the company that owns this number, keeps calling my husband and demanding payment for a debt they say he owes.  I tried to called it back and got a busy signal.

Just don't answer calls that you're unsure of. If they don't leave a message just do a *67 (caller ID block)before the number and call them back.

After numerous calls which begin with a recorded message, when I called back, the individual refused to identify themselves, and promptly hung up when asked for office location.

After listening to the voicemail messages, I can confirm that this is Accounts Receivable Management, a collections agency in Woodbury, NJ. By the way, they're trying to collect a debt from my phone number's previous owner, not from me.
