Elements of Wire Fraud with advance or payday loans:

Wire fraud is very similar to regular fraud, except that it takes place over phone lines or involves electronic communications. The legal definition of wire fraud has four elements:

The defendant created or participated in a scheme to defraud another out of money;
The defendant did so with intent to defraud;
It was reasonably foreseeable that the defendant would use wire communications; and
The defendant did in fact use interstate wire communications.
For the purposes of wire fraud, ?interstate wire communications? could mean telephone calls, electronic communication such as fax machines or the Internet, or even television.

Debt Collector
I've gotten an automated call at work the past two days from STP Group, stating I need to call them back at 877-769-3058 regarding File # xxxxxx. Multiple attempts have been made to resolve this legal matter, if we do not hear back from you today we will recomment to our client that they persue further action against you. I did not call them back. Now, I'm wondering if someone hasn't opened an fraudulant account in my name. My wallet was stolen last year, and now I'm getting stranger debt collectors calling that were not on my credit report last year. Guess I'll write letters to the credit bureaus to get them to investigate it.

Debt Collector
I've received messages on my phone from the STP Group about a "serious personal matter" that I supposedly need to contact them immediately about but the number is 855-326-2538 in the message and in my incoming calls. They give an account number that sounds kind of like a ticket number from a court, but most of the message is automated. This type of harassment is why I avoid answering my phone and keep my voicemail clear for messages.

I received a phone call from 1-877-592-9895 stating that I need to call them back by the end of business yesterday Nov 5,2012. I did return the call and the woman a Miss Jordan tells me that back in August 2007 I supposidly took a a payday cash advance from Cash Net and wrote a bad check and I need to set up payment arrangement or I will be served with papers. They offered me a pay down amount from over $1,000 to $650 or something like that. My case number in FZ2991. Phoned the local magistrate he stated it is too far out to try to collect now and advised me not pay anything. If they call back just hang up on them.

The Federal Trade Commission (FTC), the nation's consumer protection agency, is warning consumers to be on the alert for scam artists posing as debt collectors. It may be hard to tell the difference between a legitimate debt collector and a fake one. Sometimes a fake collector may even have some of your personal information, like a bank account number. A caller may be a fake debt collector if he:

is seeking payment on a debt for a loan you do not recognize;
refuses to give you a mailing address or phone number;
asks you for personal financial or sensitive information; or
exerts high pressure to try to scare you into paying, such as threatening to have you arrested or to report you to a law enforcement agency.

If you think that a caller may be a fake debt collector:
Ask the caller for his name, company, street address, and telephone number. Tell the caller that you refuse to discuss any debt until you get a written "validation notice." The notice must include the amount of the debt, the name of the creditor you owe, and your rights under the federal Fair Debt Collection Practices Act.
If a caller refuses to give you all of this information, do not pay! Paying a fake debt collector will not always make them go away. They may make up another debt to try to get more money from you.

Stop speaking with the caller. If you have the caller's address, send a letter demanding that the caller stop contacting you, and keep a copy for your files. By law, real debt collectors must stop calling you if you ask them to in writing.

Do not give the caller personal financial or other sensitive information. Never give out or confirm personal financial or other sensitive information like your bank account, credit card, or Social Security number unless you know whom you're dealing with. Scam artists, like fake debt collectors, can use your information to commit identity theft ? charging your existing credit cards, opening new credit card, checking, or savings accounts, writing fraudulent checks, or taking out loans in your name.

Contact your creditor. If the debt is legitimate ? but you think the collector may not be ? contact your creditor about the calls. Share the information you have about the suspicious calls and find out who, if anyone, the creditor has authorized to collect the debt.

Report the call. Contact the FTC and your state Attorney General's office with information about suspicious callers. Many states have their own debt collection laws in addition to the federal FDCPA. Your Attorney General's office can help you determine your rights under your state's law.>

"a civil complaint ... filed against you in my office" is mumbo-jumbo that's quite irrelevant. It's not even legal mumbo-jumbo. A scam.
