They called me at my work from 760-724-2004.  I repeatedly asked for their mailing address and the guy would NOT give me any information.  He rattled off a SSN that wasn't mine and then a home address that wasn't mine.  He said his name was "Don Williams"  ... I laughed in his ear.  He then said he was going to send a FAX for verification of my employment to my HR Director.  I laughed again and said go right ahead.  Little does he know that I AM THE HR DIRECTOR !!!  LMAO ... What a bunch of idiots.  I told him "nice try fella"  and hung up the phone.  I traced the number back to Vista, Ca.  I called the number back and a latino guy answered.

File # 38-323 with the name of Samuel Fields. clearly not the same number or the same ATTORNEY, or the same case number.

Some more thoughts on this 1-888-212-9884 company in NY...

From what I understand, a debt collector/credit company can garnish your wages and a few other legal actions in order to collect their money.  However, they do not generally do this for relatively small amounts of money owed.  3,000 dollars, may be a lot of money to the average American, yet to a credit company/collector, it's small potatoes due to the fact that lawyers must be used along with long trial procedures.  All of that requires money to sustain on their part, and they have no guarantee they will get their money in the end if they do take you to court and attempt to garnish your wages or etc. So, if you have a small debt like 500 or 1500 dollars, do not sweat or worry about these scare tactics by this Progressive company in NY.  Such small amounts of debt would actually cost them too much in the end compared to just writing off the debt to begin with.  Legit collectors and credit card companies will always focus in on the big debts owed them before focusing in on the relatively small ones.

However, I must state that if you owe a very large amount of money, say above 15,000 or 20,000, a legit collection agency or credit card compnay, could, in theory, go after you.  It would depend on what value (equity) you still had at the time.  If they find out you got a fully-paid for SUV or Mercedes sittin in the garage, they could become curious.  

I forgot to add this...  A collection agency is not allowed to tell a 3rd party about your debt.   This means neighbors, relatives, friends, or employers.

Debt collectors are not allowed to threaten you or give an indirect threat either.

Beware Progressive 1-888-22-9884 using recordings on their scare tactic telephone calls.  They will try to get at you or even your relatives (some of whom are tricked by Progressive into paying the supposed debt)  These are major league scam-artists.  BEWARE and avoid them!

The only way you can stop a debt collector like Progressive is to record them on the phone doing this and present it to authorities or lawyers who know how to take this down.  Just so you know, in most states,you have to inform people that they are being recorded on the phone if you are recording them.  I think Nevada has a loophole in this law though (not totally sure)

I keep getting e-mails from this Home Affordable Program, eligibility@homeaffordableprograms.org  
They say I have been approved for assistance with my mortgage.  Includes approval numbers and web pin.  Only thing is I do not have a mortgage, PTL    
We are having problems with some folks that bought, or I should say have been buying for 5 years  my husbands business and have a land contract on a home we own on the same property.  They have been making money with our machine shop for 5 years and 9 months and haven't paid us a dime for the last 9 months.  They were suppose to pay us off last Dec., the balance on the business, but say they could not get the120,000.00 loan.   Said they wanted an extension, so we went to an Attorney to get it drawn up. At great cost to us. They then didn't want it and just stopped paying anything.  It is costing us a fortune in legal fees.  We said we would take the inventory back and let them out of the contract, no deal.  We offered mediation with a pastor, no deal, we have tried very hard to settle this problem even offering to give 1/2 off the loan.    Now I am just hoping these folks haven't taken a loan out on our property.  It would be illegal, but that doesn't seem to matter to them.  They say they will just go bankrupt and our business will be sold to pay any creditors they may have.  They made over 250,000 in just one year with our business, I can't see how they can go bankrupt.  Looks like bankruptcy can be used to steal from innocent people.  These folks say they are Christians, but in reality they are the kind of people that give Christians a bad rap.  We are Christians and Christians don't act this way, At least they shouldn't  It has been a real eye opener.  Justis in this County has really taken a turn to the dark side.  Really looking forward to Jesus coming back.

I got a call from a Bob Winters from this company. He claimed I owed over $5,000 from a check that bounced almost 2 years ago. He said my bank wouldn't release the funds and they need payment today. First of all, why was I never contacted by my bank about this? Second, at the time I didn't even have that much money in the bank, why the heck would I write a check for almost 5 times what I had? I asked if it had my signature on it and did they have a copy of the check, because the so-called check was never returned to me. He THEN claimed it was an electronic check that was done through e-bay.

