refuse to tell you who you allegedly owe money to and refuse to put anything in writing I filed a complaint with the FTC

I gota phone call from a Rick Dugan calling from  some County stating that they are looking for my daughter and that she needs to reach the petitioner and gave me the phone number 855 768 4771 with the extension 236 and also gave me a case number

It's Bogus! Process servers NEVER call ahead of time. This is an intimidation tactic used by bottom-feeding collection outfits. Have your son research and learn of his rights under the FDCPA. It's easy, just Google it. Then when/if he talks to them, be sure he demands a full, complete and legitimate letter of validation,(by mail, not e-mail or fax.) as outlined and required by federal law.
If they begin the usual Bluster & BS routine, they're simply frauds.

They called my parents looking for my son, who is 18 and lives with us.  They left a message saying something he needed to call the "Petitioner" ASAP concerning the service of a process (???)  My son has never lived there, never been connected to that phone.  Sounds bogus to me.  I called the number and just had an automated answering that said I had reached "United".

Someone by the name of Ms. Bowers have contacted my family by telling them they are on a reference list and they are trying to get in contact with me.
