got a call from this number. To the person who suggests filing a complaint, that does absolutely NOTHING!!! I filed a complaint with the state of Washington for a number that repeatedly calls me and got an email reply from them saying they couldnt do anything about it. What a waste of my time.

The Do Not Call list does not physically block calls. It is a legal tool, and it works in a good number of instances. But do you really think some scammer in the Dominican Republic is going to care about the U.S. or Canadian "Do Not Call" lists? Do you think the Dominican Republic itself cares? And would you really want to raise our taxes to pay for the drones it would take to target foreign scammers -- assuming they could be located at all?

You can block these calls by purchasing the Digitone Call Block found at:
http://www.digitone.com
We purchased one and it is worth the money. It will block all calls except the one you have on your "white list" or it will block up to 80 phone #'s or area codes, whichever you prefer. The only reason I am here is because it blocked this number and I like looking up to see what kind of scam these crooks are up to. It will block them from ringing your main phone but it will ring on your extensions only one time and then it blocks them from ringing more than one ring. No, I don't work for this company. I just know it is a good product and it works!!!! It cost about $100.00 but it is money well spent!!!

You were smarter than me. I was annoyed that pushing 2 didn't get me anything but a telemarketer, but I listened for a while before I said "This is ridiculous!" and hung up.

It is quite possible that the "849" area code is actually a code assigned not to the U.S. or Canada, but rather to the Dominican Republic. (Another possibility is India, but there is a known scam that operates out of the 809 "area" code, where "849" is also located.) What most people do not know is that all or most of North America is on the North American Number Plan (NANP), which is reached by dialing 1 followed by a ten-digit number. This INCLUDES many Carribean countries, some of which set up these numbers so that, when you dial them back, you are charged $25 or $50 per minute, most of which goes to the scammer. See http://www.fcc.gov/guides/calls-809-649-284-area-codes
The 849 "area code" was recently assigned to the Dominican Republic, and so is not (yet) on the FCC warning. Actually, 849 is not even supposed to be live yet, but it is supposed to go live in only a few more days and may already be. Your local phone company may or may not allow calls to area code 849 until the scheduled date for its introduction, which is supposed to be February 15, 2013.
It is also easy to spoof or block caller ID numbers, and many caller ID devices themselves do not know how to handle foreign caller ID information, if it is even delivered to your phone company at all. For example, Indian telephone numbers all begin with country code "91" rather than "1", both otherwise look just like a North American number. Usually, the "9" is dropped from the caller ID display, so what you see *looks* just like a U.S. or Canadian number.
I can't speak for U.S. law enforcement, but how do you expect them to trace and monitor calls to individual criminals in foreign countries, especially when they are obeying their own laws, and the privacy laws of their own countries (e.g., India) do not seem to allow the phone companies to reveal the names of the people who are assigned the numbers you (may only partially) see on your Caller ID device?
Although there have been some instances of successful international criminal enforcement for cases such as this, it is very hard to accomplish without a lot of international cooperation. And it probably requires a LOT of organized crime to justify the cost of initiating such a project. So I suggest that you learn a little more about the phone system if this bothers you or your elderly charge, and take some self-help action, such as buying a phone that blocks this number if your phone company can't or won't do it for you.

When I pressed 2 for their option of "being taken off our call list" and then answering their male voice "Hello" with, "Why are you calling?", they hung up without saying a word. I'm now reporting 849 963 4863 to the "https://www.donotcall.gov/ list...888-382-1222". Hope it works.

Susan this is 849 Area Code from the Dominican Republic: Santo Domingo. Does the DNC list apply there?

Do what I've done several months ago. My phone rings 3 times, which is enough to answer if I know who's calling, then it goes to the annoying fax noise. A lot of my unwanted calls have stopped.

Received a call from this number, "Unknown name", while I was on another call. Didn't recognize the caller so I left it to go to voicemail, which it didn't. Now I read on these posts it's a number from the Dominican Republic. I'll make a note of the area code so I don't answer any future similar calls.

We are on the do no call list, home phone as well as our cell phones. Everyday, I mean everyday we get several unsolicited calls. I,m beginning to think the do not call list is a scam because it does not work.
Another government service that does not work. Thanks US gov!

I got a call from this number but didn't answer. Looked on Google and of course found this site. Among other sites Google came up with was one titled "849-963-4863 - Dominican Republic". I clicked on it and got a notification from Norton that I'd been attacked by "malicious image request 2". So a bogus call leaves you with a number that if followed through a search engine puts you into a site that attacks you!

I got this call Feb.7, 2012 at 12:50 P.M.. I am on the DNC list. What is going on? Please throw these scammers in jail in their own country. Name unavailable when they called.

I got a "robo call" from this company saying they are targeting seniors with diabetes. Press 2 to have your name removed from the calling list. A person answered. I stated this number was on the do not call list and started to ask that they remove me from their calling list when he hung up on me. I suspect this is a scam to get credit card numbers from trusting seniors.

Medicare scam call begins with "urgent message about Medicare" and goes on blah blah blah 'diabetes'.

I appreciate the posts here and do not call it whining. I have reported this number, but did my research first. Reading the posts here confirmed that this is a scam that needs to be reported. Hopefully if enough people report the number, action will eventually be taken. If the only effect of posting here is to forewarn some poor soul not to fall for the line these people give, then the posts have done a service.

AT&T offers a service to block future calls from the last number that called you. After 849-963-4863 called and hung up, I dialed *60, Pressed #, then Pressed 01#.
Press 3 to cancel or activate. They are now on my list of blocked calls. FYI this does not work on toll free numbers.
