Not only that, according to the Uniform Commercial code you are liable for what you recieve. The word recieve in Legaleze means liability with is put on your shoulders when you sign or accept something which compromises you in anyway. In the Court room its called the burden of proof. You cannot win any Court case as long as the burden of proof rests upon you shoulders.

Debt Collector
Apparently these people go by a lot of different names. It shows up on my correspondence as ONGRC009, General Revenue Corporation.  I've been paying them $100. a month now for over a year, only because they kept harassing me, telling me they were going to have my wages garnished if I didn't pay.  Suppose to be a rehabilitation service.  Had a loan from Sallie Mae on a school,  to be paid off in 10 years. It has only been 7 years.  I had gotten in default, due to changing jobs which lowered my wages. I got a call, (many calls, every day, 2.3 sometimes 4 times in a day.
Anyway, suppose to make  their payment for 11 months, then basically they would hand over to someone else. My credit would be restored, and I could go back to school if I wanted. They also added on to this debt about $1500. for collection fees. And they would be able to charge me 23% interest.  LIKE HELL!    Its been over 11 months and they are stuck with me because I won't sign the letters  they want me to fill out, allowing them to take the payment from my bank account. They cant sell me off to another company without the papers,  Oh well.  They way I see it, you tacked on enough money to just keep me on for awhile. Make them actually earn some of that money,.
And I agree whole heartedly, these people no matter what name; or names they go under, they are very arrogant, rude and threatening to people

These people mailed me a collection letter from p.o. box 1099 Wixom, MI.   This was a collection for Washington Mutual Bank from a credit card I had with them.  Its was definitely before 2008 that I took out that credit card.  And WAMU is out of business since 2008 and was seized by the FDIC.  The FDIC sold the banking subsidiaries (minus unsecured debt and equity claims) to JPMorgan Chase.  No one bought the credit card debt.  But evidently?  Portfolio Recovery Associates, L.L.C.  thinks they own it.  They don't.  They are trying to recover a account that is beyond statutory limits.  (usually 3-7 years) DO NOT PAY THESE GUYS IT WILL START THE DEBT CLOCK FROM THE BEGINNING WITH THEM AS ORIGINAL CREDITOR (for a new 3-7years).  DO NOT WRITE THEM BACK.  DO NOT CALL THEM.  HAVE NO CONTACT WITH THEM.  If they try and sue you they will fail.  They buy this debt for 4-8 cents on the dollar.  The original creditors have already written off this debt.  Don't fall for their scam.

I received an envelope from the Wixom, MI address. I'll be sending that back to them unopened.  I monitor my credit bureaus like a hawk and I know exactly what I owe, how much and to whom. All of my debts showing on my bureau are still in the process of being paid off (house, just paid off the car, student loans, and a few credit cards with extremely low balances). With exception to one of my student loans, all of my debts have been incurred within the past 2 years.  Therefore, anything I'm getting from a collection agency will be for something outside the statute of limitations.  A lot of my crap debt I managed to do to myself were from 1998 to 2004. The last credit bureau I pulled on myself had my score at 754... that was a month ago.

I don't owe s*** to these folks.

This is portfolio recovery systems. They buy old collections accounts and try to trick you on the phone to admit you owe the money so that the statute of limitations on the bill starts all over again. People never tell these bloodsuckers you owe them anything. Can you believe they actually tried to get money from me for a 20 year old bill which was 15 years past the statute of limitations. Know your rights they prey on people who do not know the law. Same address different PO Box number. the PO box they use is 1099

Just received a "notice" from CDPRA 01 PO Box 1099 Wixom MI 48393.  Turns out it is from Portfolio Recovery Associates,  "Were giving debt collection a good name"  what a crap of bull.  They are trying to collect a debt from me of which I do not owe since I have never purchased anything from Victoria's Secret, let alone had any type of credit card.  They keep calling my house, good thing for caller ID since I don't answer any number I don't recognize.
World Financial Network Bank is who they are trying to collect for, good luck since this is not my debt.

Never call them back from your phone.  They will have it as a good number.   Use a public phone or on a smartphone a Spoof App which calls from a third praty # and displays the number of your choice on the caller ID.

Call block (i.e. *67) doesn't work as if they are paying for the call through a toll free # by law they get to see the number calling even when you try to use caller id block.

The best way to stop skip tracing is to not give out personal information to no one.  Tell your family to not give your number to no one who says they know your are your friend, etc.  Actually tell them to tell suspect callers that they haven't heard from you in a long time and you don't know where they live.

Get a app from your phone's app store to block numbers.  There are several good ones out there and they are pretty cheap.

