I get numerous calls from this number, sometimes as many as three or four a day. When I first pick up, there is nothing. Then as soon as I say hello, it hangs up. I've also tested it with my answering machine. As soon as the answering machine's audio message begins to run, it hang up. A friend of mine has suggested that it may be a hacker program looking for phone lines hooked into computers, OR a fax machine spammer looking for fax machines to which it can send sales messages.

I  have gotten these calls ever since I mistakenly donated $25.00 to a Police & Sheriffs Organization several years ago.  I eventually got suspicious when these different organizations would call for various causes that you wouldn't argue with such as Aid For Children of Fallen Officers, Aid for Wounded Officers, Support For Additional Bullet-Proof Vests, etc.  The tip off is when they say that "You gave $25.00 last year, can we put you down for the same?"  I simply tell them I'm no longer employed and they hang up quickly.  It is my understanding that only a very small percentage of the proceeds actually goes to the cause, and I'm surprised that this is legal; but they probably know what they're doing.

This number called me today. Saw on the caller id it said No name which I never answer any no name calls.. Picked it up and hung two times because I didn't want the ringing of the phone to wake up my grandmother from her nap, After I did that, they called back again which I did not answer then

Clark Shuts Down Badge Charity, Professional Fundraiser for Deceptive Practices

Secretary of State Eric Clark has issued an order against a Texas-based charity and its fundraiser for unfair and deceptive telephone soliciting practices. The action requires that the groups claiming to help police officers stop illegal activities in Mississippi, and puts both organizations on notice that the Secretary of State?s office intends to revoke their respective registrations.

"This is the latest example of an unscrupulous outfit attempting to take advantage of Mississippians? support for law enforcement," Clark said. "These groups have gotten in trouble before, and this order puts them on notice that this behavior will not be tolerated in Mississippi."

Named in the order are: the National Association of Veteran Police Officers, based in Austin, Texas; its hired fundraiser -- East Coast Productions of Silver Spring, Maryland; and East Coast subcontractor Dytel and its agent Thurlan Darryl Yarbrough, based in Alabaster, Alabama.

The order was prompted by citizen complaints concerning fundraising tactics, including one Mississippian who received approximately 60 solicitation calls over the past four months. According to a sworn affidavit from Rankin County:

?On or about March 10, 2003, after having been called approximately three (3) times on that day, I stated to the Dytel caller that ?I am sick and tired of being repeatedly called and that I want to be placed on the ?Do Not Call List.?? In response the Dytel caller said, ?What are you going to do about it? It won?t do any good.? After realizing that my repeated requests to be placed on Dytel?s do not call list were not only ignored, but caused further harassment, I decided to contact the Mississippi Secretary of State and file a complaint.?

Other citizens report being ?harassed? if they chose not to contribute.

In the most recent financial information filed with the Secretary of State?s Office, the National Association of Veteran Police Officers reports raising $1,042,633 in 2001. Of that amount, 65.5 percent was used to pay professional fundraisers; only $311,504, or 30.4 percent was used for charitable purposes. It is unclear how much, if any of the charity?s activities benefited Mississippi police officers.

The Better Business Bureau recommends that 65 percent of a charity?s receipts be used for charitable purposes, with no more than 35 percent used for fundraising and administrative costs.

East Coast Productions signed a consent agreement with the Secretary of State?s Office in August 2002, admitting to violating state law by employing an unregistered fundraiser. The National Association of Veteran Police Officers signed a consent agreement with the Secretary of State?s Office in September 2002, admitting to violations of state law by having an unregistered fundraiser solicit on its behalf.

Each group may face fines of up to $25,000 per violation of state law, Clark said.

Clark warned that Mississippians should exercise caution when approached by so-called ?badge organizations? soliciting donations. Donations to some groups, like the National Association of Veteran Police Officers, a 501(c)(4) organization under the Internal Revenue Code, are not deductible as charitable donations for federal income tax purposes.

The Secretary of State?s Office enforces the law governing charitable solicitations in Mississippi. Citizens with questions or complaints may call 601-359-1633 or 888-236-6167.

I answered when this number showed on my caller ID.  Says he is Matt from AL  State Police soliciting charitable donation/s.  When I told him I was no longer giving to ANY charities who contact me by phone (and I get numerous daily calls), he hassled me about calling out of "respect", and accused me of interrupting him.  I asked him not to call again, and notified him that I would report his as harassing calls if he called back.  Wonder if he works for Dytel a telemarketing group who keep the majority % collected for charitable donations for worthy groups (search Dytel on the internet)?  I've had too many calls and will no longer give to anyone who insists on calling.  this has gone beyond irritating.
