Someone got my number and signed me up for an adult website last week, using an email address I haven't even thought about in years. That company was happy to refund my money, but then this charge showed up on my account with the above number attached. I canceled the card and have been on hold for the last twenty minutes...wish me luck.

Here in Germany I found out that the transaktion they made from my credit card was illegal.
However they got my data´s the transaction was not authorized. So I will make a criminal complaint, and hope all of you got the same possibility in the USA.

I too had the 38.99 VISA charge back in early July.  I called after reading here and got the same responses. The guy I talked too was OK and apologized a few times.  Could not tell me what charge was for  etc.  I gave my name and then had him tell me the associated email address which was one of my real emails....so I was on file with them - not just a random VISA billing.  

I asked him to "cancel" the charge ---- which he did...  but then I had to ask a second time specifically to reverse the current charge which he agreed to do also.  Note he would not have done that if I did not specifically ask --- which I almost missed.  

The email address was interesting as it is one I use for only a few online VISA purchases.   It was either a) my "palm wallet" purchase last Christmas (ya got sucker by the TV ad)  or an online video service.  I suspect I inadvertently sign up for something on the palm wallet purchase.

Will report back if the charge does get reversed i next week  ---    then will cancel card either way..  but want to see if the reverse occurs.

this  is a fraud scam  bank of america has  had  serveral reports on it  it is also worth going to the FBI  fraud web sight IC3 and placing a complaint  there  after serveral calls  the person on the phone says there  located in  tampa  fl  dont quite belive them but.

I too am a victim of this obvious fraud.  I spoke to one of their reps a few weeks back with my CC company on the line.  They said they would refund my money.  Never happened.  I just filed my complaint with the BBB.  Hopefully this will be resolved soon.

FYI - Do a "street view" of the address in Tempe.  It's an empty lot!!!  This place doesn't even exist.  What a scam!

Visa, one of the world's largest credit card companies, is taking aim at "scam" marketing practices that were quietly used by some of the Internet's largest retailers in recent years.

Retailers will no longer be able to allow third parties to charge a customer's card without the card owner re-entering credit card information, Visa said Tuesday. This is Visa's response to one of the biggest scandals to rock online retailing in years.

Last year, the U.S. Senate Committee on Commerce, Science, and Transportation launched an investigation after learning that thousands of consumers had complained about receiving mysterious credit card charges.

The committee concluded that millions of consumers were misled into signing up for so-called loyalty programs with the help of companies such as as Classmates.com, Continental Airlines, Priceline, Orbitz, Buy.com, and many others. Lawmakers said during hearings that these merchants had made an unholy but profitable alliance with one or more of three so-called post-transaction marketing firms: Webloyalty, Affinion, and Vertrue.

Under most of the agreements between the marketing firms and retailers, an advertising page is presented to shoppers while they complete a transaction at the retailer's online store. Many shoppers say they entered their e-mail address and pushed a large "Yes" button on the ad because it appeared to be a $10 cash-back offer or coupon. Many of those who complained say they thought they were being rewarded by the retailer for making a purchase.

Buried in the fine print are the full terms of the deal. Customers are notified that by providing their e-mail address they are joining a membership program and agreeing to pay one of the marketing firms a monthly fee, typically between $10 and $20. Many people said they didn't see this notice.

Visa's new requirement is designed to send a "clear signal to cardholders that a second purchase is being initiated and protects them from questionable marketing practices," the company said.
With the government leaning on them, many of the merchants involved have severed ties with the post-transaction marketers, which have also taken steps to alter their business practices. They haven't gone far enough, however, critics have said.

Makers of dietary supplements that lured consumers on the Internet with allegedly deceptive weight-loss claims and bogus "free" sample offers, and then debited their bank accounts or charged their credit cards for continuing shipments without their consent, have agreed to settle Federal Trade Commission charges that they violated federal law.

In one FTC law enforcement action, the defendants claimed their products ? LeanLife PM, Burn Fat 2, Hoodia 66, Hoodia Thin, HoodiaGordonii, and RxZyte ? would help consumers lose weight or improve male sexual function.