During that time, I had my identity stolen and someone opened a paypal account in my name and tried to buy a bunch of stuff, so I figured it was due to that. I told him that and he acted like I was lying.  He said his client needed to be paid, no matter what the situation and asked why this identity theft case was never delt with. I told him it WAS delt with, through my bank and through the credit bureaus. I also tried to file a police report but LAPD wouldn't help me with that. He said I had until the end of the day to get "proof" from my bank of this identity theft. I have a feeling he just wanted my bank info, and if I sent anything with my account number to them that would have been BAD.

I went online and googled the number he called from and got not only this site but tons of others. All my identity theft stuff was taken care of. I should not have to pay anything and the things he claimed are definitely not legal. He said it would cost more than the $5,000 to fight this, and most likely I would lose. He also said if it goes to court I would have to go to New York (I live 3,000 miles away). LIES. All of it was lies. He wasn't as rude to me as some people but it still scared the hell out of me.

Progressive Portfolio Management (PPM) is a fairly new company collecting on debt that is out of statute, meaning by law you the debtor do not have to pay this debt at all and PPM knows it.

PPM (scavenger) will try anything in order to get you to pay this debt from calling your ex-wife or husband stating he/she was listed on the debt and maybe your ex (you) foridge their signature and now they owe a potion of the debt, at the same time telling your ex they need to sue you in order to get their money back.  This is all in an attempt to get the debt paid by any means.

PPM specialty is calling mothers of the debtor threaten jail of their child or law suits so that your caring mother is so upset, tells you, so that you will call in and now they got you.  Your number appears and now they can look you up by a reverse number search.  One of there tactics is muting the call so that everyone in the office can hear the frantic debtors cry and scream in shock of this debt hoping that they can get some useful information.  

Don?t forget YOU DO NOT HAVE TO PAY.  Check the date of the debt, do not admit to the debt, ask for paper work, and take notice of your state statute of limitations laws of a debt and then tell them to kiss your, well you know.

One other thing they just hired a lawyer. In the beginning of the company the lawyer they had quit because PPM was doing to many questionable things, such as telling debtors they had to pay or they would get suede, not the case, unless you admit you owe this alleged debt or paid on this alleged debt which means you agree you owe.  Now they have hired another lawyer just so they can use his name as a scare tactic don?t let him intimidate you just get your own lawyer who will be happy to take this case especially if you tape the conversation.  Guarantee PPM will say something that will benefit you and your lawyer.

By the way the web site does not represents them at all take a trip to the office. Google the owners name or do a background check on him. WOW!!

Whoever this is called a few times.  They wouldn't say who they were, just PPM.  They wouldn't say why they were calling.  They started verifying identity.  When SSN info came up, I hung up.  Called back and told them I wasn't at home but got their info.  Caller identified himself as John and gave me a file number.  Doesn't seem legit.

In case you guys don't know, this is an extreme scare tactic debt collection agency at 1-888-212-9884.  They tend to contact relatives of the person who has a really old debt on record and attempt to instill fear or apprehension.  They threaten that "lawyers will be involved" or even "possible arrest for failure to pay a debt" (which I stated is always a very old one to begin with, usually at least 3 to 4 years old)

In case you do not know:

In the USA, you cannot go to jail or be imprisoned for a debt or failure to pay a debt such as a defaulted credit card balance.  This is not 19th century Victorian England anymore.  Failure to pay credit debts simply results in bad credit histories and NOTHING MORE! Bad credit is enough of an albatross to have to contend with in life.  Being lied to and scared into thinking you are going to jail is totally unnecessary, illegal, and utter BS.

It is borderline illegal what they are stating in some phone messages.  You can't threaten jail time for someone unless it is possible.  As I said, you cannot go to jail for an unpaid debt.

The statue of limitations varies in each US state regarding payment for unpaid debts and how and when the collection agencies can go about getting their payment.

Collection agencies do not have the right to do anything they want in getting their payment.  They have rules and laws to obey.  You are not totally defenseless and without laws on your side.

Also, be aware, that this collection agency has been known to charge more than then what is allowed.  One person was only suppose to pay a total of $3,500 dollars on a 10 year old debt, yet the Progressive collection agency added another 5,000 dollars on top of that during the scare tactics on the telephone.  You see, the agency did not openly disclose that the person only owed 3,500, but rather "he needed to send $8,500 to make things well".  This is the most wretched group of people you may encounter under the guise of a company supposedly doing the right thing.

