This number keeps calling, says nothing when I pick up and leaves no voicemail.

When the machine picks up they hang up

Got a call from this number, guy left me a voicemail, but I don't think he knew he was talking to my voicemail, he was making a weird noise, then started talking to someone else, then said my name, ask if that was my name, then started talking too someone else about something, then said "i guess i'll go on to my next call now"

I think he was high, back ground noise sounded like a call center with alot people talking.
