I get these calls all the time.  I blocked it and they just use a different number.  I pushed all the right buttons and got a "person" and they ARE extremely rude!  We are listed with the National Do Not Call Registry and I have filed several complaints without satisfaction.  I have also filed with FCC and heard nothing.  My phone company (Comast) wasn't much help.  I have learned to ignore them.  Just wait until these scammers get a hold of everyone's cell number... so unfair!

I started getting calls from these a**holes recently, but not anymoe.

With my ViaTalk VOIP service, I just login to the control panel, find one of their calls in my call logs (which go all the way back to October 21, 2008) and click on Routing Options. There I can choose from any of these:

BUSY always gets a busy signal
  BLOCKED "This number is blocked"
  BLACKLISTED "This number is blacklisted"
STOPCALLING "This number is blacklisted. Please stop calling. You are not welcome here"
VOICEMAIL goes directly to voicemail & I have it set to just email the recording to me and discard the message
DISCONNECTED the 3 usual beep tones for a disconnected number, followed by "The number you have dialed is no longer in service. Please check the number and dial again"
FORWARD to any number I want, e.g. the FTC, FCC, any police department, a toll-free phone sex line
AUTHENTICATE - The caller will be prompted to enter a series of numbers to confirm that it is a real caller and not an automated dialing system.

and my favorite:
LONG RING - The new LONGRING option plays a ringing tone to the caller for an indefinite period of time (but never bothers me by ringing my phone) HELPS TO WASTE THEIR TIME!

I can also Route by Caller ID Name

This feature allows you to block incoming calls based on the Caller ID name received.

Any - Block a call with Pattern appearing in the caller ID anywhere.
Ex: Cell
Blocks: "Cell Phone NY", "George's Cell"

Exact - Block a call only if the exact Pattern appears in the Caller ID.
Ex: Cell Phone
Blocks: "Cell Phone NY", "Mom's Cell Phone"
Does not block: "Cellular Phone", "Cell NY", "Cell NY Phone"

and I can Block Invalid Callers

Block Numbers That Start With 0

Block any incoming call with a telephone number starting with 0.
Block Invalid US Number

If your caller's telephone number is less than 10 digits and is not a valid US phone number (IE: 45678, 1-111-111-1111, 51, etc.) the call will be blocked if this feature is active. Be aware that this will prevent all international callers (excluding Canada) from calling you if you have this feature active.

Anonymous Call Routing has all of these options:

LongRing: plays a ringing tone to the caller for an indefinite period of time.
Authenticate: The caller will be prompted to enter a series of numbers to confirm that it is a real caller and not an automated dialing system.
Voicemail: The caller will be sent directly to your voicemail.
Busy: The caller will hear a busy signal.
Blocked: The caller will hear a recording informing them they are blocked.
Long Ring: The caller will hear a ringing tone indefinitely.
Disabled: Anonymous calls are not restricted at all.

I think I can override some Anonymous Call Routing by using the Caller ID Pattern Matching rules mentioned above for calls that specifically say "Private", "Unknown", "Not Available", etc., but I'm not sure; I haven't tested that recently, nor asked ViaTalk about it.

I can also have all non-blocked calls ring my wireless at the same time as my landline, in case an important call comes in and I'm not at home, This also prevents burglars from casing my home by calling just to see if anyone answers. If I want, I can specify SIMULRING for only calls from certain numbers.

If I don't want to hear from anyone, I can turn on "Do Not Disturb" either manually or pre-scheduled for certain hours of the day.

As you might have guessed, I love the features offered by ViaTalk.

I used to get calls from Pacifictel, a.k.a. Lower Your Interest Rate, from area code 503 in Oregon.  Since I don't know anyone from Oregon, I blocked that area code on my Digitone Call Blocker and the calls stopped.  Now I see they're using a "cell phone" in Hawaii to make these calls.  I don't know anyone from Hawaii either, so I added area code 808 to my blocked area code list.  We'll see who runs out of area codes first ... them or me.

I know that these scammers/scumbags just use fake numbers, but each one I receive I set up a call forward to the FCC complaint office. Not sure if it will do anything but they can try to talk to someone there...hahaha.

Got a call a few months ago and again today from 808 216 9287 with a recorded msg, saying this was my last chance to act regarding my credit card, which I have no credit cards so I called my cell phone provider which is AT & T, the person I spoke to said I was lucky because I have a samsung galaxy SII, if anyone else has one all you need to do is, go to settings, click on call, then call rejection, then auto reject list and enter this or any number to block a caller.

Same b*****ds that call all the time and keep using different numbers.  Lower your credit card interest.  I pushed 9 to speak to someone and nobody even answered.

So sick of this BS.  I keep reporting them, but nothing ever happens.

I got a call from this number saying it was the second and final call to lower my credit card rates.  They said because I paid consistently on time for the past 6 months, I qualified for a lower rate.  The lady asked my how much credit card debt I have.  When I said they should already have that information, she hung up on me.

Every time I've reached a human they hang up on me as soon as I start to ask to be taken off their list.  How are we supposed to get them to stop?

I am on the Do Not Call list but that doesn't stop them.

These boobs can't distinguish between a phone voice mail and an old answering machine.  They think my answering machine is me picking the receiver up.  When the beep goes off I get about the last 2 seconds of their irritating pitch.  That's probably a good thing!

lower my credit card rates?  Heck I am a dwindling amount of people that do not even use credit cards.  I make it a habit of not answering phone calls from numbers I do not know.  They leave a message, then the get a return call.  They don't, oh well thats what the mute button on my phone is for.

The man who called this time threatened me.  He threatened to rape me, to do things to my face.  All b/c I asked them to stop calling.  He called me a W!ore.  Said they would call every day now.  I told him I am a military officer, he told me he would chop off my bosses member.  It is outrageous what they are getting away with.  I thought threats were illegal.

They call every day. I've been listening to the message and pressing '7' to speak to someone. Each time I tell them NO, I'm not interested and to please take me off their calling list. They hang up on me immediately.  Lately they've been calling and just hanging up the second I pick up. They also send me 'literature' in the mail. Someone with lots of time and money to burn I guess. I can't imagine anyone taking advantage of their so called offer. Idiots.

You may be able to add "star 60" function thru your telephone company to block up to 12 #'s. It was no charge for me.

I have been receiving calls from this number for a while and this past week they started calling twice a day. I do not pick up as I do not know anyone from HI, and from what I have seen here it is some prick trying to find someone gullible enough to give up private info, but still it is getting annoying.

I just found out that if you have verizon as your carrier, you can block for free up to 5 numbers for 90 days. Hoping this stops the calls for at least a while.

I got a call from this same number letting me know that this was the final call for an opportunity to lower interest rates for my credit card(s). When I asked which account they were referring to, they responded all of my accounts. THIS IS ANOTHER SCAM! SCAM! SCAM! SCAM! SCAM! SCAM! SCAM! SCAM!

This call came from Hawaii. I have my number registered on the National Do-Not-Call list. My number is also monitored by the feds due to my work. I hope they get these muhfuhkuz.

The number on Caller ID is SPOOFED! It isn't really coming from that number, so messing with the cell phone holder won't help. The entire operation is a scam.