I suggest you contact a lawyer or trustworthy finance person about this and DO NOT SEND THIS AGENCY any money or payment.  Once you send them one penny, you reopen the debt and make the debt reappear on your credit score.  Do not engage them unless you want a headache and to be scammed.

Yep, they tried the same scam on me.  Said they were collecting a debt of MRS. JOE and since Texas was a community property state I was responsible for the debt.  I have never had a citibank account and the SS# they said was on the account does not belong to me or my wife.  They said it belonged to Mrs. JOE...since when does the SSA issue numbers under MRS anything?  I believe they just did a people search and tried to find any sucker to fall for their threats. They threatened to sue for fraud...what?  I told them to "bring it on" in writing please as I need the documentation for my lawsuit against them. Hey, if they call back, dont get mad, or use abusive language as they are trained to ignore it, just calmly and kindly start inquiring about their lingerie preference.  Dont say anything slanderous just try to calmly find the one thing that pushes that particular collectors buttons and run with it.   It's really lots of fun...remember unless you make a payment on a debt that has expired they have no legal recourse, but if you even send 1.oo you have effectively brought the debt back to the current status and all bets are off.  If you cant keep calm, just hang up until you can get your thoughts together.  KEEP YOUR WITS ABOUT YOU.  Remember it is illegal to record a conversation unless they tell you in advance that the call is being recorded and receive your permission. A person from this phone number called a relative of an in-law and said that they were inquiring information about me for Progressive Auto Insurance that had something to deal with an auto accident I had several years ago.  This is unlikely since all my auto accidents have been resolved and closed for several years.  Don't give this person who called themselves Mr. Brooks who works for Progressive any information!  If they were legit, they would contact my insurance co. direclty.

July 31, 2008 Got a call from this company "PPM Associates" stating I had an outstanding balance with a credit card company from ten years ago then it went to five years ago when they talked to my husband. I asked them a lot of questions, and started to get upset they started to get aggresive with me so my husband got on the phone and got different information. SOMETHING HAS TO BE DONE!!! My husband started to get aggresive with them trying to get more information from them an they kept changing the story an would not give me details. when I asked for more about the debt they even hung up the phone. He called them back and the person he was talking to(Keith Mallon) would not get back on the phone with him. One of the other A** at PPM said he would have to call back in the morning. So my husband started to do some home work. He went to Freecredit report.com and found that we had no outstandig bebt and even called a few banks ......... so check your self before you pay anyone money........... takes to long for us to make it so don't give it away to them.

Everything this company does is illegal.  They are working on deliquent paper that can not and should not be collected.  The term you want to use on them is "OUT OF STAT" They are trying to make a nickel.  You should ignore their calls and call their bluff.  Do not pay them a cent and contact your Attorney Generals office.  File complaints about them and make sure that you mention that they are in VIOLATION OF ALL FDCPA LAWS.  Advise any callers from the company that they are on notice and they are not to call your number anymore or you will sue them.  Any calls made after you ask them not to call are in Violation of FDCPA.  Request that they contact you and make any further communication via mail.  Consult your local counsel regarding FDCPA violations.  Any proven violation pays out 7-12k per violation.   This company preys on the ignorance and misfortune of people.  I myself recieved a call from the Bob Winters mentioned before and once I spoke up and he relized that he could not scare me he has resolved to sending letters.  He transfered me to Ms. Smith-the alleged lawyers assistant-they made numerous threats regarding a debt that is over 12 years old.  Furtunately, I knew that the Statue of Limitation on the debt was expired and addressed the situation with certainty and also explained that the bank collected on the security of the debt.  Just want to share with those who may not have all the facts of how Collectors sometime work so that you do not allow for this company to scare you out of your hard earned money.

What's the connetion between this company and Pelsinger? Most attorney's offices don't have a bunch of people in the back ground making calls. It sounds like a telemarketing firm with all the noise. I got quite the threatening tone from Bob Winters. There must be a training facility that turns these people into a***oles (pardon my French). He used the same two phone #'s listed above. They're harassing me about something I didn't autorize to have done 2 1/2 years ago.

