was invalid.

I spoke with live chat on my internet account about NCR. tried to give me the run around and rep told me to contact a dispute rep.
Told "live chat" with customer service to get the NCR Thugs off my account or I would do a class action lawsuit on behalf of all customers.
Also, told them that they did not have my written permission for membership to NCR or a recorded phone message to any agreement.
Customer rep told me the charge of 49.95 would be removed immediately.
Key word is class action, this got thins moving quickly.

I just got this charge today and was on the phone for an hour and got no where with them.......We shouldn't send no letter or fax to no body ! Capitol one them self is charging us $49.95.....I told them If that god damn 1800645-9430 # don"t correct this.... I will send out a letter with my lawyer signature!!!!! wth!!!!! It"s fraud !!!!

I just got the same charge on my Cap One bill. They were of no help, so I called NCR. Got to speak to a young lady named Jerico. She cancelled my membership an credited my card back the 49.95 fee.It is one of those deals when you get your card and you don't read the fine print they enroll you if you do not respond and cancel in the first 30 days of getting your credit card.She gave me a confirmation number in case my card is not credited back the money. Very nice person to deal with, hope you all that have the same problem can speak with her. She will try at least once to talk you into keeping the service, I have protection on my cards through my home insurance, so she didn't push ant further. Call them first, Cap One will not do anything unless NCR does not remove the charge.I was apparently being charged since 2002 and never payed attention before. I watch every penny now that credit cards have all jacked up their intrest rates and feel free to do with you what they want!!

Just "noticed" the 49.95 charge on my card and after reading thru some of these post I called NCR using a different approach. Once connected to a customer rep., I informed them that I was also recording the conversation for my own use, I then asked to have the protection service closed.
After listening to thier "speel", I requested again to close the protection service - which was done and I received a confirmation number. Once closed I asked about the 49.95 charge and was informed that there will be a refund within two days.

I also have the NCR 18006459430 number and a 49.95 charge on my Capital One Statement.  From what the other posts have been saying, I agree with standing up for your rights. I will call Capital One and tell them to remove the charge.  I will not fax or mail anything to them they must remove this fraudulent charge from my account.  If enough of us who actually take the time to find out what this is stand up to them they will realized that they made a dumb a** mistake to cheat their customers this time.  They will do it again...BUT NOT TO ME!!!!!!!!!!  AFter this...I'm done with capital one.   They SUCK!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

same thing happened (charged $59.95 to my Capitol One account without permission) to me but the new name is Privacy Guard owned by the same firm I beleive.  So I took your suggestion and did copy the Attorney Generals Office the FTC and also 7onyourside.

A charge for 49.95 was posted on our CapitalOne bill.  I initially called NCR, but they 'couldn't find me in their system.'  So I called CaptialOne.  After being transferred back and forth and finally on hold for half an hour, I got disconnected.  I called NCR again, and after letting them know that I would be in contact with the Attorney General's office and the Federal Trade Commission, they magically found my information.  Imagine that.  So now, after about two hours on the phone, I finally have this taken care of.

Be persistant and good luck to anyone who has this problem.

I just had this charge post and immediately called Capital One (not NCR) to dispute it. The first agent I spoke with was unfamiliar with the process and transferred me to someone else, who transferred me to someone else...the phone system eventually disconnected me while I was on hold line.

I called back as soon as I was disconnected and got a different agent who knew exactly what I was referencing and immediately started a 3-way conference call with an NCR rep (who had a great deal of difficulty finding my "memebership" and insisting I'd been a member for "years"). I persisted in canceling the so-called membership despite the NCR sales pitches, received my cancellation number and then the Capital One agent (who had stayed on the line throughout this whole thing) told me that they give NCR 3-10 business days to post the credit. If it hasn't posted by then (or on the next paper statement if you don't look at these online) then call *Capital One* back and they'll begin a dispute process with NCR.

The point being I suppose that 1) this is a known issue at Capital One 2) it seems to depend on the agent you get as to whether they are helpful or not and 3) you *can* get the charge removed if you are persistent.

I've had my Capital One card for almost 10 years and this is the first I've noticed this charge.  $49.95 a year at 10 years is $499.50 plus the interest Capital One charges on top of that as well.

It's a complete joke and it's nothing I ever consented to like many of you have said.  DO NOT STAND FOR THIS!!  Call the 800 number and blow through the initial person that answers the phone and demand to talk to a supervisor.  Once they're on the phone you have to be very firm and refuse to fax or mail anything while telling them you never consented to these charges.  She was actually very nice and offered right away to refund the $49.95 from my last statement, helped to cancel my enrollment and she is going to attempt to mail my supposed "proof of enrollment" so that I can take further action.  

I am definitely going to attempt to recover as much money as possible because it's an absolute joke that a company as big as Capital One is scamming it's cardholders.  

So call the 800 number back and get your money back, DO NOT STAND FOR THIS!!

I had this *EXACT* same charge, also having not used my Capital One card in over a year, and just spoke to my 3rd supervisor at NCR about this...the key is to refuse to mail or fax ANYTHING when they mention that...

