These people call me one to two times a day, even outside of business hours.

This number calls at least twice a day.They do not ask for any one person,why they are calling or where they are calling from. Annoying

Received unknowningly 3 parking tickets in Prov. RI....never been on those streets....in 2009 and 2004. Never was given any tickets...never received any calls till yesterday from a debt collector saying money was owed on a ticket....called the Prov. number to whomever and was told 2 other tickets are outstanding...what the hell is that? Three tickets that you can't even dispute (which I believe is intentional) because you don't know about them till 2 and 7 years later. If the car was really where they say it was wouldn't you think they would boot it or tow it? If anyone can tell me where that article is about the private company that makes commissions could you please post so I can read it? Thanks

Yup, Providence, the immigrant haven of New England, calling about some bleepin' PARKING TICKET - they used A PRIVATE COMPANY to pass out.  
What a scam, a commission for every ticket issued.  They're REAL FAIR.
"A private business matter" they say, meanwhile their database is ALL screwed up and people who have NEVER been to Providence are getting calls.  Bleep them.  If that's ALL they are going to do, just ignore it.

These scrotums call me at least 3 times a day...and leave nearly inaudible messages from imigrants who are probably not even in the USA...Speak English or Die you goddamn foreigners!!! They also say they're calling from some place called NCO Financial. The only debt I have is my mortgage, which promtly gets paid every month! Have I offended anyone? If so, learn to speak my language!

Isn't it also illegal not to provide the phone # of the company calling...on caller ID?

Got the same call 800-738-3654 they ask for someone who is not living with me since 1996!  They harrass me Mon thru Saturday twice daily and they know I am not the debtor.  They said since it's the last address and phone number they have they will continue to call unless I get the individual to call them.  THIS IS ILLEGAL but it's ACS collection systems about Providence RI  parking tickets to this individual!  You can file a complaint with Federal Trade Commnission. www.ftccomplaintassistant.gov/  Check out Providence news for Feb 2009 article ---it's a city scam making $5.8 million revenue for Providence RI.
