i also got a call from "capital one" 866-849-2343 and heard no one on the other end. and indian voice also answered and said capital one.

Capital One ADMITS they were the ones calling!

I sent them an email to tell them there was some scam going on using their name & they wrote back:

I'd almost have preferred to find out it was a scam, rather than hearing they repeatedly cold-call #s on the DO NOT CALL list in order to try to drum up business - that's really asinine.

two calls on my mobile phone on 9/28 and two on 9/27.  I didn't pick up, no message left.

This phone # has called 3 times on a Saturday to a work phone # that is not given out publicly.  
I got sick of the constant ringing so I called them back and someone said "Capital One" and demanded my account #.
Since I DO NOT HAVE A CAPITAL ONE CARD - nor would I be likely to have shared this phone number, I assume this is a PHISHing scam that should be prosecuted.
Reported to DONOTCALL but I seem to remember they think work #s are not covered by DONOTCALL.
Also going to complain to CaptialOne.  Would never do business w/ a company if they don't care someone is using them to PHISH my information!

A woman called and asked several questions for what seemed like a political survey. She knew my first name and asked whether I favored Obama or McCain, and whether I was pro-life or pro-choice. She also asked for my age. She did not specify which survey agency she was with.

Received this call 09/19/2008 @ 11:15 AM. I did not answer when I saw that the CID said Not Provided on the name.  Whoever it was did not leave a message on the answering machine.  I ran the number and found this site.  After reading these posts I am glad that I did not answer.

This call was someone taking a poll for the upcoming presidential election when I answered on 9/12/2008

Have received at least 60 calls in last two months.  Three times I answered and told person I did not know a Christopher Older, and asked that I not be called again.  I continue to get calls which I do not answer.  This is at 866 849 2343

Called three times within three hours the afternoon of 9/8/2008
Stated that they were from Capital One.
I called back twice and they answered "Capital One" on the first ring.
I spoke with a girl.  she tried several times to get my account number or social security number.
Initially I gave them my current zip code and previous zip code, but no other information.
When she couldn't help me, I asked to speak with a supervisor.  
Both times I spoke with someone named Steve who said he was the floor supervisor.  
Both individuals had Indian accents.  When I wouldn't give him my information, he stated that it must have been their
telemarketing department.  I asked why they would call so much, and he said they had sales goals to reach.
I looked online and saw several comments from consumers who said this was a scam.  
I called Capital One at the customer service phone number on their website to confirm they were not trying to contact me.
called and made reports with ftc, state atty. general, capital one, placed 90 day fraud alert with credit reporting agencies and registered with the do not call registry.

I also received multiple calls with noone on the other end.  I called the number and an Indian woman answered "Capitol One".  I asked about it and she wanted my name and said it was about a credit card offer.  I told her that my number is on the no call list and to take me off their list.

Received a call from this number today.  I did not answer it as I do not answer calls that I do not recognize the number.  If it is important, they will leave a message.  Most of the time these are nuisance calls.  Glad I checked this out, as I see it is a big scam.

This number calls my house a lot.  If I pick up and say hello they hang up.  If I let the answering machine pick up, they hang up.  I have tried to return calls to this number and a recording comes on and says "we are sorry there was an error with this call."  These calls are a big pain because on occassion they will call as late as 9:00 on any given night.  That is too late for a family with young children.

I received a call today from this number asking for my son.  I asked to take a message and she said no we'll call back later.  She never identified herself or why she was calling.

Received a call (unanswered) from this number - I called them back and they answerd "Capital One" - I hung up.  I don't even have an account with them - definitely, in my opinion, a scam.

After telling the woman not to call me again on the 4th, she was stupid to call again on the 5th.  When I would ask her who she was & what company she was working for, all she would reply was, " are you Melinda."  I had an account with Capital One over 12 yrs ago.  I intend to contact the  Ohio Attorney General's office & see what can be done.

I'm seeing this call on my caller I.D. once a day for the last 5 days.  Have not been home.  But with the infor. provided here I wont answer it anyway.

"Stephanie" was very polite and said they were calling to ask Ohio voters how closely they were following the Presidential Election, on a scale of 1 to 5.  Before answering, I asked her what organization she was representing.  She hung up.

I quickly hit the CID and redialed the number (no chance for typos) and a man with an Indian accent answered, "Capital One, how may I help you?"

I hung up.

I'm wondering if in this case, a 3rd party (political?) has spoofed the number; why would Capital One, or anyone attempting to imitate Capital One begin with a presidential race poll?

I keep receiving calls from this number asking for a Melinda.  My daughter & myself have told them over & over for the last 6 months that no one by that name lives here.  So if you know of a Melinda, tell her to call this number & maybe they will leave us alone!!!!!!!!!!!!!

I have been getting similar calls from "800 Service" phone numbers that HANG UP on me when I answer.  Just received another one (8/23/08 at 8:35pm... pretty late for a business to call me eh?) and got suspicious and found this forum regarding the same phone number.  After finding this forum I called the number and got the same question asked of me from and East Indian Male Voice "Steve" and he answered "Capital One" and asked for my credit card number.  I asked WHY do you want my cc# and he said he was with Customer Service and couldn't help me with out it.  I told him I'd been receiving this suspicious hang up calls and was going to file a complaint with the FTC.  Unrattled he asked if I had an account with Capital One and kept asking me for my cc# and was polite.  The other number I've received lately on 8/4/08 1-866-496-8261.  I decided to call that one as well and found that the number was no longer in service which makes me suspicious even more.

Thanks for this info AND the FTC info... I'm going to pursue it further because I am signed up for the DO NOT CALL list (which is awesome) and very nusiance calls get through.  Before signing up, my entire evening was filled with the noise of the phone ringing.

Contact the FTC either by phone at 1-877-382-4357 or online at ftc.gov and file a complaint. If they get enough complaints, they can open an investigation.

PS, I also filed a complaint with Capitol One. They didn't seem that interested when I called, and they also tried to gather information about me!

just got call from 8668492343  no person on other end, after saying hello one time, I hung up !  If they should call back, will have modem SEND a file to them, any file... will blast their microchips........

I received a call from this number claiming to be Capital One asking for my account number. I replied 123456789,10,11,12,13,14,15,16. I also told this raghead not to call me again! Definetly a scam!!  I contacted Capital One and they also said this was not one of their numbers!!!
