My Mom received a call today from this number, the man claimed to be a cop from the local police department requesting a donation. She hung up and called the police and they actually stopped by to take down additional information to hopefully catch this person/company.

My caller ID showed "Spring Valley, NY". I answered as I would on a normal call. There was silence. I greeted "Hello" a second time and continued to hear nothing so I instantly hung up assuming equipment was in the process of connecting me to a person. I've been reporting violations and the details to the DoNotCall Registry for at least the last 5 years and while old numbers of violators have stopped, the new numbers continue to be plentiful.
    Robo-Dialers do not leave messages and rather than wait out a 3 month period for them to "give-up" calling me while I suffer the nuisance of ignoring my phone to ring 4 times before my answering machine takes the call, I just discovered I can substitute my own answering machine and answering the call. A robo-dialer will disconnect if it detects an answering machine. If it's a person (telemarketer) just keep on talking as if you're a recording: (Copy, print in large font and place near your phone)

  "Hi. You've reached the (substitute a different last name such as "The Badstinki Family" or some TV family name your voice may sound like or The Obama Family's poolside cabana telephone line).

We're not in right now but you can leave your message after the tone. Please wait for the tone and do not start speaking until you hear the tone first or else your important message may be incomplete. You will have 3 seconds to leave your message so please speak very quickly but clearly. Kindly leave your name and who you called to speak to. Leave your number and the time you called and a number where we can reach you. State what reason you called for because some of us have very limited memory capacity. If you've called from a blockwed number we will not answer our telephone so we highly recommend only calling from an unblocked number. Afterall why would anyone want to place a call from a blocked number? Does the caller have something to hide? Would YOU do business with someone who has something to hide? Also, this number is currently in the National Do Not Call Database and we would never do business with an entity that breaks the law. Instead we report the number to the national Do Not Call website's complaint department so that we can do our part to help thousands and thousands and thousands (maybe even millions) of other people who may also be registered in the national Do Not Call Registry to work co-operatively together to stop the scum who ignore these laws from disturbing so many thousands and thousands ansd thousands (maybe even millions) of people who merely wish to have their privacy respected..."

You can go on and on then talking about the importance of respect or the blatant rudeness of telemarketers with examples, or start talking about your favorite charity or your faith and the importance of the Golden Rule or what punishment you'd like to see happen to telemarketers or identity theft criminals. If an actual person is ever there, just keep rambling and do not acknowledge having heard the person.
A robo-dialer will hang up pretty quickly and you won't have to sit through waiting for your phone to ring and ring until an answering machine intervenes.

Your only flaw Glenn is that a spoofing device conceals the identity of the caller so well, that no one, not the FTC, not the White House, not the FCC, can trace calls from these devices.  Sorry to burst your bubble, but that's the reality.  You are wasting your time by contacting the White House, who then forwards it to the FTC.  You are assuming the people that are calling you are telemarketers, which would come under the Do Not Call law, but they're not telemarketers, they're criminals, posing as telemarketers, in an effort to try to obtain your personal information to commit identity theft.  I don't know why it's so hard for people to understand this.  If you believe these criminals already have some of your personal information, such as your SS# or account numbers, then the best thing you can do is go to www.annualcreditreport.com and check your credit reports to see if there is any suspicious activity on them.  This is the only true FREE annual credit report.  If you find any suspicious activity or inaccurate information on your credit reports, then you must alert the credit reporting agencies so they can put a fraud alert on your reports.  Criminals are not going to comply with the law, so the best thing you can do is not answer these unknown calls and do what you can to protect your identity & make sure your credit reports are accurate.

Received a call from 845-459-3271 on 2/19/2013 at 7:22pm EDT. Caller ID displayed "Spring Vly NY".

Based on the feedback I found here I added the number to my Google Voice block list. Apparently, Google Voice already had this number on their spam list so my phone never rang and the caller went directly to voice mail.

The caller actually left a message which consisted of a live person saying "Hello?  Hello?" and hanging up. There appeared to be call center noise in the background.

If this number calls again they will now receive the "out of service" recording.

The trick to beating these annoyance calls isn't just not answering them and then blocking the number. It's somehow preventing them from ringing your phone from the very first call. Google Voice is on the right track with their spam blocking feature.

Actually they are not "required" to buy the lists.  They "MAY" buy them to scrub their data bases but are not required.  A business MUST however remove your number if asked. Just becuz you ask doesn't mean they do and nothing can be done about them.  They have found a way around the rules by asking you a single question....thus becoming a "survey".  

The National Do Not Call Registry does not limit calls by political organizations, charities, or telephone surveyors.

"please do not hang up this is a special message from Visa card member services. You now qualify to receive low intrest rate on all yoiur credit cards.  dial 2 to speak to a representative or 3 to to decline this offer."
This is the 3rd call in 3 days.  On the previous 2 calls I dialed 3 to "decline the offer" (thinking that would put me on their do not call list).  This time I selected 2 to speak to a rep.  When she answeres I said WITHOUT ANY FOUL LANGUAGE "put this number on your do not call list.  She responded with "why the F*@! didn't you just decline. I told her I had before and she would be reported and hung up.  I called back to the number shown on  CID and got a recording saying number not in service. I will again file a complaint at the https://complaints.donotcall.gov/complaint/complaintcheck.aspx?panel=2 site

If the scammers were getting numbers from the Do Not Call list I would get a lot more than the 3 or 4 telemarketing calls I get each year.  

The Do Not Call List is not free.  The telemarketers are required by law to buy a copy, update it monthly, and not call anyone on the list.  The law does not apply to charities, even the fake ones that give less than 5% of your donation to charity.  It does not apply to polsters or politicians.  

For a scammer the Do Not Call List law is just one more law to break.  Many scammers are located outside the US, out of reach of US law enforcement.

They actually get your number from the Do Not Call List..  The Do Not Call people give out the numbers that are registered.  Knowing nothing will be done, they call anyway.  Also there is a loophole in the law.  
Charities and political groups can call..and so can people doing surveys.  All they have to do is ask you a single question such as how are you and they can now solicit anything they want.  

Do Not Call Registry admitted they cant do anything about them and asked for the publics help coming up with an idea how to make them stop.  LOL !!!

I work with law firms that file class action lawsuits against companies like this! I just got a call from the 845-459-3271 and of coure the didn't leave a message and when I called the number back it was invalid!

I made a mistake a few hours ago and filled out an online survey which I NEVER DO due to this very reason! Please let me know if you find out who this company is then we can figure out how they got your personal information!

I get these calls 3-5 times a week. They are phishing for credit card info.  So have some fun, waste their time. Press 1 and talk to "john", tell him how you're say... 10K in debt and your card has a 20K limit. They like to hear there is a lot there to steal. Make up a bank name... They will of course "need to verify your account info and ask you for your account #.  make one up.. of course the bank doesn't exist so the account won't either. After you've led them on for a few minutes why don't you start telling them how Jesus saved your life and got you out of a life of crime.  See how long you can keep them on the line.  The longer you have them the less time they can spend scamming your grandmother.  
Keep it loving and positive.  
Oh by the way, my record is twelve minutes.

remember to tell them that God loves them no mater how much the cuss and threaten you.

Yes, there is recourse.  Add the repeating number to your contact list and name it SPAM CALLER.  When they call again, that name shows up and you just hang up.  Also, if you answer and it's a recording, hit the '6' key and continue to hit it until they hang up.  That usually gets you off their 'list'.

Call came in, but since I did not recognize the number, I didn't answer; investigated and saw complaints here.  One way to block these is to add it to your contact list and name it "SPAM CALLER".  Then when they call again, SPAM CALLER comes up and you know....
