Is there an institution that we can contact about these scammers? They should be stopped somehow.

Who are these people and where are they calling from? How did they get to send a 4 diggits txt message?

I got the same txt message on my cell phone, coming from a 3776...
I googled it first. It is surely a scam. Google on. See for yourself
