This is a telemarketer. I used to work for a company that did this exact same telemarketing. It is a real system. They work with companies in your area but still it is telemarketing call.

Called on my cell today. Caller had a very thick accent which made it difficult to understand what he was saying. Told him I was not interested and hung up on him.

It is a really easy thing, opportunity to controll. I have been getting a noticable increase in these crappy scammers.  I have registered all cell and home numbers on the Registry !   So when I know it is one of them, I answer and when they start their reading ....... I Blow a Air Horn in the phone....( Bet they got a ear full ! ) They are all rude and uneducated....... So Americans grab your Air Horns !   Pretty soon they won't be able to hear ! Give the a EAR FULL !

I received a call from (813) 200-0123,
Tampa, FL. When I called back the recording said this number is unallocated. Please stop their calls to our cell phones.

Got a call from this number saying they had a home security system promo and I asked her to repeat and she said the same thing, with a thick accent.  I said, "How did you get my number?"  I told her I was on the Do Not Call list and she immediately hung up.

Not able to speak clear english, wanted to sale a home security system..  i've asked to be removed from their & all list they may have, I am on a Do Not Call list but still receive these calls.

Thanks for the information. I have had my identity stolen. More than 50% or more of my public record is wrong. I have never received a correct credit report.
    What is happing to me is people use this wrong information to open false accounts. If I tell the credit bureas that this information is wrong. the credit bureas still verify the false records.
   The scammers thus open up false accounts and use the false information without fear of getting caught.

I GOT A CALL FROM 1-813-200-0123. They tried to sell me some kind of security. The number looked false.

One person's reply explained how the calls work. It is sad that more can not be done to stop these calls.

I have had my identity used falsely by this. Most of the time they are using information that is wrong. More then 50% of my public information is wrong.

I did not recognize the number so I did not answer.  Later when I tried to call back, I just get a recorded message stating "the number you have dialed is unallocated" and then I get disconnected

got a call from this number. Guy said hi my name is James (I'm quite certain that is isn't) so i said James ... is that you.  there was a small pause here and so i said, "I have been waiting for you to call, you SOB! do have the money you owe me or not!?!?

He hung up.... LOL

They get your number using a program historically called a "War Dialer". This program calls every number possible until it gets an answer. 2 things usually happen at that point. 1. It records the number as a working number and 2. Turns you over to a live telemarketer or scammer. (They may also sell your number on a list to other telemarketers/scammers.)

Since most people receiving calls from this number get a heavily accented, poor quality connection, it's likely this is a foriegn call faking a call from Florida area code 813.

Those who do not hear someone talk is likely because the live spammers are too busy trying to con someone else who answered, that's why you may get multiple calls with no human voice.

This kind of thing will never go away. Why? Because even though most people know better than to respond to this, enough do to make it profitable.

Caller said his name was Jim.  Asked how I was.  I said that I was skeptical as to his name.  He repeated that his name was Jim.  Asked him how his folks were.  He seemed to be stumped by that and broke the connection.

When I answer, they hang up.  Called back and get the "not allocated" message.  Won't answer anymore unknown calls...

received a call at 11:59am from this number today but didn't recognize the phone number so didn't answer but of course no message was left so likely unwanted spam/telemarketing despite being on the Do Not Call registry and the State of Florida block list so very frustrating

I have the same problem! There's also another number that keeps calling me, the first time I asked if they were a telemarketer or if there was actually something wrong with my credit. The woman who answered hung up on me. Then, a few nights later I got another call FROM THE SAME NUMBER! When I asked them to take me off their call list, they hung up. It makes me so mad. I just want them to stop calling me!

just got a call from someone not speaking very good English wanting to provide me with security - told him no no - no and do not call me again and hung up  

I am on the do not call list for phones and cell phones and still get this.

I am on do not call list and pesty telemarketing call me and hung up.

Her name is Ruth, and she is selling security systems.  I told her that I am on the do not call list and that I'm reporting her, and she hung up on me.  How rude!

Got 3 calls last night form this number.  Caller ID only stated call was from Tampa, FL.  When I answered there was no one there.  I also filed a complaint through the "do not call" registry (I am on the do not call list).

Got a call on my cell phone (that I have registered with the Do Not Call registry) from some dude saying he's with Total Security Solutions and is having a promo for some wireless home security system. Told him that my number is on the do not call list.  He didn't seem to know what that way.  I've filed a complaint on the donotcall.gov website.  Maybe if enough people file a complaint the FTC will investigate these morons.

Caller poorly reading from a strip offered a free home alarm. Said I am in a condo and she hung up. Wow, no thanks for your time or goodbye.

Called and hung up 10 seconds later.
