This number calls my cell - I dont answer unidentified numbers - and before it is even done ringing on my cell, my land line phone rings with the same number. They never leave a message.

I think it's a bill collector or a scammer. They start screaming that you owe money but they don't give you the name of the company they are calling from just ask for you to give them a credit card number to pay a debt
