Today I was contacted by someone from the company Federal Legislative on 3/16/10 and the caller has a heavy Indian accent. The caller called my job and this is no lie for a straight 50 - 75 times. He asked to speak to my supervisor and I forwarded her the call but warned her what was going on and when she picked up he said he didn't believe she was my supervisor because she sounded black and she was the person he was calling. At first he would not give me his name he said he didn't have to. He also would not send me any information to verify that I do owe anything he said he doesn't have to do that either. I laughed and the caller who I now know to be Neil Johnson (I know the name is a made up American name) asked me was I laughing and I told him yes because he is harassing me at my place of employment after I told him to stop calling and he is continously calling. I also told him he needs to review Debt Collection Practices and he became enraged in anger and hung up on me. Well he continued to call and my supervisor called the police. Before the police could arrive I answered the phone one last time and that's when he finally gave me his so called name and a phone number. My supervisor called back and asked for Neil Johnson. Well the person claiming to be Neil Johnson's director answered and my supervisor asked him to cease and desist the phone calls because this is a place of business and he said that Neil Johnson was gone for the day and no more calls would be placed here.

Hey Steve,

You need to brush up on your English!  You do not write it very well either! Your friend Neil Johnson actually asked for my attorney's "bar code" number instead of phone number! LOL!!!

People - When you call back and get a greeting that says  - This call may be recorded for quality and secuity "PURPOSE" instead of purposes, that should tell you something!  Do not fall for this!  It is a total scam!!!

Hey...... these people calling from INDIA, CHINA and other countries. where hundred of call centers are running for getting money by fraud from USA and UK citizens... ITS ALL SCAM...

How it runs..........(for debt collection)

It starts when people tries to get loan online, they fill all their personal detail on that sites and problem starts from this point. all your information is sold to collection agencies (call centers) at $4 to $6 / Person, whether you got that loan or not.

SO what actually they (Call Centers) do...

1. They have all of your information includes: your name, social security number, address, employment detail, 2 references and a detail of amount.( which you didn't get)

2. For dialing purpose call center gets USA or UK numbers. they calls through various softwares (like: ICALL). And have various phone numbers.

3.They hire college students or some people and prepare them to communicate with you. (training classes for getting a bit of American accent) and gives them fake names (American).

4. They makes a write up for leaving message to threaten you. like:-

"This message is intended for Mr. john (your name).  john the very second you receive this msg i need you or your retained attorney to call me back. the issue at hand is extremely time sensitive. my name is ..........., and i am calling from financial accountability association, my call back no. is 123456789, i am repeating this for you john 123456789, john don't disregard this msg and call me on my number back as soon as possible. if i don't get any call from you or from your attorney........ wish you good luck, bye"

5. If you pick up phones ...they will threaten you by saying... that federal govt or federal legislation  is going to pressing lawsuit against you and your social security number. and try to make you remember that you took a pay day loan and never paid it back... so it is very easy to threaten you by saying that "such company falling lawsuit against you for your unpaid loan".
( you don't know for which loan he/she talking about and try to remember your last 2- 3 loans (which you actually got and never paid)).  At this time you stuck in the situation.

(according to my perception you never know "how many loan you took in last 1 or 2 year"- sorry-- joking)

6. They will tell that you are charged against these allegations:-  1. Theft by deception 2. collateral cheque fraud

7. They will tell u that they have sent various mails to inform you but u never replied and that was the only way to communicate you.

8.They will ask u to write a Apologizing letter that “your intention was not bad and you never wanted to run away with that money & you want to fix that issue by paying ..... amount.”

how to avoid them...

1. By telling that you have an attorney (Both criminal and bankruptcy). give any number by saying "call to my attorney"... they won't call.
2. By telling that u know : Its ALL SCAM .......... they will hung up.
3. By telling that its not my social security number....... they will never call.
4.By asking for the date of loan taken (online)........ they can't help you in this matter (by which u can come to know about scam)

Don't be afraid.........They won't sue........

If this detail is helpful for you please copy paste this into other pages... don't be selfish.... and save other people from being fool.

My English is not so good.
I am an Indian........ all Indians are not same... you can send me mail for more detail:- jasusviju@gmail.com

Caller stated his name was "Denis Stein" with the legal defense department. Stated I had 3 criminal records against me. Left message with co-worker. Would not state what company they were calling from. In calling the number 877-219-6032 back. The gentleman that answered the phone stated his name was John Matthews. This isn't the first time I have received these random calls at work. They are scams and they want information. Do not provide it to them. When they continue to call we have been able to provide our phone carrier with the number to get it blocked and I have filled a police report. The #1 important thing is not to accept the call and do not provide your personal information!! Nightmare!!!

