I receive a call from (815) 514-1048 concerning a 'last chance' on my credit card.  I've received this call from various number for over one year.  When I called the number above, I got a recording that the number was no longer a working number.  I am on the DO NOT CALL REGISTRY, but obviously that means nothing.  This is a SCAM and needs to be stopped.

Got a phone call from this number, pressed 1 in hopes of being removed from the list.  Instead I was asked "why are you acting like such a bi***?". I then asked for a manager and she asked why.  I told her that are attitude was not appreciated.  She then said I had an attitude.  I asked for a manager again.  Placed on hold and "John" came on the line, same person as before slightly different voice.

I have received calls before, but this time I decided to press "1" and after about 8 rings a person answered asking me how they could help me lower my interest rates.  I informed them that I have no credit cards, and asked if I could be removed from the their list...the person said nothing and hung up on me...how rude!

I got a phone call from this number after 9:00 pm.  When I pressed one to tell them that I did not appreciate the phone call, they began to call me a Mexican and speak jibberish to me.  These boys are so insulting and they called me other derogatory names that I won't type here because of who might read this.  When I asked for the name of their company they would not tell me and when I said I would look them up on caller ID they said the number would not call them back.  When I then  said I wanted to lower my interest rate he called me a "milk" and make other sexual remarks to me.  I finally hung-up when they refused to say why they were calling.  It was a group of young men that passed the phone around.  When I told them not to call me again, they said they could call whenever they wanted.  I hope someone catches these guys because they are rude and violating the law and think its funny.

PEOPLE. PLEASE READ THE COMMENTS BEFORE POSTING!!!

YOU MAY THINK THAT SOMEONE IS CALLING YOUR SPECIFIC PHONE NUMBER.

THEY DID NOT. THEY DID NOT CALL YOUR NUMBER SPECIFICALLY.

YOU WERE RANDOMALLY "ROBO" CALLED WITH A SPOOFED PHONE NUMBER ON A CALLER ID FOR A SCAM COMPANY.

Important message to all those that have received a call from this number:

There are several companies engaged in scam business using auto dialers. They are ALL scam outfits. They spoof phone numbers of victims all the time. Sometimes, they spoof non-working phone numbers. The phone number you searched for is just another victim of these scumbags. I've done a lot of research of these companies. Actually, there are several affiliated companies, that try to scam innocent victims. They are either owned by the same people, or they sell their business model to other crooks.

One scam is about auto warranties. The other is about credit card debt relief. They even have scams about dish television, home alarms, carpet cleaning, political surveys, free cruises, and more. Their MO is the same. The use an auto dialer, and call thousands of random numbers. They have no regard to the do not call lists. Your demands or complaints to them are worthless. They will continue to call you.

They will not remove you from their call lists. Why? BECAUSE THEY DO NOT MAINTAIN ANY. THEY ARE CROOKS. THEY HAVE NO REGARD TO THE MANY LAWS THEY BREAK.

BEING ROBO CALLED BY A COMPUTER IS A FEDERAL CRIME. NEED WE SAY MORE?

If they call about a car warranty, the message says something as "This is the second notice on your extended vehicle warranty. Press one now to speak to a representative..." The message about credit debt mentions "This is Account Services. We are calling to lower your credit card debt. Press one now to speak to a representative..." or "The is an important call from your cardmember services. This is your Final Notice. We have been trying to contact you?." The message about carpet cleaning begins "This is Diane, would like your carpet professionally steamed cleaned?"

These crooks can be beaten! Here is an example of what happens if ALL OF US contribute to taking them down by following the steps below:
http://www.justice.gov/usao/gan/press/2012/02-09-12.html

So, now you want to get these crooks. WHAT CAN WE DO ABOUT THIS? If you want to stop these crooks do the following:
:
1) You need to speak to one of their customer service representatives. Pretend to be interested in either lowering your credit card interest rate or a car warranty, having your carpets cleaned, etc. DO NOT GIVE THEM ANY REAL INFORMATION. Do not ask how they "got" you number. (Remember, your number was randomly  dialed by a computer)

Tell them you have $20,000 in credit card debt. Give them a fake credit card number, a fake name, and a fake SS#. If the call is about the auto warranty scam, tell them you own a Ferrari, or a 1937 Dodge (however, if you really own one of those two, tell them you own a Buick). Give a made up VIN number. Or tell them you have 15 rooms of beautiful plush wall to wall carpet. If they ask for your name and phone number, give them the info for the person you hate the most.