To get a "free" sample, consumers provided their account number to pay a shipping and handling fee, unaware that they would be enrolled in a "negative option" continuity program and billed about $100 every few months for recurring shipments of the products unless they cancelled.

In the other case, consumers who ordered a "free" sample of Woman's UltraSlim were asked to provide their credit or debit card account number to pay a shipping and handling fee, unaware that they would be enrolled in a continuity program and charged a monthly fee of almost $30 until they cancelled their enrollment.

All were charged with the following violations of the FTC Act:

? Making false or unsubstantiated weight-loss and related claims;

? Failing to disclose adequately that consumers who order a "free" sample are enrolled in a continuity program, that their accounts will be debited or charged to pay for the program, that they must cancel to avoid extra shipments and debits and charges, and how and when they must cancel to avoid the debits or charges;

? Debiting or charging accounts of consumers who cancelled or tried to cancel, or those who were not adequately informed of the negative option features or terms and conditions, and therefore did not provide express informed consent for the debits or charges.

They also were charged with violating the Electronic Fund Transfer Act and Regulation E by debiting consumers' accounts on a recurring basis without obtaining the required written authorization.

Under the settlements, regarding the marketing of any dietary supplement, food, drug, device, or health-related program or service, or of any product or service by means of a negative option feature, the defendants are barred from misrepresentations, including that a product or service is "free" or without obligation if a charge will be assessed unless the consumer cancels.

Other prohibited misrepresentations include the amount that will be charged, that a consumer will not be charged, the timing or manner of any charge, the length of any trial period before a charge will be made, and that a consumer has authorized a purchase.

The settlement with marketers JAB Ventures, LLC and Jason Brailow imposes a $7,803,425 judgment, all but $610,000 of which is suspended based on their inability to pay.

The settlement with Woman's UltraSlim marketers Complete Weightloss Center, Inc., Terry Guthmiller, and David Guthmiller imposes a $2,532,014 judgment, all but $3,000 of which is suspended due to their inability to pay.

In each case, the full judgment will be imposed if the defendants are found to have misrepresented their financial condition

I called and got through immediately.  The lady asked for my name and then told me she couldn't find me in the data base.  She then asked for my e-mail and zip code which I thought was strange because she had nver asked for my credit card number.  I told her that since I beleived the charge to be fraudulent then I wouldn't give her anything but the last 4 digits of my card.  She took those and said she still couldn't find me in the data base.

I think this is some type of organized credit card rip-off.  Don't give them any information.

I've had the same problem. I filed a dispute with my bank. I will hunt them down, I've found places before and sent them letters with the fed laws, and I've faxed them. Then they stopped. So, I will continue to look up info until I find them. You can even do a location finder via their phone number and get their coordinates. I will do that later.

Thanks for this info Randy. I went to the Arizona Attorney General's office website two weeks ago to file a complaint but they wanted a web address for the company which I did not have. When the charge first showed up as pending on my account  back on July 1st it didn't have a phone number but there was a link to this company. I called my bank and they removed the hold that was placed on the $38.99 but after the charges went through on July 6th there was no more internet link, just the phone number. I recommend that we all take a few minutes and file a complaint with AZ Attorney General and put this outfit out of business.

On July 6th an electronic purchase for $38.99 showed up on my online bank statement. It had this phone number (888-402-0881) in the tag line and when I called it I was told by 'Jennifer' that it was for an online membership service and that she would cancel the order and the charges would be refunded to my account in 10 to 15 business days. On July 8th a second charge of $38.99 showed up on my account from the same number and when I called again I spoke to 'Melinda Mendez' and also to 'Jennifer' and was told that the duplicate charge was a computer accounting error and both charges would be refunded in 10 to 15 business days.
I went to my bank and reported this and they issued me a new card but because the online membership service that made the charges provided a phone number and their representatives had promised a refund I was obligated to wait the 10 to 15 business days before filing a claim. On July 26th I files a claim with my bank and they are covering the charges made to my account and investigating the matter.

To get to the bottom of this, everyone should mention what charges they had before they got this charge, so we can determine the common factor. If everyone has one single similar charge we know which company did it (or which company got their card database compromised and the cards are now being abused by fraudsters).

