keep getting calls and hang ups from this number about 30 times a week. how can it be stopped?

This number calls me dozens of times a week.  There is no name.  I called it back (once) and a male answered saying "This is ???? how can I help you?"  I hung up.   I also sent a text saying stop calling.  It didn't stop them.  How can we stop this?
