I received a full refund and then some from Walmart Visa from this incident.  I didn't pursue anything else because I didn't feel it necessary.  BUT I will say, most likely when things sound "too good to be true", they are!!  I'm glad that I was able to be of help to you. :o)

This guy by the name of "Mike" (who barely spoke English) calls me on Monday and told me that I am approved for a $1200 loan and in order for me to get the loan I must go to Walmart and purchase three reloadable visa cards (DO NOT ACTIVATE) in which each card would be loaded with $400 each and call them with the card information and in six hours I will recieve a text to my cell that the money is waiting on my card and I can activate it and use the funds (yeah right...lol).  I had a gut feeling that this was a scam so in return I asked for their address where they were located (the guy had to put me on hold to get it...which is odd giving that this is a company you work for), he gave this address: 8825 North East 16th, Tampa Florida 32617 (I have yet to research the address).  I wanted to see how true this was so I did exactly as I was told.  Six hours later, NOTHING.  I called the number back and "Mike" explained to me that two of my cards did not work and I had to purchase two more cards and call them back with the new card information.  Very calmly I told the guy that this all seems like a scam and that I will not purchase anything else, he all of a sudden became very rude (of course) blurting "so you're upset over twenty dollars?", in which I ended the call.  I then went on-line to activate all three of the cards that I purchased just to find out that this "company" already activated them (and I believe they used my social but that will be determined in the days ahead).  End result, I contacted Visa and told them that my cards that I just purchased were activated but not activated by me so a dispute has been filed.  All in all I am out $69, $3 for the purchase of each card and $20 to load each card.  I hope this info was helpful to you.  I would advise not to apply for a payday loan over the net because I believe that these people are selling your information to other's and they are finding more creative ways to get you to answer your phone.  Lucky for me that I work for attorneys so I'm not worried, all I know is that these people are about to get a rude awakening!!
