Here's your lady running this operation... http://www.houstonpress.com/2000-04-06/news/officials-probe-refund-collector/ . This article is from 2000, and Karyn A. Ward is still in operation 12 years later!! Plus, she is also operating under several different company names. Karyn A. Ward CPA, Asset Recovery Bureau, and Refund Advisory Corp. It seems that once she accumulates too many negative online reviews that she switches company names and 800 numbers.
DO NOT CALL OR RESPOND TO THE LETTER! It is in regard to your HOMESTEAD EXEMPTION that you may qualify for. Simply go online to your county's tax appraisers website and fill out the exemption form OR visit your county's tax appraisers office. It is super easy to do it yourself! Do not sign away your money to this lady!

They are asset locators that will ask for 50% of YOUR money for telling you where it is. Check HUD, the appraisal district in your county for property tax overpayments, and unclaimed property databases in your state. These are all free searches. NEVER pay ANY company more than 10% for helping you in this way. It is not a scam, but it is morally wrong for them to ask such a high percentage. Do your homework and research this yourself.

My parents received the same letter a week ago. I did some research online and found this.
http://www.complaintsboard.com/complaints/capital-recovery-c126913.html
It basically says that you probably have a refund from pmi you paid on a fha loan in the past.

I rec'd few mails in the past saying Unclaimed recovery refund (this
>> time is $2k+) from one or several Texas public offices.
>>
>> It asks me to call 877.862.0013.
>>
Has anyone worked with this place? Is it a scam?

me too, I spoke with a guy there claiming he knows of several thousand dollars that is available to me and that it is from 'a state agency' something to do with property tax. The letter I received from them says Capital Recovery Bureau. They want 50% of the money the can collect.
I'll review my property tax records but will not do business with them.

These people keep calling me telling me I need to come to their office since they have collected a debt for ME!!! I highly doubt it. I've lost my wife of 3 years last January and have assumed custody of my stepson. I've had to pay funeral expenses and legal fees in the custody case for my stepson. Child support has not kicked in yet while the state goes though the proper channels. I could certainly use the money, but I know nothing comes without a price. I would like to know who these people are.
