I answered the call, but got silence.

Female asked for Mr by name, I said I was Mrs., said "we're doing our annual water quality survey" and asked re water quality.  When I said "who's we?", they hung up.

1:05pm, 3/31/11 - phone call from this #.  Caller ID says "Illinois call".  I answer & get about 7 seconds of silence.  (I said "Hello", etc.)  Then a female computer voice said "goodbye" and the call ended.
