I have received calls from this number for a year now. They ask for someone by the name of Andrew Atero to call them back during normal business hours, which they don't announce, and reference account number 11538616. I then call back the number to tell them that I am not Andrew Atero and please don't call anymore. I speak to a different person each time, and they continue to call me regularly. I cannot get them to stop and I am on the "Do Not Call Registry". They don't ever say who they are and when asked will not answer except that they are collecting an outstanding debt.

Caller asked to have a relative phone them about an account number.  We have had a good number of these calls for different relatives and even some for son's ex or ex-mother-in-law over the past several years.  We ignore.

They have been calling me and honestly, only wanted to return the call from the phone # that they have.

Although they say to call during business hours, they don't give you that on the message, so hmph... it took me until today to call them.

Yes, I do owe on this collection. It's a non-medical bill. I asked if they had sent paper bills and he said that had sent 2 last year.  He said he could send the bill to my email -- OH NO WAY will I give you my email addy.

So, I asked him to send another paper bill and that I would pay attention to it.  He asked me to confirm my street address.

Dude was actually pretty OK as debt collectors go.  I've had some that wouldn't let me get off the phone to go to the bathroom.

FCC Adopts Anti-Spoofing Rules Implementing Truth In Caller ID Act

Implementing the Truth in Caller ID Act passed last December, the FCC adopted rules prohibiting the fraudulent manipulation of caller ID information.  These so-called anti-"spoofing" rules track the statutory language to prohibit any person from "knowingly transmit[ing] misleading or inaccurate caller identification information with the intent to defraud, cause harm, or wrongfully obtain anything of value."  The Commission also released a report to Congress recommending additional legislative changes to strengthen the spoofing protections.

Check back later for additional analysis of the orders, but in the meantime, we will hit a few of the highlights.

In the Report and Order, the FCC largely tracks its proposal in the NPRM.  The Commission prohibited the "knowing" transmission of misleading information with an intent to defraud, and clarified that to be liable the person possessing the fraudulent intent must also cause the transmission of misleading information.

Notably, the FCC adopted its proposal to take direct enforcement action against entities that violate the rules, even if those entities are not Commission licensees or holders of Commission authorizations.  This side-steps the "warn first" regime that applies to other violations.

The Commission denied the Department of Justice's requests to extend liability to VoIP providers not meeting the FCC's existing definition of "interconnected VoIP" service and to impose additional verification obligations on third-party spoofing providers.

In the Report to Congress, the FCC recommends several changes to strengthen the Act, including expansion of the Act to reach non-interconnected VoIP and to address text-messaging services.  As summarized in the Report, the Commission recommended the following:

Legislative recommendations include clarifying the scope of the Truth in Caller ID Act to include (1) persons outside the United States, (2) the use of IP-enabled voice services that are not covered under the Commission?s current definition of interconnected Voice over Internet Protocol (VoIP) service, (3) appropriate authority over third party spoofing services, and (4) SMS-based text messaging services.

Hey Widow,
Call them back, tell them the person is deceased (and NO other information).  You do not have to identify yourself.  You do not have to give them an address, or anything else.  Just tell them that the person is deceased, so you want them to immediately DECEASE their phone calls as this is now your phone number.  Tell them you know your legal rights, and will take them to court for each infringement on their part.
You can follow up on this with a letter, and they cannot ever call your number again for this account.  If they do, and you record it with date and time stamped on the call, you can take the to small claims court and sue them for around $1500 for each letter and call they have made after your letter.  Well, they might have the right to make one last contact attempt after they receive your letter, but I am not sure they have that right if the person is not you they are after.  I do know you do not have to prove the person is deceased, that is their job to find that out.

Don't let the harass you!

I just called them back.  A Latino woman answered immediately, but did not identify herself nor the company.  Just "Can I help you?"  I said I wanted to know why they called my number to which she asked the number (as if they don't have caller ID!)  I offered the reference number they left on the recording.  I told them if this is a scam I will report them to the police.
Turns out it IS Marigold Financial located in Riverside, California.

I told them I do not owe any old bills.  Well, they informed me that there was a balance owed after insurance paid on a hospital bill from the year 2003.  It is for a little over $60.  Then she wanted to know if I wanted to settle this account at a reduced amount.
It took a lot to not laugh at her.  Are you kidding me?  Did she really think I would give her ANY money over the phone for a supposed hospital bill balance that the hospital never bothered to mail me a bill for in the last eleven years????!!!!

My advice to others is to call this company back when they leave their recorded message.  Find out what they are claiming you owe.  She did not offer anything but the dollar amount and the name of the hospital.  I asked her what the date of admittance was, and the actual hospital account number (which is different from Marigold Financial's account number).  I made it clear I do not owe this money, because I sure am not going to reactivate some stupid old account with statements making it a current account.

I told Marigold to mail me the bill, and I will take it to the hospital myself to inquire about it.
I live in California, and after 4 years from the last date of activity (a payment usually) no entity can take a person to court for a bill.  After 7 years that bill cannot be put onto your credit reports.  There is nothing the hospital nor Marigold can do to me legally about this bill.

I do pay my bills, and on time.  But I am not going to pay a bill that was never presented to me after 8 years.  That is negligence on the part of the hospital, and pretty damn bold for them to try and collect it after 8 years!   I've lived at the same address for 20 years so I know they could have mailed me a bill in all that time.
Oh, Marigold claims to have sent me two bills in 2010.  They did not.  I should have asked them to send me a copy of those bills.  So, they LIED.  If they post this on my credit reports I will sue them for each infringement.  That would be very nice to collect thousands of dollars from these scavengers.

I received 1 phone call from a 562 area code but i was unavailable. The phone number that called left a recording message to call 877 442 4162.  Also saying it was not a marketing call.  Why they are two different area codes is a mystery.  The name they left wasn't for me so I did not call back.

Calls from this # are almost daily.  It is a recording, asking for a specific person who is deceased.  They always leave  this #, 877-442-4162.
Due to the rising # of scams being perpetrated I do not return their call.
They always say "this is not a marketing call".
Does any one have a suggestion?

They state that it's not a telemarketing call when they leave a message on vm. They called from a different # 909-217-3879 and left a  stating to call 877-442-4162 .  Crazy whoever it is there very tricky to use a different # it has to be a collection agency.
