This is CRM.

Matters related to credit issues should never be mediated over the phone. Would you buy a house over the phone? would you settle a divorce over the phone?

The purpose of a collection agency is to harass...but, more importantly, they provide the ability for lending monopolies to avoid any issues of culpability related to illegal practices undertaken.

After all, don't banks have their own collection division internally?

Collection Agencies  antagonize the debtor & deny mediation so that the debtor settles for as much as possible, in order to stop the harassment (which can fall into illegal behaviour).

If the actions of a Collection Agency does become illegal the laws that prevent such behaviour  (moderated by the Ministry of Consumer Protection), become inapplicable. Meaning there is no enforcement of law.

All that a Collection Agency must do when a complaint is filed by a consumer is to say "I didn't do that". The Ministry has closed files due to "different versions of accounts" despite physical evidence and contradictory statements by Collection Agencies themselves.

Note - in 2013 the Ministry of Consumer Protection (website) changed their recommendation from "get everything in writing" (which is the consistent recommendation provided by the Ministry relating to all other consumer = business interaction) to "follow up in writing". The implication is clearly debilitating for the consumer.

If you accept the current Democracy as it is - you must be a conservative.

Take action. Be firm. Get everything in writing and do not answer the phone.

A collection agency is a company that intervenes to recover money owed by people in debt. Your creditors ? the people to whom you owe money ? pay these agencies to recover the amounts you owe them. If you owe money to a company or a supplier and have not recently sent in your payment, that company or supplier can turn your file over to a collection agency. Here are some useful tips:
You must be notified in writing that your file has been given to a collection agency. Don't panic. The agency is trying to recover the money you owe its client.
If possible, pay the amount you owe.
If you are unable to pay it all at once, contact the agency and explain.
If you reach an agreement with the agency, get it in writing.
Never send cash. Make sure that you obtain a receipt for your payment from the agency.
Do you feel you have been treated unfairly by a collection agency? Although the regulations differ slightly across Canada, a collection agency is usually only allowed to do certain things. Find out more so that you will be able to protect yourself from aggressive debt collectors The complete list of what debt collectors can and cannot do, as well as contact information, are available in the Canadian Consumer Handbook.  http://www.consumerhandbook.ca/en/topics/financial/collection-agencies
For example, a representative of a collection agency must not make telephone calls of such a nature or frequency as to constitute harassment of you or your family. There are certain times when a representative must not call you at all (which vary from one province or territory to another).
Specific rules by province / territory

They call themselves Total Credit Recovery from Toronto, Ontario. Have been calling us for months, though we've explained to them that the party you are looking for does not live here. This is not our debt etc. They phone,  we pick it up nobody is on the other end. Or, they phone they leave a message we promptly call back and we get an answering machine. I have filed a complaint to Consumer Protection of BC and have found a mediator to stop this. They seem to have been breaking laws. The Business Practices and Consumer Protection Act says for example:

Collection from person not liable for debt or in excess of amount of debt
120  A collector must not

(a) collect or attempt to collect money that exceeds the amount of the debt owing,

(b) collect or attempt to collect money from a person who is not liable for the debt, or

(c) if a person has informed the collector that the person is not the debtor, continue to communicate with that person unless the collector first makes all reasonable efforts to ensure that the person is in fact the debtor.

If you get these calls complain to the Consumer Protection Agency in your area, or file a complaint with the Better Business Bureau.

I called back the number and got someone immediately. He called himself Mr. Pilker or something. This all reminds me a bit of Reservoir Dogs with all of the "misters". Anyway, he asked for my phone number which I gave him, then asked for my name which I then said "who are you calling for?" and he refused to say. I refused to tell him my name. He could not/or would not say who he was. I got heated said a few inappropriate things about his person, and hung up. I can't imagine that a legit company would call without a specific person in mind.

It's not "legit" if they're calling people with the wrong names, and they've been asked not to call.  Oh, and telling them NOT to call again doesn't stop them!

How does one "... Look it up onlie"?
Seriously, if someone calls me and it's just a wrong number due to fat-finger syndrome that's not a big deal.  But if someone is making random phone calls trying to "locate" someone and they call me because I have the same last name, then that is abusive use of the phone system.  In other words, if you are calling me then you'd damned well better be sure that I'm the person you are looking for because if not then you are going to have a strip ripped off of you and then I might file a report with everyone I can...just to piss you off.

I have had these phone calls before.  Best thing to do is call back....see if it's ACTUALLY for you.  If not then tell them and they won't call u again. Yeesh. It's a legit company. Look it up onlie

Received several calls from this number. Also left on my phone as a voicemail. I called back initially. The first person I reached was a man named brian asking me to state my name over the phone so that he could match my name to his file. I asked who he was looking for and he said he couldn't release that info. Lol! Right. Total scammer. They get people's numbers and try to phish for info. Don't give them your info at all. The CRM company they say they are is NOT at that number they provide. Received several more messages asking me to return their call regarding this "urgent matter". Also was from Mr.Belfor. Adding them to my block list also and filing a report with the fraud specialists at BBB.

Well, old Mr Belfour is back to calling me 2-3 times a day, after a break of a few months, and still spouting the same robo-line about how I have ignored many calls from his company (no sh*t Sherlock!) and he needs to speak with me regarding some urgent, yet strangely unspecified, matter. The fact they are not using my name, and not saying what the urgency is about, when leaving messages, tells me this is BS of the highest order.

received a message someone (Mr. Belfour)He says that I've ignored many calls from his company  and it would be in 'your best interest to return his call immediately at (855---), could not catch the rest of the number. His mouth ran like a locomotive, I don't have caller ID. He does not give a name of who he is trying to reach or what this is about.
I don't bother to return this call, as it sounded like a scam or a debt management company fishing for customers.

Don't bother calling a person that has his pants on fire!

Receiving calls 2-3 times a day from this number - usually around 3.30PM AST. Today, it actually went to voicemail (I usually just hit the 'ignore' button) and Mr Belfour invited me to contact him immediately, as it was in my best interest...bunch of BS.

Have received messages someone (Mr. Belfour) claiming to be a manager from "Credit Risk Management". He says that I've ignored many calls from his company  and it would be in 'your best interest to return his call immediately at (855-787-3818). He does not give a name of who he is trying to reach or what this is about.

call from this number on my phone (cell) ... message left by a Mr Belfour? Balfore? sounds like that anyway ... says I've ignored many calls from his company (Credit Risk Management) and it would be in 'your best interest to return my call immediately' ... this phone number (855-787-3818) was left ... however no name was left for who he is trying to reach! I am assuming that this is a collection company, although this man has not mentioned what the call is regarding ... only that it is in 'my' best interest to contact him immediately. Therefore I will mark this a a debt collector - but I'm not really sure. This number - and several others, supposedly from this firm - have been marked as DNA (do not answer) on this cell, so the person carrying this cell never answers it and it eventually goes to voice mail ... the message for the voice mail on the cell states clearly ... thank you for calling the Bird House ... so no one at Credit Risk Management can possibly mistake it for a residence phone.  This number has called several times a day for the last few days. Seems like an unmonitored, computerized??? call - but I could be wrong - when they first started calling and their calls were answered there was never anyone on the line ... just a recording saying 'hold please' ... which we did not do as we figured it to be some kind of scam or other non-bird related call.