I just received another one of these phone calls and then they had nerve to call the clinic I am associated with.  I called Mr. Dennis Stein back at 1-877-219-6032 and told him that the conversation was being recorded and that I had told him to stop calling me at work and that he was causing me to lose my job and that here is my lawyer's number.  He said real fast.  You will not get any more phone calls and hung up.  When I called but he hung up without answering and then when I called back again he said Donna why do you keep calling back, I told you there would be no more phone calls and I said once again this is being recorded and Mr. Stein if that is your name, if you call here and bother me anymore for a debt that you will not tell me about, and stop calling my friends and tell everyone you are calling me for a legal matter, I will sue you.  I am also reporting you to the Federal Trade Commission.
He said we will not call you anymore. He hung up.

I called Cashnet who at first he said he representated and they told me they never gave anyone permission that they knew I was in Chapter 13 Bankruptcy, they told me to call the Federal Trade Comission at 877-382-4357, the lady there said they need more complaints about this and that they will then investigate and they will then press charges against them.

My lawyer has also filed with our State's Attorney.
So if anyone else is interested tell them that they are being recorded and then call the Federal Trade Commission.

Mr. Stein has a lot of nerve because he is in India.  I am doing everything I am suppose to legally.

First of all I have  called you back and have tried to give you my lawyers name and number and you refuse to take it.

The last time you hung up and told me you would not be calling my job any more.  I have contacted all the people who is involved in the bankruptcy and they said that you are not any way connected to them.

The next time you call a family member or a friend and tell them about my debt that is illegal and I have contacted the Fair Trade Commission and the police department and my lawyer has told the trustee about the phone calls.

No one seems to know anything about you having the right to call and harrass me at work.

Next time you call I am going to tape the conversation once again and give it to the fair trade commission.

I have gotten calls from this number multiple times a day. They will call my cell back to back 7 times and then start calling my work phone back to back. I have answered my work phone a few times and said I was in a meeting then they ask for my name and employer ID saying that i am interfering.
The first time I talked to someone it was after I had gotten a bunch of messages from a +0000 number and the lady (Indian) says it is a time sensitive matter and to call back at 8772196032. I did and they just told me I was being sued for an unpaid payday loan and to have my attorney call them.
When I stated that I wanted information about this loan because I would not be using an attorney they said that it was not possible to share that information with me and if I didn't have an attorney then they would call my boyfriend and my friend to tell them, "What I had done."
They continued to hang up on me, and the funny thing was after I had called back a couple of times they answered the phone saying,"Amanda you are wasting my time." Like they had caller ID, so why ask for my number when I first called?!

The next day they called again, and I again asked for information. When they again told me it was for a payday loan, I asked for the date and company name. They gave me both, but the company I had never heard of and I knew I hadn't taken a loan out in May of 2009. I played along asking what they needed.
He (Raymond Scott) said that the loan was for 250 but I owed 750 and wanted me to send him a fax a one line letter with my name, social security number, my card number and expiration date, then sign that. Then at the bottom right that I will not dispute this now or in the future.
I told him that I would call him back later in the day. He then called my cell and my work phone all day long asking where my payment was. I just started to ignore his calls until today.
After coming home from work and seeing people have this same problem, and going on to the USCashAdvandce web page to even seeing their warning about the scam I got a little irritated and exploded the last time they call. I havent heard back from them since I said I would be calling the cops (the lady this time could only say yeah you do that, you call the cops, we will be with them when we take you to court) and hung up on them.

I hope no one falls for this! Just sick what people do for money!

I have been receiving phone calls several times a day from 888-252-6562. These phone calls are being made to me at work and at home. This has been going on for about a week. The caller is stating that I owe a payday loan of over $500 dollars to US Payday. I have never had a payday loan through US Payday. They are threatening legal action, if I do not permit them to take the money from my account. They are also saying they will tell my employer of the debt and that I will lose my job. I have already informed my employer of this scam. In one message they left me, I was told to call them back at 877-219-6032. The first caller had a very heavy accent and the call kept coming in and out, like he was on a cell phone. I thought it was a scam, so I hung up on him and he called right back. The other caller also had the same very heavy accent. He called five times in a row. I told him I knew it was a scam and hung up, so he kept calling back. All these calls were made to me at work. Both of them would only give me their first names and it was so hard to understand them that I didn?t even get their names. They have also been calling my house, but I have not answered the phone. They have my name, SS#, bank account number, work and home phone numbers, and who knows what else. I would like to report this scam, so others don't fall into their trap. I have contacted my local Secret Service office and filed a complaint with them and now I have a long list of things I need to do, in order to, complete the report.

http://www.wvago.gov/internetloanscam.cfm
Attorney General Darrell McGraw took the extraordinary step today of warning the public about a band of scam artists making threats to consumers who allegedly obtained Internet payday loans in West Virginia and across the nation. The consumers they threaten never obtained a loan at all or paid it off years ago.

