Caller ID said "Cell Phone - SC" as it did back in March.  I answered, and heard some man speaking.  I could not understand what he said, so I hung up.  Second time this type call has come into our Land Line.

Caller ID said "Cell Phone - SC" I answered, and there was just  static.  Lot's of Static.  I heard some man in the background say "OK" of something of that nature.  then Static, and another Verbal by the stranger.  I said hello a couple of times, and no response.  then the line went blank....So I hung up.
