I also received a call from this number. I did keep the man on the phone as I googled how PCH contacts winners. I read that they do not call/notify the winner. So, I mentioned this to the man on the phone and he promptly hung up.

So, I would say it is safe to say it is a scam.

Hi I've just received a call like that from the number (817)395-4289 about a week ago from a Jamaican man named John Webly telling me that I've  won $500,000 from the publishers clearing house (PCH) and could get it by noon that  day just by getting the correct information and doing what he asks which also including asking me to pay 10% of my money that ive won which they ask for $100 to pay them the tax  with then they later change and called it a shipping fee and handling fee then told me to go to the nearest western union and transfer the money to Union Town, Alabama to a lady named Claret Cole as soon as they ask for money out for my pocket instead of just taking out of the winnings I hung up and did some research  I google the number and it came up as a cell phone instead of a business landline and then later found a website with a video from the real publishers clearing house (PCH)  telling people of all the ways to avoid scammers like them check it out if my statement wasn't enough http://info.pch.com/consumer-information/fraud-protection

Received a call from this number saying they were the publisher's clearing house and I had won money.  Long story short, I was going to have to go down to Walmart and pay for the taxes before I would get my money.  I was in a mood and entertained the call up until that point.

same thing. said they where from publishers clearing house. didn't let them get that far as to ask for money. but got concerned when wanting my name address and then asked me if i was at home now.

Called and said they were publishers clearing house. Everything seemed legit until they asked for me to send a shipping and handling charge.
