Well the acctuall cell phones dont have a caller id option that comes as a pre- set on the electronic mobil device and it makes it hard to know who is calling and what you are talking to.

received call but did not answer the line. no message was left so i looked up the number online
yea you dont want to pick up at all its annoying and they gonna keep calling. try and find out how they got your number and take your name off the list thats the easiest way to go about it.

It's a healthcare insurance company trying to get your money. They will not answer you when they call and if you call back they will essentially have a computer tell you that they want you to talk to a human so they can sell you health insurance. This is "the health and wellness center" calling about some offer for affordable care act health insurance.  I am assuming it is a scam and if it isnt oh well I am already insured.  I really wish these telemarketers would get it through their thick skulls that they are using a dated sales method, really who buys anything as a result of a telephone solicitation.  I know I do not nor will I.  To use a popular turn of phrase, don't call me I'll call you.
