Well i just googled the ph.nr.3999998 cause I just recieved two ph.calls to my private homenr.in NORWAY!
Very strange maybe? Anyway when I pick up the phone the line is dead and there's no answer. So then I goggled the number and now I know that many more has got'n callsup from'em as well. Can't see anyone priar from Norway though, but there's a first time for everything^.-)

I just received one of these calls with no areacode on caller ID (399-9998). Female identified herself as from "Windows Tech Department" and wanted access to my computer.  I told her I don't allow anyone I don't know to have access to my computer.  She finally just hung up on me.  Any Idea who this should be reported to?

I received two calls within about a 30-minute timeframe.  The first caller was female who told me my computer was sending error messages and she was calling to help me.  I told her that I did not have a computer.  She was caught off guard and hung up.  About 20 minutes later, a male called and said about the same thing.  When I told him to stop calling my number, he argued a bit but then he hung up.  I am concerned that more naïve individuals will stay on the line and provide personal information to these scammers.  

Just received one too.  Thing is they were asking for my grandfather who has been dead for 3 years and began talking about his computer and they were from the "Windows Tech Department".  I tried to find out any more information but the "Indian Speaking" fellow didnt give anything else away and then hung up on me.

I received a call from someone stating that they were with the "tech department" and wanted to talk to me about my "home computer." The caller ID showed the number as 399-9998. They asked to speak with Mr. Joy. I told them they had the wrong number and they hung up.

Rang, answered, no one there & then click for disconnect.  Called back & got College football bowl action line.  Garbage.

same as ned stated above. unfortunatly, this will probably become more frequent in the new year. from past experience, it is probably a random telemkt dialer sent to and generated from a tower in canada. probably in the toronto area. if you want to, call it back and keep pushing zero over and over; when it rings back into an office you can demand for them to stop calling your number. make sure you do this after you get their information. these types of virulent telemarketers including "junk faxes" moved to canada after the courts made it very difficult for them to do business in the u.s. if they persist call your state atty general. it may take a month or so but if you take the time to let them know you mean business they will stop. steph i hope you blocked your number before you called it back because if you didn't they may start calling with greater frequency from many other numbers.
