Harassing calls are becoming part of an everyday life. Fraud and corruption is treated as a misdemeanor. American Express don't want to discuss a $900 monthly payment I made, and American Express Company said did not receive. Without corruption from the side of the bar of attorneys there wouldn't be any corruption at all. Ken Chenault is a rat feeding on his own flesh.

This is not AXP, but a debt collector representing themselves as AXP.   AXP is also an unethical company. They became a Bank just to get in on the TARP money. YOUR MONEY!  Everytime they call, call AXP directly and tell them what is going on. It is illegal to call you at work. Notify the Federal Trade Commission and mention they represent AXP. 866-653-4261 or 877-382-4357. Its time AXP stop pushing people around. Tell everyone to drop their AXP Credit card. Sooner or later AXP is going to stab u in the back. Why do you think so many merchants donot use them.  Put them on a recorded line, get their name, company they represent, address etc.

I have been receiving calls from 866-512-8710 for the past 2 years I got my new number for someone I cant even pronounce their name Agmonstun Gustoni.  I have requested on several occasions that they stop calling this number, there is not such person that lives here.  They said they are going to put a block so they will not call my number anymore but they still do. Ref# 1911184.. They fill my voicemail daily with calls.  There has got to be a way to file a lawsuit and have this stopped. If anyone knows how to get this to stop please let me know.

They keep calling for my son. When my son tries to call back he is on hold waiting to speak to someone for 15-30 minutes. He never does get to talk to anyone.

Not these days.  More often than not, many of these companies have adopted the practice of calling your neighbors, family, coworkers or workplace in the hopes of embarrassing you into settling the debt.

This more often than not works because many people do not want their friends, family, neighbors, etc to know their personal financial situation.  How do they get away with this?  Very easy.  If they are ever called to account on it they can always say they had the wrong contact information.

But this doesn't help you in any way as the damage has already been done.

They call under several numbers;  it's not the true AMEX, so dont answer them.  If they had any real info, then they would have done something in court already

Please note that CallerId shows "Expres",  not "Express"  -- if it were true Amer Express, they'd spell it correctly.  Another website shows that this is the scavenger debt collector "AMERCAN EXPRESSIONS", which operates under several names.  Dont deal with them;  if they had any real power, they'd file court papers.  DONT BE SCAMMED!!!

I was getting several calls from this number. They left messages in regard to an AMEX account for someone who I did not know. I called them and told them I was not the person they were looking for and asked them to remove my number from their list. Out of curiosity, I looked up the name of the person who they wanted and found out that the person was my new neighbor of 2 months. Isn't this unusual?

Call from a collection service that had my name and phone number.  I listened to msg, hit #1 and got human who within about 3 minutes, took some information to verify that this was fraud and has removed my number.  I hate collection agencies, but there are a lot of dead beats out there and someone has to try and collect (our) money for the company.  The agent gave me the address history and phone  history on the account--he was nice.  The account was opened with a different SSN and birth date and address was changed about the time the last payment to AMEX was made.  Somebody with my same name, had an account, paid for sometime, then put in address change and phone number changes when they decided to stop paying their bill.  I was actually the third address given.  Probably just pulled me out of the phone book in the same area.
 I was getting several calls weekly.  I was home last week when call came in.  The calls have seemed to stop for good.  Again, 3 minutes of patience have cut out a bunch of annoying calls.

Recorded message. Says it is AMEX and regarding an important matter, not a solicitation, and to call them today.

I've never had dealings with AMEX and have no intention of calling them but no doubt they'll call all the time and annoy the heck out of me.

Attorney General Corbett announces settlement agreement with PA based debt collector NCO Financial Systems

HARRISBURG - Attorney General Tom Corbett today announced that a settlement has been reached with Pennsylvania based NCO Financial Systems Inc., a national debt collection agency, following an investigation into in excess of 800 consumer complaints lodged with the Attorney General's Bureau of Consumer Protection against NCO Financial since November 2003.

Corbett said NCO Financial, headquartered at 507 Prudential Road, Horsham, entered into an agreement, known as an Assurance of Voluntary Compliance, with the Attorney General's Office for alleged violations of the state's Consumer Protection Law and Fair Credit Extension Uniformity Act, and the Federal Fair Debt Collection Practices Act.

Corbett said that the alleged violations included engaging in or using unfair or deceptive debt collection acts and/or practices, and engaging in or using false, deceptive, or misleading representations or means in connection with the collection of debts.

Corbett said that many consumer complaints involved claims that NCO Financial improperly contacted consumers at their place of employment, or called at unusual times or at times NCO Financial knew, or should have known, were inconvenient to the consumer, such as calling consumers before 8 a.m. and/or after 9 p.m.  

Other consumer complaints alleged that representatives of NCO Financial used obscene or profane language and engaged in conduct to threaten, annoy, abuse, or harass consumers.

Corbett said there were also allegations that NCO Financial continued to communicate with consumers after the consumer had notified them in writing that the debt was in dispute or that the consumer wished the debt collector to stop calling.