Internet payday loans are short-term loans or cash advances, usually for 14 days, made over the Internet via interactive web sites and secured by an agreement authorizing debits of the loan and all fees owed from the consumer?s checking account. These loans typically charge interest rates ranging from 600-800 APR and are unlawful in West Virginia.

The scam artists, who speak English with a foreign accent, call themselves ?U.S. National Bank,? ?Federal Investigation Bureau,? ?United Legal Processing? and numerous other phony names. They refuse to disclose real names and addresses and are believed to be operating ?off the grid? from homes, automobiles, or from off shore locations or foreign countries, including India. Since the scammers have kept themselves purposely well hidden, thus far no law enforcement agencies have succeeded in locating or shutting them down.

The scammers typically pose as law enforcement officers, investigators, lawyers, and bankers and threaten consumers that they will be arrested for ?bank fraud? or other fictitious crimes unless money is wired immediately. They simultaneously scare and confuse consumers by using meaningless legalese gobbledygook phrases such as, ?We are downloading warrants against you? or ?We are filing an affidavit against you.? Consumers who don?t immediately fall for the scam are warned, ?Only God can help you now.?

The scammers almost always call consumers at work several times a day, and tell their supervisors, ?Your employee has committed fraud and is about to be arrested.? Such threats have proven unsettling even to the most savvy consumers and employers who suspect the calls are fraudulent.

Attorney General McGraw stated, ?Ordinarily my office protects consumers from fraudulent activities by seeking injunctions in court. But legal action cannot be taken until the scam artists can be located. Even then, it is unlikely that the persons behind the fraudulent calls and extortionist threats would obey a court order. In this case, the consumer?s best defense is to be armed with the knowledge of the scam so that all demands for money can be resisted, despite the false but scarey threats of arrest.?

McGraw added, ?Because the fraudsters make a special point of calling consumers repeatedly at work, employers must understand that the consumers are innocent victims of a criminal enterprise and cannot stop the calls from coming. I also wish to assure the citizens of West Virginia that my office will continue to do everything possible to locate and shut down the outlaw debt collectors.?

More information about this fraudulent debt collection scheme is available at the Attorney General?s website, www.wvago.gov/internetloanscam. Any consumers who have been threatened by these persons or wish to file a complaint about another consumer matter may do so by calling the Consumer Protection Hot Line, 1-800-368-8808, or by obtaining a complaint form from the Attorney General?s web site.

It's a debt collection scam. And all their threats are false and illegal.
This is a very active group of scammers, many of whom are calling from India (and probably other countries) and are in cahoots with a group of American pay day loan scammers. They attempt to extort money from consumers with a myriad of false and illegal threats, and alternately pose as debt collectors, federal and state law enforcement officers, lawyers and bankers. Their trademark is to use meaningless legalese gobblygook phrases like "We are downloading warrants against you" or "We are filing an affidavit against you." Another trademark phrase is to threaten the consumer with something like this ridiculous phrase: "If you don't pay then only God can help you."
Typical of many financial scams of this variety, they usually demand payment via Western Union or MoneyGram or credit card. They use any number of phony names such as US National Bank, Federal Investigation Bureau, US Legal Investigation Bureau, Hopkins Law Office, United Legal Processing, Morgan Associates, United Pay Services, National Processing, White Collar Crime Unit and many more.  These criminals also use many phone numbers from many area codes; they're probably using caller-id spoofing software and/or VoIP to disguise their real location.
The main thing to remember is that anytime someone calls you demanding money to prevent your arrest, or demanding your lawyer's name so they can sue you, it is ALWAYS a scam. No debt collector (let alone criminals posing as debt collectors) has the authority to have anyone arrested for anything. (And it's illegal to them to threaten such a thing.) And since these foreign dirtbags routinely impersonate law enforcement, it's also important to remember that American law enforcement officers aren't in the business of debt collection.  (Debt is a civil, not a criminal, matter.)
The bottom line is, these are criminals trying to steal your money.
A consumer posting a complaint about these same scammers at http://800notes.com/Phone.aspx/1-718-831-7157 notes that 718-831-7157 is associated with an India-based "outsourcing" telephone bank.  Though a reverse search on WhitePages.com shows that 718-831-7157 is an unlisted land line in New York City, information on Debtbuyers.Com shows that that number is used by India-based Intellisourze. (Source: http://www.debtbuyers.com/debtbuyers.asp ) My guess is that it's a VoIP phone number.
This is another piece of the puzzle that fits in perfectly with other information about this scam. There are some reports on 800Notes that have suggested that the crooks behind this offshore scam are also the crooks behind the notorious Bass/Ellis Crosby & Assoc./States Predisposition scams in Florida and Georgia. The interesting thing is that the number of complaints on here about the US National Bank/US Legal Investigation/Federal Investigation scam skyrocketed *after* April 7, 2008 when Florida obtained a $1.3 million judgment against Ted Ellis Crosby, shutdown his operations and barred him from ever conducting debt collections in Florida (Read http://myfloridalegal.com/newsrel.nsf/newsrel ... 5257424005858A6 ) There's certainly a good chance that the crooks placing these calls from India are doing so on behalf of the American crooks behind the Crosby/Bass/States Predisposition scams.

