Besides the fact it's Jamaica, that's what makes this scam SO obvious. As we all know, be it a game show, or powerball - the Government takes it's cut FIRST. No 'send them money first', it's NO - we'll TAKE our money first. Just like when you get paid at work. You don't 'Western Union' the taxes to payroll. It comes off the top. We've all watched those powerball winners on tv. Won $500 million? The taxes are 50%. $199. taxes on a quarter of a million? I wish!

I have received 2 calls in 2 days. Said that I won $250,000 all I had to do was to pay the IRS taxes to get it. He wanted me to Western Union him $199 for taxes. I laughed and said if I had won $250,000 I would owe the United States IRS a lot more than $199. I hung up on him. He called back today. How do you get these kind of people to stop calling? I am on the do not call list. He said his name was Mike Henry. He also had a very thick accent, sounded like he was from India or someplace like that.

Repeat of all above.   Heavy accent.  Won 1/2 million plus other items.  A bit on the intimidating side.  Played along for a while, seriously unbelievable almost to the funny point.  When he asked when they could deliver it, I said NEVER and hung up.  About 2 minutes later my cell phone rang showing a call as restricted.  I didn't answer it.  He sure had all our info, names, addresses, phone #s.

Got the same call. He said his name was John Cummings. Didn't know if it was a heavy accent or a speech impediment. He asked how close is Walmart, how long for you to get there and back? All I had to do is buy buy a greenback Scratch card for $50 and UPS would deliver 2.5 million. I played along and told him it would take me an hour. He said he would call back in an hour. He did. My husband answered and said "Oh you are the man who is running a scam and trying to get my wife to pay for a prize?" The man got mad and my husband gave me the phone. The number was "unavailable" on my phone. I asked why and he said because they call people in various states. I told him I shouldn't have to buy something to win something and it sounded to good to be true so it probably was. Anyway, he was very mad for me not doing what he said to. I hung up, he called back twice immediately which I answered and hung up without saying anything. I had fun playing but if he would have been in person I would have locked my doors and called the police. Creepy, violent acting person!

Hi,
I just received a call today 2/6/13 on my cell phone.  A man with a very thick accent.  I saw that the call was from Jamaica, so I answered as I will be going to Jamaica soon and thought maybe it was the hotel or something.  Then I realized what was going on and just hung up.   How do they get these phone numbers, especially my cell number.  Unbelievable!!!!!  He also mentioned something about a UPS package.

30. What happens to companies that don?t pay for access to the registry?

A company that is a seller or telemarketer could be liable for placing any telemarketing calls (even to numbers NOT on the registry) unless the seller has accessed the registry and paid the fee, if required. Violators may be subject to fines of up to $16,000 per violation. Each call may be considered a separate violation.

It?s against the law to call (or cause a telemarketer to call) any number on the registry (unless the seller has an established business relationship with the consumer whose number is being called, or the consumer has given written agreement to be called). But it?s also against the law for a seller to call (or cause a telemarketer to call) any person whose number is within a given area code unless the seller first has subscribed to and accessed the portion of the registry that includes numbers within that area code, and paid the annual fee, if required.

32. What?s my liability if my company inadvertently calls a number on the registry?

The TSR has a ?safe harbor? for inadvertent mistakes. If a seller or telemarketer can show that, as part of its routine business practice, it meets all the requirements of the safe harbor, it will not be subject to civil penalties or sanctions for mistakenly calling a consumer who has asked for no more calls, or for calling a person on the registry. To meet the safe harbor requirements, the seller or telemarketer must demonstrate that:

it has written procedures to comply with the do not call requirements
it trains its personnel in those procedures
it monitors and enforces compliance with these procedures
it maintains a company-specific list of telephone numbers that it may not call
it accesses the national registry no more than 31 days (starting January 1, 2005) before calling any consumer, and maintains records documenting this process
any call made in violation of the do not call rules was the result of an error.

HAhahahahah i played along with this guy for a few minutes....i could barely understand him, said his name was Michael White and that i had won some prize of half mil and a Benz...my choice of Black, White or baby blue...i excitedly said black. He said to write down some numbers, i did...he then asked me to repeat them back to him...He asked how close i was to Walmart and how long it would take me to get there and then to my home..i told him 20 minutes. And since i could barely understand him, i really don't know how he wanted me to transfer $499 to him...but after i did that then i should rush home and the camera crew and news reporters would be there to see me receive my prizes..He asked my age..i lied like any woman would do...he asked what job i had or how i made a living..I told him i work for the FBI and he hung up!!!! WHAT THE HELL???  I want my s*** LOL....

A man with a very hard accent called and said he was from UPS and they were going to deliver a package to my home.  I asked where he was from.  He said they had moved from Louisiana to Hawaii.  He said I had been awarded 1.2 million dollars, at which time I said, "No I haven't, thank you," and hung up on him.  Now I see the number is from Jamaica.  He has been calling my cell phone for days and finally I answered.  Hopefully he will stop now.

I recieved a call from this number today. It was a man with a very thick ?Hispanic? accent. He said his name was Foster from some sort of Mega Millions Lottery out of Las Vegas, and then he said he represented the government trying to 'reward' consistent' tax payers. Obviously a scam. They guy even continued to ring my phone after I hung up on him. He's very insistent.

I received a phone call telling to call this number ASAP, without thinking I did......after talking to this person with a very thick accent telling me I had one 2.5 million and a Mercedes Benz and that all I had to do to claim my Prizes was to go to Wal-Mart and buy a GreenBack reloadable scratch card and put 999.00 on it I immediatly realized this was a scam.  The mans name was/is supposedly James King out of Las Vegas with the Mega Millions Lottery. Very insistent that I not tell anyone and keep this confidential.......

Received a call from a man with such a thick accent that it was hard to even understand him.  He said he was with UPS and was making sure I would be home today to receive the packages.  I told him that I was not receiving anything from UPS, which he tried to argue with me and told me that I needed to have 2 cashiers check ready when they delivered - I cut him off at that point and told him I don't submit to scams and fraud and hung up.  As I was telling him this he is on the other end saying no, no, we have to deliver the packages.

It's been about a month in a half now and this number calls over 15 times every single day, he just doesnt understand what "STOP CALLING" means. At first i would answer and just play along, then i started answering the phone but put it on mute, thinking this guys would stop calling. NOPE he still does and now its just frustrating and irritating. This idiot first called as something FOSTERS talking about half a million that i won and that i needed to go WAL GREENS and buy a 120.00 scratch off card thingy. Now when he calls he is a PASTOR FOSTERS wanting to pray for our problems..smh.. And yesterday he calls to tell me they have finally closed off the deal and i will be recieving my check from UPS and that supposedly he got my address now. SOMEONE PLEASE HELP ME STOP THESE CALLS, i dont want to change my number i've had it for too long.