Debt Collector
These Scumbag Debt Collectors don't give up - they will wait for you to slip up.   If you may have an old debt even after Statute of Limitations is over bottom feeders like PRA will still try to collect hoping you may be ignorant of the SOL or FDCPA.

Some good advice has already been listed in the thread like send back Return to Sender.  You can just write it in pen or a sharpie because the letter carrier can't "peel off the lable and force you to take it"  they have to send back any unopened mail you refuse to accept.   But realize if you owe a lot they may send a human to your house to serve you court papers if they believe you live there and that you have financial resources to pay.  They usually would have called your neighbors, etc first to see if you live at the address they have if you owe several thousands of dollars especially if it is over 10K.

Phone calls never seem to stop even if you tell them to and that the person is not at the number.  If you have a land line phone you could try one of the phone systems that lets you block #'s that you choose or if there are so many different numbers your only option may be to change your number and keep it unlisted.   Keeping it unlisted takes some vigilance as I have a client I am working with who is getting calls on a new and unlisted number from a Debt Agency.  I asked her if she gave the number to her power company and she said YES.   Never give a number you don't want to get out to any utility company or any company you have an account with that reports to credit bureaus.  Many Debt Collectors use utility companies to get your contact information.  It is really so easy.  They have your Address and Social Security # and call the power company posing as you asking to update the telephone # on file for which the company confirms your current # on file and BINGO they have your phone #.   You may consider getting a Google Voice # if changing your number and only give that # out.

If you have a cell phone and don't have a smartphone - get one.  With a smart phone you can use Google Voice to create a black list that will hang up on, or have false voice mail boxes with someone elses name as the message and they won't even ring through.  There are also several great applications which you can get in the Play Store on I Phone that will pickup and hangup on callers in your black list.

Never answer a call from someone you don't know/  Not just 1-800, 866, etc numbers but LOCAL NUMBERS.  Today's scumbag bill collector uses VOIP technology to call you using a number from your local area hoping you may pick it up thinking it is someone you know.  They do this because most people in debt don't answer the toll free or out of area numbers.  Screen the call but they are being tricky so they might not leave you a message.  You are best to go to the internet and check 800-notes, spokeo and whocalled.us to see if anyone else has info on the number.   If you find no reports that may be because no one else in your area code filed a report.  But if the information comes back as the number is from a telecom provider that is not the local telephone company chances are it is a VOIP or spoofed # and a bill collector is on the other line.  If you are curious who it is you can always use Spoof App to spoof another number to try to call them.  I like to use the local police department # to show up on their caller ID.  Once you find out who it is please report it to sites like this  to help the next victim of the Bill Collectors trick.

Also - NEVER post your address, phone number, etc on social media sites.   Keep your information private and only show it to people in your family or close friends circle.  If you don't know how to do that then stay off those sites or have generic info of where you live like - United States.

for safety sake.
if you get ANY unsolicited mail, especially from a company you dont recognize or ONLY A PO BOX.
always send it back unopened. mark it RETURN TO SENDER, and it costs you nothing to get rid of it.

i would suggest getting a LARGE permanent label (avery 48263/5163) and print with a LASER printer RETURN TO SENDER in BIG BOLD LETTERS. affix it with a few drops of super glue around the edges and a bit in the middle. (there are some dumb a** postal idiots that try to peel the label off and force you to take the mail).
mail it back from a different zip code than the one you live in, preferably in another state.
after 3 or 4 times doing this, most dumbasses get the hint and remove your name.

of course there are always some POS scams like GERBER, that have even stolen financial information and stole funds from bank accounts. so buyer beware!

Actually you do still owe the debt until the statute of limitations runs out. They can only report it for 7 1/2 years after the first major delinquency but you could owe the debt for 15 plus years. So make sure to check the limitations for your state because they can and will sue if you have not passed the time frame.

Your debts stay on credit bureau reports for seven years, After which you are no longer Liable to pay this debt after the seven years.  2002 I had a house foreclosure, Paid and filed for bankruptcy and the lawyer skipped town with all my money.  Seven years went by and this debt came off All three of my credit reports.  Here I am 11 years later and portfolio recovery services has tried calling me and still trying to tell me I still owe that debt, which I don't.   They can't even spell my name correctly.  I have even purchased another home three years ago, Because it is not on my credit reports.  DO NOT FALL FOR THEIR SCAM!C6V3

Tricky collection agency.
They are thinking out of the box.

Just create labels mirroring the US Mail labels or stamp that recipient moved and return to sender...

work very well and the collectors need to chase down new addresses before they can get back to you.
