Here's some information to reach a real person or file a complaint.  It's a question of where to strike though.  The Michigan company is a subsidiary of a huge chain of corps in about 20 states, called US Xchange, LLC.  The CEO is considered a genius for his ability to use telco regs to provide spam calling to scammers.  America.  Land of fraud.  He has three houses, in NY, CT and a vacation place on Marco Island, FL.  I don't know if this is his current phone or the person that lived there before, but I know this is the address of his main house.  "20 WHITESTONE LANE. ROCHESTER NY 14618 US (585) 244-3024"  His wife is named Claire, and his name is Steve Dubnik (48 years old).

The guy that is actually running the Michigan POS (and I don't mean "point of service") is named David J. Easter.  He's involved in all kinds of telco misadventures and is the legitimate face of illegitimate telco business.  I'm not sure about his home address, but am pretty sure he works out of "1400 US 31 Highway Beulah, MI 49617".  The phone there is 231-709-9704.  It's not a telco though.  His other sideline is people finders and paid genealogy research.  That's one of his genealogy businesses, but I think it's the phone he answers.  His emails are easterdj@gmail.com, deaster77@hotmail.com.

The calls themselves are coming from 20 Monroe Avenue, NW Suite 450, Grand Rapids, Michigan 49503 and 712 Abbot Rd., East Lansing, MI 48823.  The number the callers give a callback number that is used just for that, to redirect irate callers.  The call center's real number is 616-988-7100.  They go by "Choice One" to hide the fact that they are really US Xchange.

Complicated, but I know this much.  Serving Easter a cease and desist notice puts you in a strong legal position.  I'm going to call//email him every time I trace a spam call and it's Choice One.  But the beast that is driving most that industry is US Xchange and Steve Dubnik

got a call 07/11/2011 14:18 MT from this number on my cell phone.  I did not answer. No message was left.
Last week or so someone wanted to install home alarm. So I wonder if they are related?

Spammin scammer robo call telling me they are in my area and something about an alarm system. I hung up.

I get a lot of calls from these idiots at various numbers.  They are trying to sell bogus alarm systems.  They will not put you on their do not call list because they are using blackhat marketing technigues.

Told the rep that I wasn't interested and how if they kept calling, I would forward a recording of the call to the state Attorney Generals office.  Rep got so upset that he called me back from the following # to tell me that I sounded retarded. Some way to make money.

I called back and pressed "1" to talk to a real person.  I told her they had called a cellular phone.  She offered to remove my number, and when told the entire exchange is cellular, said they would look into it.  Unlike the 99% of unsolicited commercial calls I receive on my cellular number, these folks don't seem to be trying to hide.  Kudos.

Something about "installing home alarms in your area".  Cut off after about 5 seconds.  Got the same call a few days ago, but I didn't note the number.  Seems like a scam to me.

Soliciting to my cell phone... tisk tisk.  This is a security company offering a free system for letting them put a sign in your yard, blah blah blah.  Call the number back, press 1 because "you're interested", that will get you to a person.  Then LET EM HAVE IT!!  haha..  I tried to sell them a used hamburger.