Your goal is simple. You want to engage them in friendly conversation to keep them on the phone for as long as possible. Be nice and friendly. Your goal is twofold. You want to learn as much as possible about them. They will refuse to give you a website, phone number, or maybe even a real company name. They will attempt to give you a generic name such as "Account Services," "Financial Services," or "Dealer Services." This is done for a reason, to throw you and the government off their tracks. Do not accept this. Keep pressing for info during casual conversation. You will need this (see below). Often when pressed for questions, they will hang up on you. Remember, they are instructed to do this. That is why you must not be confrontational. Be friendly and act as if you are genuinely interested.

Get the name of the company, and if you can, the city where they are located. Most of these scam companies are either in Florida, or in the Atlanta, Georgia area.

EVEN BETTER IS IF YOU CAN RECORD THE CALL.

Also, the time you take from them means them have less time to steal from someone who is unknowledgeable about their scams. They get paid to rip people off. Take away their time, and they make no money! I have kept them on the phone for up to 20 minutes! I realize that many of you do not have the time. But do you appreciate being taken advantage of?

Ever hear of Scambaiting? That is what you are doing!!! There are many entertaining web sites on this topic. For example, see:
http://www.419eater.com.

2) Get the details of these scumbags and post it on this and every other website you can find. Use only the information you get from talking from their representatives and information you get from public sources. DO NOT POST THE NAME AND ADDRESS OF THE PERSON THAT OWNS THE PHONE NUMBER ON YOUR CALLER ID. Their numbers were spoofed and they are victims.

3) YOU MUST REPORT THEM TO THE AUTHORITIES:

FEDERAL COMMUNICATIONS COMMISSION!
Here is the link to file a complaint: http://esupport.fcc.gov/complaints.htm

FEDERAL TRADE COMMISSION:
https://donotcall.gov/complaint/complaintcheck.aspx

You can also file a report with the Attorney General of your state. See the links below to see how effective this can be.

If everyone that received a call from these low-life scumbags does the same, then the combined action of thousands of us can stop these crooks from scamming innocent people out of money.

Additional information: This is what can happen if everyone were to complain!

Let me tell you how I helped defeat a former scam company. Versadebt, that changed its name to VP Marketing, was scamming victims for years. I found the name of their company through conversation with one of their stupid representatives. And not only did I report them to the FCC and FTC each time, I also posted their contact information on the internet to make it easier for everyone to report.

Here is a story from Fox 5 Atlanta - WAGA that tells how WE took down VP Marketing, just one scam operation. Over 100,000 complaints were received by the FTC:
http://www.myfoxatlanta.com/dpp/news/i-team:-vp-marketing-sued-021710

If you get the name of the company,  here is how you can find their information if located in Georgia, with the search engine of the Georgia Department of State:
http://corp.sos.state.ga.us/corp/soskb/CSearch.asp

For example looking up VP Marketing, the former scam outfit, we see that it is owned by Jason Eyer, the dirt bag shown in the Fox 5 video. Here is how you can contact this person, courtesy of public records filed with the Georgia Department of State:
Jason Eyer
1603 Mosaic Way
Smyrna, GA  30080
407-902-1950
407-902-9377

And here is the most satisfying evidence of how we can defeat and destroy these scumbag scammers:
JURY CONVICTS WOMAN IN $25 MILLION NATIONWIDE TELEMARKETING FRAUD SCHEME
http://www.justice.gov/usao/gan/press/2011/11-07-11.html

Remember:

1) Be friendly and pretend to be interested
2) Try to get the name of the company
3) Research the name of the company using public records
4) Post the name of the company everywhere on the internet
4) Report them to the FCC, the FTC, and the state Attorney General's office

I have received so many calls from Rachael at this #. It is a recording but Rachael tells me each and every time (leaving msg on my machine) my time is running out to lower my interest rate. My time has been running out for about a yr now! I have tried wasting their time and talking stupid and asking dumb questions. I have blown a whistle into the phone and even played a toy that sings the macarana. They just keep calling back.  The DoNot Call List is a total waste of time.

If any other company sold goods or services they could and would be sued in a CLASS ACTION SUIT.
Why don't everyone get together and sue thee phone companies for selling a defective service / product ?
That is exactly what is going on when the phone companies sell you and charge for caller i.d. and it does not work.

