The DNC doesn't cover debt collections, those are under their own rules called the FDCPA.  The first thing you need to figure out though is that no law is going to stop frauds, scammers, illegal telemarketers and just flat out criminals from calling anyone. .  
The DNC also doesn't cover Charity's, Politcal and some survey's.  The second thing here is to report the calls you get properly.

I got a call from 855-288-5580.  Man states he is Matt  D & ? and that legal proceedings will commence in  if I don't call the same number back within 72 hours in the counties effected.   I blocked the call.  Sad I have to actually screen my calls.  It's total BS that I can sign up for the "DO NOT CALL" list, but yet I still get stupid fraud calls.

I have received several calls from different #s 603-296-2334 it is fr. Manchester, NH with the same info basically but they went even further to states it was from a Capital One credit card that I have not pd onsince 2007 gave me a Case #CAB 33127 need to speak with legal department.. I told them bring it on and it stopped for about a wk. then it starts up again.. Today I get one fr. 512-646-2277 it is an Austin, Tx # she states her name is Amy Rodgers all of this is left on my voicemail and I saved all of their vm. Contact legal office 512-646-2261, I did I spoke with a Ms. Henderson, tells me I owe $2500.00 now up since last call $1500.00 and I give her some sob story she states she will ask her lawyer who is a represent Captil One and comes back with $500 to be pd no later that 4:55 today and it will be resolved I told her that I needed more info from her and I could tell she was young and she states Company name Arribration Management Service of Ector County, Tx . I told her that my lawyer would have to handle this and could I please have and address, she almost did but someone told her to be quite..I work for District Attorney here and a harrassment charge was filed with the DA and it went over to our police department and given to the investigators. The advice given by our DA is to get as much info from them you can cause they will be prosecuted..

Scamming is a profitable business and America is a fertile target.  Most people are just not aware of these scams because they have never been exposed to it before.   Therefore they are prime targets for those thieves of the world.

I just received one of these calls. It is a recording of a really nasty woman, threatening to come to my work and home (I am pregnant and not working at the moment, so they know nothing about me) to serve me with a summons for my arrest because my social security number has been used in fraudulent activity.                                 It scared me, but then I thought of all of the fraud that has been committed against me. I also know that I have not committed ANY fraud of any kind. I also have applied for numerous loans lately and had a great deal of bank activity going on, as we just bought a house and a car. Thats how these sick f*cks got my social.
I am going to call my lawyer before I do anything with these idiots. It's very obvious that it is a scam. Now, reading this, I feel worse, that it is happening to so many people...but better that I know what is going on.
They messed with the WRONG girl. I can't wait to deal with these thieving pieces of crap while they think they've got me. It's going to be fun! I can't wait to get all of thier information, not give them any of mine, and call the bank, news and the police.

I keep receiving the same message with a male voice most of the time with message that they are calling from the Civil Servicing Processing Division and that have been 2 charges of fradulent activity attached to my name and social security number in my county.  I am given a case number and told that I will be served a summons at my home or place of employment and once that is done my rights are forfeited.  I am given the number of 262-997-0998 to call and speak to someone in the legal department regarding this issue.  I have not committed any fraud and had a couple payday loans in 2009 during the month of June-through September and paid back what I borrowed plus a lot of fees that they attached to the amount borrowed.  I did not know pay day loans were illegal in the State of North Carolina.  I contacted our Attorney Generals office and one of his assistants returned my call and told me that these folks amongst many others have over 1 million complaints each and that if you had a loan with one of these companies first of all they are illegal and can't make these types of calls or claims to take you to court and if you paid the original loan amount you don't pay them another cent and do not communicate with them except to tell them you have already paid what was borrowed and keep your documentation there is nothing they can do.  I also looked up our state statutes and if you make a written contract the statute of limitations in all the states that I looked at is 3 years.  If you contact them it will start over.  If you are honest and did as you were supposed to first of all there business is illegal and they can't do anything.  The calls are made from India and filtered through a complex calling set up to make there voices sound American.  Sometimes they calls sound have human and half automated.  Don't be frightened.  They have made my reflux act up and given me plenty of headaches but they can't do more than that to you.  Do your research, know your rights, pray about the situation and ignore or change your numbers.

