Called cell phone several times never leave a msg.  I don't answer calls from such numbers but
Is irritating.

put that # in your contact's  call it spam then you can put that in your reject list on your phone.

Called our home for the first time today (May 17, 2013).  Answering machine picked up, and they hung up.  I'm sure it's an automatic dialer that hanges up when an answering machine is detected.

With Comcast phone you can block 12 specific numbers from getting through.  I keep rotating my list of 12 when a new number shows up.  I.E.  Get rid of the oldest and add a new number 12.  This helps somewhat, but it would be nice if Comcast allowed a hundred or more numbers, not 12.  It probably has something to do with storage space for every customer that uses it.

They keep calling my cell phone and will not leave a message.  I do not answer my personal cell phone from numbers I do not recognize.  Identify yourself if you want to talk to me!

If all you have for phone service is a smartphone, How do you get rid of people like Active Health? They called me 3 times today and only left one message (that only IDed their-self). I have AT&T so does anyone know how to block callers like AHM from calling and leaving messages?

It is Active Health.  They can be a nusiance, never leave messages and keep calling.

I also have CIGNA but opted out of Active Health Management during annual enrollment. I answered one call and told them not to call again. Yet they still call, leaving no messages, so I now consider these calls harassment and spam. I have contacted CIGNA about them but they don't seem to care.

The company is Active Health Management.  They call about helping you to maintain good health.  My insurance company is CIGNA and they want with that particular group.
