I've recieved calls all week from this number.  My answering machine answered it the first time.  It did but leave a full two minute message . It told me a representative would be with me shortly.  Then I was next in line and then the most awesome hold music cut out and it hung up. It did the same thing when I answered. I was trying to get century link in stalled but it never worked.

This IS NOT QWEST they are scammers trying to get your social security number, DO NOT GIVE ANY INFORMATION TO ANYONE THAT ASK FOR YOUR SSN ON THE PHONE. Any legitimate company that is trying to collect a debt will use the US Mail to contact you. DON'T BECOME A VICTIM OF IDENITY THEFT.

I gat called from this number and they said they were connecting me to another party, instinct told me right off this was a crack call from who knows, so I hung-up.  Just a half hour before someone else called me saying they were a business called KSORD Technologies, a complet stranger who said he was servicing my computerr software and would I allow him to remotely access my computer?  A complet stranger accessing my computer? - HELL NO.  I have to wonder if the 2 calls were related.

Heh...just went through the voice messages (what few of them) they bothered to leave.  Definitely a bill collector, but booooy are they sloppy.  Unsurprised that they're doing the things that they are.

If you owe the bill, try to pay it through your CenturyLink bill they sent you and as soon as you can.  Don't deal with these jokers.

If you don't owe a bill, contact your State's AG and file a complaint.  Keep a running log (easy for me...mobile phone...note my remarks earlier...this might not be pretty for them...) of when they called, including the date, so you can work on possibly taking them to court.

As a public service reminder for those that are getting these calls:

The FDCPA applies to *ALL* third party debt collection activities.  If it's a company hired out to collect a debt of any kind even those not yet deemed to be in-arrears or charged off, it's a third party if they're not the original creditor.  They can claim whatever they like, including being that creditor, but in the end, it's a third party.  With all that this entails (Claiming you're CenturyLink is a violation of the FDCPA.  Claiming you're CenturyLink is a violation of most State's debt collection laws (Misrepresentation of yourself...).  In some jurisdictions, it's also deemed a Deceptive Trade Practice with all that this entails.)

Any calls made from an "autodialer system" (which includes PBXes and Smartphones...) that are made to a mobile phone without express written consent (It's been held that a contact number given does not provide express written consent to contact you about this aspect of things...) is a violation of the Telephone Consumer Protection Act.  Being a debt collector does not exempt you from this.

Calls must be made in reasonable time frames (8:00a-9:00p at your current location, Monday through Friday)

Calls cannot be made repeatedly (once a week is generally held to be legitimate- more than that...heh...)

Calls cannot be made to a third party except once to determine if they can give you new info on the debtor's whereabouts.

They cannot inform a third party of the debt.

Calls cannot be made to your work number if they've been informed that your employer disapproves of such calls.

They must send a written notice of the debt to you (Most of them fail this one...)

Any of this sort of activity violates, at minimum, the FDCPA, possibly the TCPA (depending on actions), and very probably your State's laws concerning these actions (Texas, for example, takes a very dim view on all of this...).  This is not legal advice, but statements of fact.  If you have an issue regarding this or any other collector in this space, please contact competent licensed legal counsel.

I strongly suspect that CenturyLink's hired final billing work to a sloppy bill collector.  The person earlier claiming to be a former employee as of December of last year probably has the rights of it from what I've been able to ascertain.  Yeah, I owe a "final" bill to CenturyLink, but I moved to a new house kind of forcibly (Landlord sold it out from underneath me...)- you'd think they'd move the bill over.  United Power and Source will move their "final" bills over in about two months with no concerns or issues because they figure it out (even got told to do that by the reps on the last move...).

As you say, though...  They can use you giving the last four of your social, your prior address, or both- but full SSN...don't give it out, even if you do owe a bill.  Bad mojo- they should have your SSN in hand if it's a legitimate debt.

Sorry, any THIRD PARTY collection action is subject to the FDCPA- period.  It can also be subject to the varying State laws regarding collection actions.  Hint: If called party resides in more than one State, you can be subject to one of several.  Worse, if you are a business calling outside the permission given by the person (a contact number has been held to not be express written permission) to contact a number and you're using a PBX, Smartphone, or similar, and you call a MOBILE number, you violate the Telephone Consumer Protection Act out of box.

Violations of the FDCPA are $1000 per pop.
Violations of the TCPA (applied separately) are between $500-1500 per pop.

Violations of the various State laws can have teeth.

A violation of Texas' Debt Collection Act has a minimum $200 per incident statutory damage on top of whatever else might be applied separately.  The FDCPA and TCPA would be also applicable separately.  That's up to $2700 per call.  Now...it should be noted that a violation of the Texas Debt Collection Act is a violation of the Texas Deceptive Trade Practices Act.  It should further be noted that knowing violations of this law (as in you knew you did this not that it was a violation of the law) is an automatic trebling of the actual (which includes statutory) damages.  A willful violation of it (which would be what this is...) opens you up to exemplary damages, which could be applying the actual damages twice over or worse, and then they're trebled.  Each call in violation of the law can cost a business as much as $16,200, PER CALL.