The conversation went something like this:

NCR: OK sir, for the next step you will be needing to fax (or mail) a "dispute claim" to this number.
Me: "No. That is not the next step, I will not be faxing ANYTHING or mailing ANYTHING. The next step in the process is where you refund my 49 dollars."
NCR: "OK sir, you do not have to fax anything in"

*I also mentioned at this point in the call that I was googling and came across several hundreds if not thousands of cases like this and that I was well aware of what they were doing to me...I said "you are literally quoting the website I am looking at right now...I know exactly what this procedure is that you're taking me through right now"

from here, I then spoke to *another* supervisor, who said she reviewed my ticket, and said I had enrolled in this in 2002, which I replied I DID NOT EVER CONSENT TO THIS NOR ENROLL IN IT, she said "you've been charged the past 9 years for this"....and I said "I am shocked and was not aware of that" (even though I did realize last year and tried to get the charge removed back then with no success.) She then *conferenced* capital one in, I verified my account info with capital one, and she took over the call, and within *SECONDS*..the charge was removed....and I'm told I'll be receiving confirmation in the mail for this.

Again, the key is to NOT accept the "you have to mail this or fax this to so and so" response.....That is not true, as soon as I raised my voice and insisted that that would NEVER happen, she said "ok you dont have to do that...."

DONT GIVE UP! YOU CAN GET THIS RESOLVED WITHIN AN HOUR IF YOU SAY THE RIGHT THINGS!!!

I too had this charge on my Sept 09 card.  I called and they told me to call tomorrow the fraud dept was closed- it is late now.  Did you have to pay the charge?  I read some of the other comments and they said they said it was a partner or something like this.  Let me know what you find out.  THanks.

I had the same mysterious charge. I called Capital One about it and was told to call the merchant first. That's when I googled the number and found this site. I called back immediately and was told I had to send a letter to dispute the charge. I'm working on the letter now...Hopefully this will take care of it and it won't be huge hassle!

I have the charge on my card...same deal, Cap One says they can't actually remove the charge because they're a business partner and NCR has their own reps to handle that.  So she said to call the NCR number tomorrow and ask to be removed.  She also said, if they don't show that I'm in their system, to have a 3 way call with Cap One and NCR so everything can get taken care of.

I havent  used my CapitalOne credit card in over a year, and I noticed this NCR charge out of the blue.  
So I just got off the phone with CapitalOne, and apparently this NCR crap is a "business partner"  so they can't remove the charge.  I have to take the time to fax them a letter of dispute in order for them to "take care" of it.  This is the most ridiculous thing I have ever heard!!  Once I do this, I'm canceling my account!

Yes, this is a scam, they snuck a $50 charge onto your
Capital one statement, hoping you wouldn't check it....
70% of the people won't even notice it....  So you actually
noticed it and googled it.  So what do you do now?  Be a lazy
person and not do anything?  or call them up and they will
put you on hold for 10 minutes, or switch you around to 4
different people to tire you out, then tell you to fax them
something, and then you wont?  So they got your $50 hard earned
bucks.  So sad.  or you will actually stand up for yourself,
and will not let this charge go down like this, and cancel
your card with Capital one, or keep calling Capital one
to remove this UN AUTHORIZED Charge.....

I have just been charged the 49.95 by NCR 1-800-645-9430 on my Capital one Card also.  I called NCR to get removed from their system.  But apparently my name, current address and previous address do not appear on their systems.  Therefore the representative told me he could not remove me from the NCR system.  He also asked me to give him my credit card number that the $49.95 was charged to.  I refused to do that, so he said, all I could do was fax them my statement so they can investigate it.  I don't understand how they could charge me that amount of money and yet when I call them to get removed i'm not in their system.  I'm trying to tal to Capital one customer service now, to see what they can help me with.  It seems to me like it's a scam, and we just all need to be careful and check our statements regularly.

I just got this charge as well on my Cap One card.  I actually just got off the phone w/ cust. service and they are having me write in to their "disputes" office to ask that this be removed and nothing else from NCR 1-800-645-9430 be allowed on my card.  She also advised that NCR 1-800-645-9430  have been know tho share CC info w/ other so called businesses and to keep a close eye on my statement and other CC statements in my name!!!!!

Hi, I was charged 49.95 by NCR 1-800-645-9430 on my Capital One card and I picked up the phone to ask why the charge and how are they? They said they are a cridit card protection and that I have been a member since year 2000 and that this charge of 49.95 is a yearly charge to protect all my cards? I also got this on my credit card statement.  The company's "name" is National Card Registry but is owned by a company named Trilegiant.  Trilegiant offers several services such as vacation discounts, credit fraud protections, membership subscriptions, etc.

Last year, Trilegiant settled with the Attorneys General of some 15 states for fraudulent and misleading methods of signing people up for their services.  I'm still confused how they signed me up for the fraud protection service (I never consented).  

Contacting your state Attorney General is a good step in the right direction though.  Another thing that seems to be helping me is calling the phone number listed here and explaining that the services they claim to be rendering were never agreed to.  Ask for the fax number to send a formal complaint.  Fax them a complaint and a demand for a refund.  If they don't comply, file a formal complaint with your Attorney General's office and also file a complaint with the Federal Trade Commission (www.ftc.gov).