I really need to know how these people get my info because not only are they calling me, they are calling my grandmother that lives 1000 miles away telling her I'm going to be arrested if I get pulled over coming to see her. We all know how grannys worry. She was relieved when I was pulled over and nothing happened. They also contacted a supervisor of mine from 5 years ago. Someone really needs to do something. They would damage my reputation if the people they were contacting didn't know me so well.

I got a call from 6123544061 with the case number h m g 162467 I actually got pretty upset because I know I hadn't committed any fraud but it upsets me to know that people are calling with the scams. I admit I did call back I was a little fired up and I wanted answers but no 1 answered and I googled this information cuz I want to know who the civil service people were. thanks for the information it took a lot of stress of me cuz I know I had not committed any fraud... and identity theft immediately came to my mind

Same phone call today from 612 354-4061 A recorded message claiming that I have 2 charges of fraud against me and that I need to call them to straighten it out.  My father, brother and sister are all lawyers and I am an educated professional.  I am very familiar with the legal system and process servers dont call your cell or work phone to inform you that you are going to be served.  These people are real idiots and I hope nobody gets scammed by them.

Got a phone call July 3 2012 from 855-861-2242 phone number.  They left a voice mail that sounded canned and pre-recorded.   Same as other posters here, they start out stating their name, Rochelle McQueen, and that there are two charges forthcoming against my name and identity.  The message goes on that unless I take immediate action, a civil case will occur where a summons will be hand delivered to me at either my residence or place of work.  They continue and restating that their are two accounts of fraudulent activity and that I if call them back, the charges can be prevented.   The guy has a polished legal intonation and that he can help yet I must call back.  

Pardon me, yet I've been around the block enough times to know a scam when I hear one.   I used my google number to call and just see what I could find out... And I got a voice message, same voice as before, same legal speak, and that if I leave a number then they'll call me back.  Well I left them no message, just hung up, and then blocked their phone number.  

I'm convinced these guys are indeed up to no good.  What sort of sleazy scumbag would prey on the naive or honest hard working?

On June 21, 2012 I received a call from this number on my supervisor's phone at a hospital where I am interning.   They demanded a call back and made threats to pursue me at home and work.  They also mentioned I was involved in fraud.  They were contacted and told me they were with Burke & Myers.  No information was provided to me as to why they called.   Please,

Call the FTC federal trade comission and  file a complaint and also call your states attorneys office you can do both online but you will feel better talking to a person also call your phone company and have there number blocked .

So last week I started getting calls from a James Davis - Civil Service and Processing Division and to call back at 480-499-0443 with a case number in regards to fraud. Even said he came by house and I didn't answer. Can't answer if no one is there. Today get a call from 855-861-2242 with a automated voice saying my name, which isn't even correct because its nickname and I use my legal name on all documents so this already sends up red flags. I find it odd that the same office now has a new number within 72 hours. Do people really fall for this kind of stuff? I hope not because these are the bottom feeders who call on debt that is not owed.

Another phone number James Carter - Civil Processing Division needs to be reported. 203-610-6460. Harrassing me at my home and work. Now threatening that he showed up at my address today to serve me papers. What these people are doing is completely illegal.  Looked up my party name on the Court house website, no suites have been filed against me in my county. These people are scamming people. Tonight I am taking this to higher levels, FBI complaints and state police department. Then to put Fraud protection on my credit report.............

Once I called them out on the carpet and asked them for there company name and were they are based out of they tell me something different each time they call or I call them back. This last time the gentlemen got really rude and distrespectful towards me. They are a company out to scam people. Last week they called me saying a person will be out in one hour to serve me with paper work well 7 days later and that person still has not shown up... Received the same call today, voicemail was left from a Paul @ civil prosecutors and department. 04/26/2012. Stating I have 2 counts against me and I will be served in my county. Once I am served all my rights will be terminated. The message states my phone # is: but its theirs being repeated 855-861-2242. that i must call to speak with someone in legals.

Mr. Thompson....Scammer. Left a message saying that I need to call them in regards of two counts of fraud. That I could call them back to resolve this. That they would contact me at home and work! First of all I have never committed any fraud. These people are low life scammers trying to trick people. Don't fall for it.

A deputy or person from the court will come and serve you in person.  Then you get a court date to resolve or dispute any matters. I work for the legal system morons! Hope no one falls for this.