Now, you say...not in Texas.  Well, this poster lives in Colorado (long-term consulting gig...) AND Texas.  So, you violate the State laws of either state in that context by a call like this.  Again, you say, they're not in Texas so you can't pursue them.  Wrong.  Enough calls, and you exceed the floor for Diversity jurisdiction in the Federal courts.  All these state level remedies (which all of them would be, even the two federal laws in question...) get to be applied at the Federal level in a reasonable jurisdiction of your choice.   I can, when the damages exceed $75,000, drag someone into a Federal court and apply Texas law to them.

It may not be a scam...but it's definitely not as you're describing and it's VERY illegal.

Please, please, please do not give your SS# or birthdate to anyone on the phone or email - EVER!!!  This is considered PII data (personally identifiable info) and companies who collect and store this date are required by law to secure and protect the data. They are audited to ensure they have adequate security around this data. If they do not secure it appropriately, they are fined: heavily and subject to further Govt audits and all sorts of public shaming.

A company should never ask you for this over the phone or in email because this will violate security or confidentiality controls. If a company or one of their reps asks you for your data, remind them that this is protected PII and ask to speak with a supervisor or simply hang up.  Legit companies are well aware of these rules/regs.

If you think a call may be legit, ask for the persons name, company they represent and a phone number where you can call them back. A legit company will provide this: they  may not like it or they may be rude but who cares. Take rude over getting scammed and protect your info!

Got a call and it said to wait for a rep. She asked me to verify my address about my Century Link account and final bill. I had a funny feeling about it so I said I don't know which it would be under, finally I gave her my old address. She didn't have it in the system- it was the only one we used for that service. She said she would generate a bill and send it to me, then she came back on and said it didn't work and I needed to answer her security questions. Meanwhile I asked my husband and he said he took care of it all. I told her that and she said okay have a nice day. Sounded fishy!!

They call me twice a day asking for someone not living at my home or using my services.  I asked to have my number removed from their list only to have them call again several hours later.  At this point I said if I receive another call I will be reporting it to the police.  Decided after looking up the number on Google, to report it anyway.

THIS NUMBER CALLING YOU IS NOT A SCAM. Up until about 2 weeks ago, I was employed by a collection agency called EOS-CCA located in Denver, CO. This company was hired by Qwest (now Century Link) to do "Final Billing" for Century Link. When you had their services and then cancelled but there is still an outstanding bill on the account, Century Link sends it to us to collect on, and technically since it's not in collections they don't have to abide by the laws of the FDCPA. So they can call you as many times a day as they want. I will not deny that EOS is a terrible company. I don't regret quitting. Their employees aren't of the highest pedigree and they are likely to break the rules and make you feel weird. But they do have to verify your address (You telling them what it is) or your SSN in order to disclose any information to you. That is Century Link's rule. If you really don't want to pay and you don't care if it goes to collections just tell them they have the wrong number. You have no idea who that is.

A rep answered the line after about a 5-minute hold. She said I owe them $107.00 for internet costs even though I closed my account two months ago and received an emailed confirmation that I actually had a negative balance after all was said and done. By the way, I still haven't received a reimbursement check for that negative balance from them. She asked for the last four of my social and then told me the mailing address she had on file (it was correct). She was also able to confirm the last payment amount that used to be automatically debited from my checking account when the service was active. I told her to mail me this supposed final bill so that I could dispute it. She said she would send it to the mailing address she verified and to call the number on the statement if I had any questions.

Typical Qwest (now "CenturyLink"). They never have been able to accurately keep their billing records. Had same trouble with them years ago, and should've known better than to give them another try--just because they call themselves something else.  Most recently, they made an erroneous charge on my statement, admitted their mistake and stated they would clear it from my records; then, proceeded to charge me late fees, which compounded over the next (almost) one year.  The most incompetent billing department I've ever encountered.  I've got a credit score of one point short of the highest possible, so I'm quite responsible about paying my bills--when they're accurate.

So, I got a call on 7/25/2013 08:43am, person asked me for personal info to look at my account for the final bill. HA!

I had called Century Link on 7/22/2013 to pay my final bill on the account that I closed.

The guy on the phone was kept on asking for Social, and My address. I told him he could send me a bill to whatever address he had, since I had forwarded my mail... "ah, no no, we can't do that!", Sure you can, I get bills in the mail all the time, I don't get calls asking for my info to pay bills, I get paper bills... "no no, that won't work!"

Hung up on him.

Later, received a recorded message, requesting a call to 877-818-1823... Called the #, it said it was "century link" but don't believe it!! Always call the phone number on your regular bill!!