CLASS ACTION LAWSUIT , againstt the phone companies for selling caller I.D. that is defective.

People should continually file complaints with their Attorney Generals office and also file with:
http://www.fcc.gov/complaints
https://www.ftccomplaintassistant.gov
If enough people keep complaining then maybe something will get done.

The calls are being made from outside the US however most of the call centers (where you actually talk to someone after pressing 1) are in the US and the companies making the money from the scam are owned by people in the US. They will charge thousands of dollars on your credit card without performing any services.

Many of these calls are coming from Costa Rica and India and they are using spoofed (false) numbers, which in itself is illegal. They do cold calling for or sell the leads to numerous companies in this country and they know that what they are doing is illegal. Tomorrow this same number may be selling Cruises, Timeshares or Security Systems but if you follow the money it usually ends up in the hands of an American LLC. Keep complaining to the FTC and FCC, and start bugging our politicians to pass laws to make it punishable in criminal court instead of handing out fines that they don't pay. Another course of action is to contact phone companies to find out why they won't block spoofed numbers. With today's technology that should be an easy thing to do, unless they are somehow profiting from the use of their systems.

The criminals behind this operation aren't going to pay attention to you asking to be removed from their list. Their calls cost them nothing and they can make a million of them a day so they have no intention of ever removing someone. When you press a key to talk to them all that is accomplished is to verify that they have a working number.
Unfortunately blowing an air horn or whistle doesn't work either. Their headset have noise dampeners plus they are expecting it. However with that said if it makes you feel better then by all means give it a shot.

For anyone thinking of using Special Information Tones (or as they're called in the industry SIT tones) to fake a non working phone number, they won't work. Since around 2001-2002, the costs of digital business lines have dropped dramatically, along with Voice over IP (Internet) telephone service. Neither of these use the SIT tones as the call information is carried separate from the audio.
This separate call information tells the calling party digitally if the call was answered, busy, voice mail, forwarded, rejected, etc. This renders SIT tones useless. Also the TeleZapper products that used to be on the market used this method as well, and were rendered ineffective for the same reasons.
It is also through this separate call information message that the spoofed caller ID information is transmitted.

Robocalls are illegal unless you have given them prior permission in writing (not worded into some small print contract from a 3rd party) and are absolutely illegal to a cell phone.  The Telephone Consumer Protection Act permits individuals who have received certain unlawful telemarketing, such as junk faxes or telemarketing calls, to sue the violator in state courts where they may be awarded up to $1500 for each violation.

Pacific Telecom Communications Group
Follow JD's recommendations in the blog and stop them at the source.

Many of the disposable numbers come from Pacific Telecom Communications Group and they are currently under investigation and in the midst of various lawsuits. (The principles involved have been part of actions by the FCC under other business names). These businesses have ripped people off for millions of dollars, yet have paid only a couple of thousand dollars in fines. The only way to stop them is to throw them in prison for a few years to make this criminal activity less attractive.

The Oregon Public Utilities Commission has revoked Pacific Telecom's certificate to provide telecom services in Oregon.

The Indiana Attorney General?s Office filed lawsuits against:
Consumer Credit Group and Proactive Planning Solutions of Arizona for violating Indiana?s Do Not Call Law and Auto-Dialer Act known as the robo-call law. Both companies violated the Credit Service Organization Act and Deceptive Consumer Sales Act by not obtaining $25,000 surety bonds with the state and collecting money upfront without performing any services.
Debt Zero of California for collecting money up front, failing to provide services or a refund and operating without a $25,000 surety bond.
Clear One Advantage of Maryland and Credit Arbitrators of Texas for violating the Credit Service Organization Act and the Deceptive Consumer Sales Act by not obtaining the required surety bonds.

Since they are operating across borders it should become a federal felony and should be handled by the FBI under the RICO Act.

Received call at 2:36pm from 815-514-1048.

Ed, I think, asked if I was interested in the discussion regarding my credit card rates.

I said no I was responding to ask to be removed from their call list.

He responded that they don't do that on Tuesdays but only on Wednesdays and Thursdays.

I told him I was start recording my calls to prove I asked them to stop calling.

Received another call at 3:09pm from 815-514-1048, the caller ID indicating Illinois this time.  The lady hung up when I started to record.

Reminder message.