I got my statement today, I called the number, they said they could not tell me what I purchased or who from to get that billing.

So I just called my credit card company to do a dispute. Honestly, these people, whomever they are, are going to get kicked out by VISA/MC soon with all these disputes.

Don't give them any of your personal information to try to get a refund, that could be part of the scam, just go through your bank/cc provider.

Around July 8, my bank account was also erroneously charged $39.87 by the company that was only identified on my bill as OnlinePymt @ 8884020881. I called RBC Bank USA to ask what the charge was and they couldn't tell me, it just had a phone number listed. They suggested I call the company.

When I called the company the person on the other end of the line did not identify himself, but he sounded like he was in some sort of call center in India. He said he was from Online Membership Services. Like everyone's other stories, they couldn't tell me what the alleged 'membership' was for and claimed that they gave me some double talk how they didn't even know what company had charged me.

They claimed they were not part of that company but simply a phone number my bank gives to help give me a refund. That is a lie, since the bank would have referred to me to someone within the bank system to give me a refund. Plus, they are more than likely the company that somehow got my information anyways.  I told them what they had done was fraud and repeatedly demanded a refund during the car. They claimed to only deal with cancellations but that they would ensure that I would get a refund. They person claimed that I would have to talk to my bank to find out how many days it would take to clear.

I called back my bank, and they recommended I cancel  my card, which I did. They also said they were using all the information I gave them (including mentioning this website with everyone having similar claims to myself) to prepare an affidavit. They said I would have to sign it and get it notarized by my bank here, and send it back to them. I had to do this once before when I lost my old check card. They said it might take 3-5 business days for a refund to reappear in my account, but even after cancelling my card, the company would still be able to refund me.

So today, I receive my new card and a letter from my bank. Not an affidavit form.  Even though I told them that I already asked for a refund, the RBC's card services department said in the letter that they had asked for a refund on behalf. They said they had opened up an investigation but that I would have to wait 30 days to see if I was refunded the money. I have no confidence that I will actually be refunded this money. Anyways, they said only after I waited the 30 days would they re-initiate my claim.

This is frustrating. The only thing that I have bought in the last 2 months online is a Dust-off Lap Pad from online office supply company. They apparently have a secure site, but it's not a major online retailer and the erroneous charge appeared on the same day, I'm wondering if somehow my information was phished or hacked from that website. As for any 'memberships'. the only one I bought in the last 2 months was back at the start of June, for Yousendit, which is company I have never had any problems with and it's for sending files files to friends or family.

Actually, they do have account information on file.  Only gave my first and last name, which I was surprised they seem to have on their record.  Was still suspicious, so I asked what other information they had on me.  When they said email, I asked what was the email information they had, and it was 1 email address I almost never use, except a few months ago, for a trial on a porn site, which I had cancelled.  I was billed 2 months later after the cancellation.  Some how, their database got hacked or their billing system screwed up big time.

I never got a call from this company, but..
I also had my visa card charged for 39.87 us dollars.
I have used my card to pay for memberships and goods, but I cannot acknowledge this transaction. never "bought" anything for this amount of money. Called my bank. They've cancelled my card and are issuing a new one. And inquieries are being made.
I just wonder how these criminals got hold of my account info.
Will never use my credit card on the net anymore as long as it's this easy to steal my info!

I also received an unauthorized charge on my credit card for $38.99.  When I called the number, they told me they were the cancellation department for Online Membership Services.  When I asked them who charged my account, they only answered that they would take my name, phone number, email address and forward the cancellation to the company that charged me.  They would not tell me the name of the company.  I refused to give them my information and I told them Im filing complaints with the BBB and the FTC for the unauthorized transactions.

Called my bank and cancelled the card.  The charge was credited.

i called the 888 number and some chinese lady with an accent picked up and asking for my first and last name
i gave her the info and asked what store/company they represent, and she said they have multiple products so I have to specify what it is. so I told her I was asking her what it was so she should tell me. She said whatever it is has been canceled and it wont be charged anymore and stuff

anyways so i found this website and i became pretty confident that this was fraud. I called Bank of America, and they closed my checking card and would start the investigations.

damm...who da hell are they and where da hell did they get my card info?
