i am in Indian and received the same offer for same amount, sound like a fishy deal.

I received something marked Personal and Confidential, with the upper left corner Travel Check Voucher Enclosed These documents are on record as being sent to you. Please verify all information enclosed as current and correct. FINAL NOTICE.  When you tear it open, it looks like a check for $1398.00 with the logo US Airlines Fly the US Skies 866-447-7053, the "bank" is shown as Travel Union, Scottsdale AZ 85251.  The attached "Award Notification" says "Please see enclosed.  This can be redeemed for a certificate for 2 round trip airline tickets to anywhere in the continental US from any major international US airport.  Certain restrictions may appy.  Vacation Getaways and Cruises are available for a limited time.  We have attempted contacting you on several occasions.  This will be your last chance to respond."  It goes on about having to claim your travel certificate by calling 866-447-7053.  I called, they said I would have to listen to a presentation somewhere in Indianapolis, but they did not have one for dates I was available.  They are supposed to call back.
