He can do none of this at all. You can't be arrested for owing a debt for a start and they can't do diddly about revoking a license - only the judges can revoke driving license's for traffic violations.  He's trying to blow smoke because its a extortion scam.

For Extortion Scam Operations,  File reports with the FBI, your state attorney general and Department Of Justice,CFB,FTC & FCC..

Extortion Scam Related to Delinquent Payday Loans

Washington, D.C.
December 07, 2010  FBI National Press Office
(202) 324-3691

The Internet Crime Complaint Center has received many complaints from victims of payday loan telephone collection scams. Callers claim the victim is delinquent in a payday loan and must repay the loan to avoid legal consequences. The callers purport to be representatives of the FBI, Federal Legislative Department, various law firms, or other legitimate-sounding agencies. They claim to be collecting debts for companies such as United Cash Advance, U.S. Cash Advance, U.S. Cash Net, and other Internet check-cashing services.

According to complaints received from the public, the callers have accurate data about victims, including Social Security numbers, dates of birth, addresses, employer information, bank account numbers, and the names and telephone numbers of relatives and friends. How the fraudsters obtained the personal information varies, but in some cases victims have reported they completed online applications for other loans or credit cards before the calls started.

The fraudsters relentlessly call the victim?s home, cell phone, and place of employment. They refuse to provide any details about the alleged payday loans and become abusive when questioned. The callers have threatened victims with legal actions, arrests, and, in some cases, physical violence if they do not pay. In many cases, the callers harass victims? relatives, friends, and employers.

Called me and told me about a payday loan from years ago. I told them I couldnt do anything right now, and then he started in on me about how my license is going to revoked and that a warrent for my arrest will be sent out. Now he leaves me a voicemail daily saying he can't wait till they lock me up for my criminal acts. Just a trip.

They're calling your relatives even after you've spoken to them? I'd report them and all the information you have on them, I already did.

I returned the call -- figured it must be important since they call so many times a day at any number that might be remotely related to you, leaving ridiculously threatening messages from the "pre legal" department of Enhanced Arbitration (which, by the way, is no where to be found on the internet if you do a search for it).  Frank Sacco (no idea how to spell it), is the individual leaving the messages, however, you speak to someone who sounds like a very elderly gentlemen by the name of Marshall when you call back -- he's apparently the office manager.  When I asked him to send me the paperwork relating to the claim to my home address he got irrate and said that's just a stall tactic that debtors use and he hung up on me.  Now...if he was legitimate, you know that would not have happened.  He went into a spiel about payday loans and how much of a scam they are...however, it appears Frank and Marshall are trying to collect on outstanding pay day loans from years ago from the sounds of it, so they must serve their purpose for Frank and Marshall.  Marshall also told me how he's in close relationships with all kinds of district attorneys which made me laugh, I wonder if they realize how ridiculous they actually sound.

Debt Collector - introduces himself as Marshall so-and-so like that's his official title when it's really just his first name.  They keep leaving messages for the person who had the phone before me, refuses to stop calling, finally blocked their number so he called from a different one.  Giving in and changing my number.

Enhance Arbitrations. This is a debt collector for Payday loans. Message left gives you a case number and states they have to talk to you about documents immediately. When you return the call they pass you on to a guy who starts out saying how payday loan companies scam people, and tack on large interest on a small loan. Then they confirm with you your social security number, date of birth and the bank you initated the loan through. If you persist in asking for paper documentation being sent via USPS (mail) and not by email, the fellow on the other end gets belligerent and berates you by saying he has been in this business for over 25 years and he knows you have the money, he isn't a fool and you know you have the money. That it will be going to the district attorney and you won't be able to settle, blah blah blah.. I can't share anymore, because at this point, I hung up on the creep. Many out of state payday loan companies were not licensed in the state of California, yet continued to do business.
