Intelius indicates this is a cell phone in Jamaica.

Just got one of these. Voice was male, foreign accent (possibly African or Caribbean). It was the package delivery in 28 minutes scam.  I did not even hang on beyond that as all the alarm bells in my head went off! I then searched on the phone number and on "UPS phone scam" and found this board.  
For the record, the call came on my Verizon cell phone.

Pretty much the same as the others.  He said that I had won 1.5 million dollars and that I need to go to Wal-Mart and get a PayPal Green Dot card for 399.00 to pay for the taxes. He said that they would be at my house in 28 minutes.  He also said to keep it quiet and not tell anyone. That's when I hung up.  I have reported it to my telephone company.  

The lady keep saying she was the UPS,and they had a package for me and was I going to be home.Then she was telling me that I was a winner.That's when I hung up..
