The web domain listed was registered in August 2012 for a period of one year with GoDaddy.com (Apparently they don't expect a long future in business if they only opted for the minimum 1 year term.). The registering party is an Indian firm "Swadesh Softwares". The site is hosted on servers located in Singapore.
That doesn't seem to be anywhere near the Delaware you want us to think of.