Oh my it happened exactly as you all are saying. My mom received a call and they told her that I need to call immediately for I had a law suit against me. My mom called me and told me to call the right away. I did! Big mistake there on my part. Someone answered so quickly I couldn't catch where I was calling. The took my info and transferred me, I then gave my info again, of course transferred for the third time and AGAIN gave my information. I then was put on hold and the third person got on the phone again and said Hi I'm Suzan Messinger with KP ESQ Attorney at law and I am the litigation manager here and you are speaking with the right person now. She went on with her whole speach about how she has drafted up papers with the police department in my area and they are being sent out in an hour to arrest me I was asking why, she ignored me and kept on with the threats. Finally after what seemed like 30 minutes (but was actually only a few) she told me what the call was about. She asked if I knew who Citi bank was? Uh yeah I do. She mentioned they are pressing charges against me for frauding a banking institute. What? That's all I could say. She said I have never paid them and I thought I had but this bill was from 97-99 I know 9 YEARS AGO!!! Those two years were really hard for me I thought it might be possible. I asked if I could go home and get all my paperwork, no she replied. I have one hour to send my paperwork in and if you don't voluntary pay for this then you will be arrested. Let me remind you I am at work I started crying please don't. I have worked so hard on my credit. I look at my credit report every month to see how I can better improve it and I was thinking but it doesn't show on my credit report. But she was good and mean. I thought I was gonna pass out. Suzan so how are we doing this are we going to send someone out and Citibank sue you for fraud or would you like to voluntary take care of this. Barely speaking with tears and snot running down my face while at work I said of course I do. Okay then she said I have your credit information infront of me and know you cant afford it, you have had almost 10 years to pay so you have to pay in full who are you going to call to help, I again choked and said my mom. She called my mom and said your daughter is having fraud charges against her she has agreed to voluntary take care of this out of court but she doesnt have the funds so we are calling you to help. My mom said how much Suzan replied $10,770.and change. My mom gulped and said I don't have that much. Well let me see what our lawyers will settle for. Suzan then came back and said $8880.70 and that is as low as we can go. My mom paused and Suzan replied mam do you want to see your daughter arrested? Then you have bail to pay and lawyer fees? My mom quickly replied okay okay I'll pay. All this while I'm crying and panicking in the background and saying mom I am so sorry. I thought this was all taken care of. They took my mom's credit card info sent me a letter and that was it. I get home Tuesday night 1 day after this all happened and what do you know I have a letter in the mail from them a collection agency? WHAT? I thought this was a lawyer's office is all I could think. I quickly ripped open the letter and saw my REAL balance was $7,770.00 and they would settle for $3800.00 until July 1, 2008. WHAT I paid more than my balance. Don't you know I called them of course Suzan wasn't there. I called yesterday yep you guessed it no Suzan still. The man that answered was like didn't you call yesterday uh yeah but I need to speak to her, well she's not here. Well then let me speak to her manager. He wouldnt let me. He kept saying he could help me and said you can't you are her assistant and I want her manager, mam what is wrong. I firmly siad you can't help I want to speak to the manager. He again said what is wrong. My reply whats wrong you guys broke all the laws according to the attorney general, you ripped me off, and I want to speak to the manager. He rudely started yelling at me and said don't yell at me and don't threaten me. I said are you kidding me you guys can threaten innocent people then when you get threaten you get upset. I was placed on hold then Tom Clark claiming to be the VP got on the phone and asked why I was upset and crying. I told him. Well my computers are down so I will call you in an hour no matter what. (computers down, yeah okay) I faxed him copies of everything politely to resolve this issue together. Then a phone call right away from Misty Smith the Accounts manager. No help there. That was worse of. I told her my story and she told me I can't accuse anyone. I said accuse I'm not its what happend. Mam that is hear say. No it's not it happened. Whatever what about the letter that says I owe $3800. I want $5000 back. She replied you agreeded on tape recorder to pay more. I asked her why would anyone be so stupid to agree to that if they owed less her reply was well you did and you had the letter no not until after my mom paid out of distress. She replied well our tape will hold up in court so do what you got to do, why would we charge you more if you didnt owe it, why would we lie? Thats all she could say and then hung up on me.

I FELL FOR IT!!!! Please everyone here who has been a victim help me get my money back and help those who this could happen to. Call the Federal Trade Commission they are responsible to hold all financial institutes to be honest and fair but without multiple complaints they can't do anything. Make sure to give all names if you have them, company and personal. All addresses and phone numbers as well. I'm thankful most of you didn't lose your money but let's stop these scum bags.
