In theory, yes, but there may be many reasons you get a call like this including a wrong number or an unscrupulous third party seller of Time Warner services.  Have you been reporting each call you get from them and keeping a log of dates and times?  Have your told them to place you on their Do Not Call list and made a note of the date you told them?  The DNC law is designed to be consumer as well as government enforced but it takes effort on your part.  Google "How to Sue a Telemarketer" for information on how you can proceed.  And be aware, the DNC law never promised 100% relief, just a cessation of "most" sales calls.  Since you are not receiving calls from all your local grocery chains, local insurance companies or real estate agents to name a few businesses that could call, you can see that it does work as intended.  Just imagine if all the local companies that send mailed advertising were calling you instead.

This number is Time Warner. I don't have cable and don't want it. I'm on the Do Not Call registry but I get calls from these jerks contantly. Isn't the DNC supposed to protect me from these predators?

I also got calls from this number. CID says toll free call. Doesn't leave message. Wish they would stop calling.

Got calls from this number 3 times over the last few days. Caller ID comes up just toll free call, and I don't answer any call from callers that don't have the balls to say who they are. Looked up this number on several sites and it appears to be a "non-existent" number that is probably spoofed-no information on it anywhere.
Anyone have any info on this?