"Many consumers were very upset after they had received abusive or threatening calls from NCO Financial, in some instances even after the consumer had unsuccessfully tried to tell them that they did not owe the debt," Corbett said. "In many cases, these calls did not stop until the Attorney General's Bureau of Consumer Protection got involved."

Under the terms of the Assurance, NCO Financial denies the Commonwealth's allegations and agrees to:
- Adopt and implement policies and procedures reasonably necessary to ensure that its representatives are properly trained and are otherwise performing their duties in compliance with all applicable laws.
- Adhere to a policy of disciplining, up to and including the termination of, representatives that have not complied with the requirements of the Assurance and all applicable laws.  
- Sufficiently monitor independent contractors and when it learns that any independent contractor is acting in violation of the requirements of the Assurance, immediately take action to enforce its contractual rights, up to and including termination of any independent contractor.
- Adopt and implement compliance monitoring policies and procedures, under which NCO Financial's supervisors and managers of call centers must spend a portion of their work time monitoring by any lawful means their representatives to ensure compliance with applicable laws and company policy.  
- Pay to the Commonwealth the sum of $300,000 as costs of investigation and/or for future public protection purposes.

The Assurance was filed in Pennsylvania Commonwealth Court in Philadelphia. The Commonwealth's case was negotiated by Senior Deputy Attorney General Thomas J. Blessington of the Attorney General's Bureau of Consumer Protection Office in Philadelphia.

First called my business asking for a 1-800 number twice on a Saturday.  I told the woman that she had a wrong number. I got a phone late at night on Saturday and then early on Sunday morning. The same woman called back on a Monday. Calls my business every 30 minutes.  Looks like they get any phone number, tries to find out about the number and tries to extort monies.  She didn't know who my business was on Saturday but on Monday said that she was there to collect a debt on monies I don't owe.

Invest in a recording device and record the call.
This is a collection agency and it's illegal for them to hide their identity.
If you have told any collection agency not to call you, you can sue both the collection agency and American Express for violating the Fair Debt Collection Practices Act.
Its a $1000.00 violation per item plus they are responsible for court cost and your lawyer fees.
Find a consumer lawer on the internet, they will file the case for you and give you the $2000.00 and keep their fees form Amex and the collection agency. Its a great payday for you and will teach these dumb as%$#$ that they are not above the law.
I just collected a nice check just in time for Spring Break, Flordia here I come.

they called again tonight and finally identified themselves as AMEX with instructions for some unknown person to call them for a deal.  since i do not take instructions from an electronic voice i ignored them.  am i in for some punishment for not following orders?

caller id says "TOLL FREE SERVICE" the electronic voice says they are American Express.  i have no dealings with American Express so if these calls continue i will sue for harassment.Caller: American Express

Received numerous calls at my home number, and also a couple of notices by mail.  Finally called, gave the reference number.  She confirmed my phone number and address, and said they were contacting me to try to settle a past due AMEX debt of around $961.  When I explained that I have never had an American Express card, she asked for the last 4 of my SSN, which turned out to be different than the SSN they had on file, so she said it appears they were contacting the wrong person (same first and last names, however).  She then removed my information from the system, and assured me that after 24 hours, we would no longer be contacted.

Call an 800 number exposes your phone number regardless if you block it.

Dont ever give anyone your last 4 of your SS.

This is actually NCO Financial calling you, not AMEX.

Sue NCO for $1,000 per call and then sue AMEX for $1,000 after you have told them to Cease and Desist from calling you via a certified letter with return receipt.

Report each call to DONOTCALL.gov.

STOP CALLING THEM BACK.

Get a call blocking program if you have to.

Take control of your phone.

Sue these MF in court.

Stop being lazy.

These people call daily 2 to 3 times a day. Claiming to be collecting a debt for American Express. I have told them I do not owe them and to please stop calling me. They continue to do so, I have purchased phones that have call block, now and it shows when they call. I now have control and I love it!

it may be a coincidence but I received a phone call on 12/1 from a collection agency called United Recovery systems claiming I owed $4900 to AX from 2001. When I told them that I had paid this and that I could prove it I got their address so I could send them proof via certified mail. I sent the proof, (it probably arrived there today)... and coincidentally I got a call from this 866 number. Has anyone else heard of this collection agency?

I have received hundreds of calls from this number.  I usually just let the phone ring.  I have tried to let them know they have the wrong number, but they do not care.  They are looking for a Karin Hessin who owes American Express.  Code 98349.  I called American Express.  They say they sold the account and can not help.  I have ask to speek to a supervisor, they said they do not have one.  Does any know how to get them to stop?

I cannot make out the name of who the collection agency is looking for but it isnt me.  They don't care they have the wrong number either.  I just blaklist them on my PBX, I believe they may be associated with 8006781826 also.  

Some of my numbers are private/personal and on the NDC as well as the state (FL,NJ) DNCs and already reported calls to the appropriate people but others are office related and they wont get fined for calling those.  Does anyone know how to get them to stop?