Though scam calls from these crooks have been going on long before May 8, the frequency of complaints about these calls increased considerably after Crosby was shut down in early April.
This is conjecture, but appearances suggest that Crosby and company were originally running a two-pronged payday loan scam operation -- with some calls being made from Jacksonville, Florida and other calls being made from a phone bank in India (and possibly other countries); then, after the Florida Attorney General shut down the Crosby scams in Florida, the Crosby crooks transferred most of their scam efforts to the India phone bank.

If you are targeted by these criminals, be sure to report them to all the following federal and state law enforcement agencies (most of which you can do online or over the phone):
1.    The U.S. Secret Service is responsible for protecting the country's financial infrastructure and payment systems from international and domestic threats. Call or write your local Secret Service field office to alert them to the details of this attempted extortion. The addresses and phone numbers for the local Secret Service field offices are listed at http://www.secretservice.gov/field_offices.shtml or in your phone book.
2.    Alert the FBI at https://tips.fbi.gov Be sure to tell the FBI that you are being targeted by extortionists over the phone. And if the crooks claim to be law enforcement or lawyers, officers of the court or bankers, be sure to include that information in your report.
3.    File a complaint with your local police. Most police departments will take a report over the phone.  Be sure to tell them that you're being targeted by an extortionist and give them all the details.
4.    File a complaint your state's attorney general, the contact information for whom is at www.wvago.gov
5.    File a complaint online with The Federal Trade Commission at https://www.ftccomplaintassistant.gov/FTC_Wizard.aspx?Lang=en
If these crooks call back, promise them nothing, pay them nothing and tell them nothing other than that you know they're a scam and that you've reported them to law enforcement. (And be sure to report them to all the agencies above each time they call you.)

By the way, here's just a small sample of numbers used by this particular group of scammers. Read the reports and you'll see the same pattern time and again -- phony organization names, thick foreign accents, and oddly worded threats that are so melodramatic and ridiculous that it's laughable:

Scam alert: Bogus debt collectors
By Leslie McFadden ? Bankrate.com
Monday, Aug. 3

Bankrate reporter Leslie McFadden contributed this entry.
This scam isn't technically about credit cards, but it is scary enough to post a warning. The Better Business Bureau issued an alert today saying consumers across the country are getting phone calls from bogus debt collectors claiming default on a payday loan. Of course, the consumer needs to pay a large fee to avoid arrest -- as much as $1,000.
The caller poses as a lawyer, and may threaten extradition to face trial if the consumer doesn't pay up immediately.
What makes these calls alarming -- and perhaps convincing -- is that the perpetrators reference the consumer's personal information, such as the person's Social Security number, driver's license number, previous bank account numbers, home address -- even personal references.
"The amount of information they have is really troubling," says BBB spokeswoman Alison Southwick. She adds that the amount of data points to a possible security breach.
Spread the word to your friends and family: Don't give out personal or financial information to an unknown caller. Scammers can spoof Caller ID to display different numbers, so trust your instincts over technology.
The BBB offers these tips:
?    Ask the debt collector to provide official documentation which substantiates the debt.
?    Do not provide or confirm any bank account, credit card or other personal information over the phone until you have confirmed the legitimacy of the call.
?    File a complaint with the Federal Trade Commission online if the caller is abusive, uses threats or otherwise violates federal telemarketing laws or the Fair Debt Collection Practices Act.
?    File a complaint with the Better Business Bureau online if you believe a debt collector is trying to scam you.
