Same thing happened to me. Is this legal?

same exact thing happened to me today!

"Monica Alexander" called me and gave this number and asked me to relay a message to one of my neighbors.  Interestingly, our phone number is unlisted and the neighbors in question are renters.  Very strange.  When I asked the nature of the call, she said "personal."  The second number she gave me was 800-475-7311, which apparently corresponds to a collection agency...
