Just received this same text. I don't have an account with Texans CU, and never have. I visited their website, and found a page on recent scams (Oct 2013) claiming to be from them:

Just got the same. I figured it was because I posted my number on Craigslist for some wheels I was selling. Seems like a place scammers try to target.
I googled the area code and it came up as a South Carolina number. Why can't authorities do anything to track this and take these scumbags down?

I just received a text from this number saying southern commerce bank acct 490426 limited due to fraud.. They funny thing is I don't have a account with these people.

Same here, recieved text that states "Southern Commerce Bank 10/08/2013 Alert/Account #490426XXXXXXXXXX Limited Due to Fraud. Call: 843-282-6363" I humored it and called the number, it asks you to press one if this is your card, I pressed 6, still prompted me to the same option where it asks you to input your 16 digit card number. FRAUD, SCAM, DO NOT DO IT !!! YOU WILL REGRET DEALING WITH THESE PEOPLE AND HAVE A HEAP OF TROUBLE IF YOU CONTINUE THIS!!!! *****WARNING*****

Same here. Same debit card number. NOTE: the first four digits of any card will indicate the bank number (I think), and NOT the account number. So your son's account appears the same as my son's. They probably do this so that it will match on nearly anyone from Texans Credit Union. Then when you call them and give them the remaining digits, they'll have your account number.
And my son closed his account at Texans Credit Union several years ago.
