good to know. thank you! but what concerns me is that I do have a lot of debts in collections, for example: unpaid hospital bills, small credit card, etc. On that same note, all of these debts were sent to collections many years ago, starting from about 2004, and the last activity had to have been maybe 2009 or so, all which did try to track me down with letters trying to get me to pay. Unfortunately, I never responded because I have been in financial ruin for many years. Could this be a legit summons from that long ago? I haven't had any other unpaid bills or debts since 2009

Debt scammer.  No real process server notifies you in advance.  They just show up.   Ignore them.   If they have a valid debt they are supposed to send you a debt validation letter by US mail.   E-mail no good.

Was 855 896 0761 the actual number that they provided? My cousin received a call earlier today looking for me. She played the message and my reception was choppy so I couldn't understand everything that was being said, but what I did hear was he was so  and so from "tri county arbitration" and he needed to serve me legal documents within a day or so. He wanted to set a time and place to meet (im assuming to avoid embarrassment), otherwise he was going to make an "entrance" at my home or job to serve me. The contact number he provided was 855 896 0761. I called that number and  voicemail came on stating "this is the arbitration department, leave a name, number, message," etc. Like a scared idiot, I left my name and phone number and that was it. Strange thing was that the number that showed up on my cousins phone was a 213 number. When I called that number, no one answers and there is no voice mail. It just kept ringing.

Debt Collector
Called Myself, my wife, my parents, and my brother over and over with less than 1 minute between calls.  The caller indicated they were attempting to server me papers from Nationwide Processing for an upcoming court date.  The incoming call was a local number different for myself and wife than my parents and brother.  They seem to mask the incoming call to a local area code.  I called the courts for the county and city I lived in and for the counties i lived in for the past 10 years none of them had any records of summons issued in my name.  I called the people back at the provided 855 number.  I pointed out that calling over and over was harassment and claiming that a summons had been issued when one hadn't been is illegal.  He informed me that it wasn't them as they were Tri-Station Mediation and the person that called was from Nationwide Processing (he didn't deny the illegal action just said he wasn't responsible), which I said "but they are representing you and leaving your number!"

They proceeded to inform me the call was for collection of a debt for CashNetUSA and I had committed fraud when I took a loan in 2010 that was deposited to my INGDirect checking account.  I told them this was not so as in 2010 I lived in Georgia and payday Loans are illegal in Georgia and CashNetUSA doesn't do business in Georgia.  He told me that CashNetUSA just recently stopped doing business in Georgia which i know can't be true as payday loans were illegal for as long as I or anyone I knew lived there.  I checked and payday loans have been illegal in Georgia since 1955 so his claim was outright not true.  On top of that I told him I did have an INGDirect checking account many many years ago but I closed it when I moved to Gerogia from Florida in 2007, so there is no way in 2010 I could have gotten a deposit in that account.  He again claimed I committed fraud and was breaking the law.  I then pointed out that CashNetUSA has a page on their web site indicating that collection companies claiming what he was claiming are fraudulent and not to do business with them (https://www.cashnetusa.com/fraud-protection.html).  At that point he claimed he is in contact with CashnetUSA daily and I must have put in fraudulent address info when I applied for the loan.  Of course he offered no evidence to back up his claim such as a contract showing a non-Georgia address etc.  I questioned how that would happen and how CashNetUSA wouldn't attempt to even do rudimentary verification's of identify on people they issue loans for (ID theft anyone?), and that this didn't happen and his claims are entirely baseless.  At this point I told him I was hanging up because he was saying absurd things and he said he would see me in court.  I said I looked forward to seeing his process server and they knew my address and I would be here.  He said they did know my address and I hung up.
