I received this call, and the number was bizarre. I have never seen a 000 number before. I do not have a credit card, and I repeatedly said this into the receiver. Finally I hung up on them.

I'm on no-call list but still got it.

Offered to lower credit rates, would not specify a card... definitely a phishing scam.  I'm on do not call list, so reported them to FCC.

Phishing call

My caller ID gave this number and "Unknown Name". My policy is NEVER to answer such calls no matter what the number.  If you want to leave a message, fine - otherwise you talk to the machine or quit calling.  I keep an Area Codes .pdf file on my desktop to check these when they come in.  Surprise, surprise!  No such area code in the US or territories.

Similar to the above. When I asked for a phone number to call them back, they hung up on me.

These people keep calling about once a week. They want to lower my credit card rate, which I do not have. I use debit. recorded message says to press 9 to speak to a live agent. I pressed 9 to tell them off but nobody came on the line. timed out after about a minute. Glad I got a panasonic cordless phone which lets you add numbers to a 'blocked' phonebook, now they'll just get a fast busy signal if they call again. I am on the Do Not Call List but they don't seem to read it.

I am also on "do not call" list.  Get a lot of calls recently from this number --- see it on caller ID and don't answer.  After reading above comments, I am glad I ignored call -- but still irritating to have phone ringing all of the time with this and other untraceable numbers.
