NCO financial a harrassing third-party collector. Rude, obnoxious, made threats against my property. If you receive a call from them - do not talk to them. Report them to the FTC and the Attorney general's office if they are rude, obnoxious, or threaten you in any way.
Send them a letter requesting that theyNOT contact you again by phone.

This is an IVR number from NCO Financial. IVR = Interactive Voice Response.
How it works...
There is a computer system, dialer, that automatically goes through all the accounts in their system and calls them, it detects if there is a busy signal, three tone dial tone(bad number), or if someone answers. Based on your response, you will be directed to an agent.
This is typical of large collection agencies since this system can call about 400,000+ accounts a day(depending on how many IVR T1s. 1 T1 = 23 phone lines.
Do you want to beat it? change your phone number, and remove it from public records, I.e, don't list it in the phone book!
Or, call them back stating to stop calling you and only have them send communication through the mail so the case can be tracked. If they do not comply and continue to call you, it is a violation of FDCPA.
