Read this press release from the FTC and decide for yourself if this is legit or not:

The Federal Trade Commission (FTC), the nation's consumer protection agency, is warning consumers to be on the alert for scam artists posing as debt collectors. It may be hard to tell the difference between a legitimate debt collector and a fake one. Sometimes a fake collector may even have some of your personal information, like a bank account number. A caller may be a fake debt collector if he:

is seeking payment on a debt for a loan you do not recognize;
refuses to give you a mailing address or phone number;
asks you for personal financial or sensitive information; or
exerts high pressure to try to scare you into paying, such as threatening to have you arrested or to report you to a law enforcement agency.

If you think that a caller may be a fake debt collector:
Ask the caller for his name, company, street address, and telephone number. Tell the caller that you refuse to discuss any debt until you get a written "validation notice." The notice must include the amount of the debt, the name of the creditor you owe, and your rights under the federal Fair Debt Collection Practices Act.
If a caller refuses to give you all of this information, do not pay! Paying a fake debt collector will not always make them go away. They may make up another debt to try to get more money from you.

Stop speaking with the caller. If you have the caller's address, send a letter demanding that the caller stop contacting you, and keep a copy for your files. By law, real debt collectors must stop calling you if you ask them to in writing.

Do not give the caller personal financial or other sensitive information. Never give out or confirm personal financial or other sensitive information like your bank account, credit card, or Social Security number unless you know whom you're dealing with. Scam artists, like fake debt collectors, can use your information to commit identity theft ? charging your existing credit cards, opening new credit card, checking, or savings accounts, writing fraudulent checks, or taking out loans in your name.

Contact your creditor. If the debt is legitimate ? but you think the collector may not be ? contact your creditor about the calls. Share the information you have about the suspicious calls and find out who, if anyone, the creditor has authorized to collect the debt.

Report the call. Contact the FTC and your state Attorney General's office with information about suspicious callers. Many states have their own debt collection laws in addition to the federal FDCPA. Your Attorney General's office can help you determine your rights under your state's law.>

OK SO no one has said what happens if you manage to avoid these people?

I live in Texas. We have sheriffs and marshals here to serve legitimate subpoena or civil papers.
Is this legit?

I do have bad debt well past 7 years ago.. This is the only thing I can think of.. I did a records search for my state and county, no one has filed civil papers on me.

 What happens next? If I avoid? If I sign? does the company serving these papers really have any legal  leg to stand on? Can they send this nefarious agent to my house with fraudulent  ' package delivery' notice?

We busted them on the phone...asked for their address, and they had no clue...smartless. LOL  Asked for name and would only give first name finally gave up after I called the phone number 3 way with my son...geez cheezy....that is why i told him i don't told them we don't sign up for contests and don't give out numbers

Oh wow, oh interesting. I got one yesterday.  I won an IPAD from work so I thought this was it.  The "Driver" called me today and it is court papers they are trying to serve for an ex roommate that lived with me.   Sneaky

I use my parents address as my mailing address. He said that PC Express wanted to deliver a package from Conns Electronics. They wouldn't let hime sign for the package and insisted to have me sign. That very strange because I hadn't ordered anything from Conns Electronics. As a matter of fact, I called Conn's Electronics and they I no record of me making any purchases in the past nor present. I decided to look up the number to PC Express and the 1-800 number didn't work. After reading you all's comments above I didn't know what to think. So I asked my father, an experienced attorney, if only sheriffs and constables can deliver subpoena, etc. He also stated that people can hire private companies to deliver such documents. I'm a bit concerned because for about a year I have been jobless. Laid off after nine years of service. I recently started a new job and just getting back on my feet. If I find out anymore information I'll let you know.

Like everyone wondering what is PC Express USA , I received an orange notice on 08-27-10 informing me I have a delivery. On the slip was a date, 800 number and a "reference" number. Without much thought on who maybe trying to reach me via delivery, I went ahead and called. The customer care rep (Dawn) asked me for the "reference" number and she asked if she was speaking to the person identified on the delivery notice. Not knowing I gave up the information and agreed it was I. She then says what is a good time for the delivery man to come back, mornings or afternoon? I said morning. This call took place on a Friday afternoon. Then she says we also deliver on Saturday. I asked her who is sending me a package because I am not expecting anything. She said, "I don't have that information, only the driver can tell you". We ended that phone call. I began to think about the delivery company and the phone conversation. I worked for Fedex 5 years and know that if you have a tracking number you can find out where the package is being sent from and who is sending it. This started to cause me some concern. So I started to research this company and came across a few blogs and forums. Civil Processors out to serve people, is what I understood from the information I found about this company. I ordered a copy of my credit report. On it, it shows I am current and have no defaults. I showed my husband the notice of delivery attempt and he noticed on the "reference" number shows the date it was actually received from the person who is using their service to serve me court papers. The reference number in my case is H00801264. He figured it out by taking the first two letter and number out then 08 (month), 01 (year) in this case they wrote the year backwards to throw it off some, 26 (date). The 4 was also thrown in there to throw off an unsuspecting person. Monday came and I decided to go down to my county clerks office to find out if anyone has lawsuit against me. Sure enough, I do. Its not from any credit card debt collector but from a disgruntled owner of a company I hired to do construction work on our home. Set In Concrete based in Houston promised to polish my concrete floors and they ended up damaging our home and vehicles. Do NOT sign any notice from anyone that you are not expecting packages from. Always be suspicious. Do your research from your local county clerks office and if possible hire an attorney.

I got three orange notes from PC Express USA for my husband with each saying the first attempt.We live in Texas and I do know that they have constables or sheriffs serve papers if you got to got to court. I never heard of ordinary people serving papers like that and the fact it is the same person each time and they are not in a company car but wear a logo shirt. If it is a package I thought anyone can sign for it? I think it is some attempt to get him sign acknowledgment of of some kind of debt. Who delivers at about 9 pm at night and it is scary as I am the one who is getting them while he at work.

PC Express USA left yellow note for me about my delivery at my previous address; my brother notified to me bcoz he lives next to my privous address - I know I don?t owe any debts should I contact them or not?

I don?t want to pay any unrelated case proceeding expenses(visiting to USA, Paying to lawyers etc)

Can court proceed the case? Or can they get default judgment against me?
Further I?m currently living in Canada been last 6 months.

Of course they are a debt collector.... You wouldn't bother returning the call if they left a note saying, " Hey, we're trying to serve you, but we can't find you.  Take a vacation and let em try to make 50 deliveries.  At least they'll eat up some fuel.  

Show up for their subpoena, and ask them for their proof you owe the debt.  Reschedule the hearing as many times as you can.  They probably paid a 10th of what your debt is, so if they realize you have nothing, they'll bolt.

Received a yellow notice from PC Express USA saying that I've missed a package delivery and asking to call this toll free number. I called and the lady on the phone said that there is a delivery but she had no invoice with her. I doubt something like this is legit, but I was curious if this is a threat.
