Actually, Jeff, in most U.S. states that is NOT true, and I consider that fact to be a failure of our legal system in cases such as this.  In those states, your recourse might have to be to go after the foreign scammer, if your employer chooses to be a jerk about it.  And that's not good at all.

There's little likelihood that you will get much sympathy from politicians over this, either, because they will simply make fun of your inability to keep a job and make you take blood tests over and over again because they view the unemployed as a bunch of drug-taking freeloaders.

But if you give in to the extortionists, they will never be satisfied and will keep coming back to you for more money to support their own drug habits.

One way that *might* work to help shut this problem down is to withdraw the right of a country to interconnect with any our telecommunications services if they do not agree to facilitate enforcement of US laws against nationals in that country for crimes and torts involving calls this country.  This probably wouldn't have much effect on, say, Nigerian scammers, but might make small countries like Jamaica that are dependent upon the US for a lot of tourism stand up and take notice.  I imagine the Indian call center industry would probably take a pretty big hit, too, and that seems to be where many of these calls are coming from.

That person calling you is probably in India or Pakistan and has no ability to do anything to anyone.  It is a scam outfit and they will  threaten you to extort money or call your Human Resources Dept. in order to embarass you or get you fired.   You should explain to your supervisor,  manager,  or HR dept if you have one,   about what is happening.  This has become a common thing for foreign scammers to use this and other methods to scare people into giving them money.   A preemptive discussion with your company will take care of that,  and then the next time they call,  tell them where to go.     You probably already know that  Termination without acceptable cause is against the law and opens a company up for suit....

I received a call making threats not only on my phone but on my spouses phone.  His name was Elisha and he stated that he would call my HR if I did not call them back and that he would tell them about some debt I have and let them know that I will be summond to court.  I do not take lightly any kind of threats over the phone, and it's is not good business to collect a debt in that fashion, he was advising me that if I don't call the person trying to collect the debt I will be subject to a court summond.  I hope so because I have been keeping the calls and would love to take them to court.
